1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsFor most hydrogen projects today, desalinating seawater and then purifying it to the electrolyser’s required standard is the better-supported choice. Direct seawater electrolysis is an active research area, but current evidence does not establish a general advantage over the conventional route. The better choice for a particular site depends on the full system—including water treatment, electricity, equipment life, operating conditions and waste handling—not just the energy used to remove salt.
What the two routes involve
The comparison is not simply “a desalination plant” versus “no desalination plant.” Both routes have to manage water quality and impurities; they do it in different parts of the system.

| Route | How it works | Current position |
|---|---|---|
| Desalination followed by electrolysis (indirect seawater electrolysis, or ISE) | Seawater is desalinated, then further purified as needed, before feeding a conventional electrolyser. | Combines established desalination and electrolysis technologies. It is the better-supported baseline for projects needing a mature process route. |
| Direct seawater electrolysis (DSE) | Seawater, sometimes pretreated, feeds a specially designed electrochemical system. Device features such as selective catalysts, membranes or ion barriers are intended to manage the salts and other impurities. | An emerging research route. “Direct” does not necessarily mean untreated seawater or no engineered separation. |
The distinction matters because ordinary desalinated water is not automatically ready for electrolysis. The European Commission Joint Research Centre (JRC) says alkaline and PEM electrolysers require ultra-pure water to avoid performance degradation, so desalination may need to be followed by polishing or other purification. The established route is therefore seawater treatment plus the feedwater treatment the chosen electrolyser requires, not merely seawater reverse osmosis on its own. See the JRC’s 2025 review, Hydrogen Production via Direct Seawater Electrolysis.
How much energy and cost does desalination add?
The JRC’s 2025 review uses a representative seawater-desalination energy estimate of about 3.6 kWh/m³. Applying the review’s assumed water use of 20 L per kilogram of hydrogen gives about 0.07 kWh/kg H₂ for desalination energy. That is small beside the review’s approximate 50 kWh/kg H₂ electrolysis-energy figure, but it is an illustrative calculation, not a universal plant design value. It does not replace a site-specific estimate for purification, pumping or other balance-of-plant loads.

For water cost, the JRC reports reviewed estimates of USD 0.5–1.6/m³ for large-scale desalinated water. Its illustrative calculation uses roughly EUR 1/m³, producing an added water cost of about EUR 0.02/kg H₂ at the assumed 20 L/kg H₂ water use. These figures have different currencies and are estimates under the review’s assumptions; actual costs depend on the plant, location and project. As local examples, the JRC cites a Torrevieja plant water cost of EUR 1.20/m³ in 2022 and a Barcelona plant cost of EUR 0.70/m³.
These numbers help explain why avoiding desalination alone does not prove DSE is cheaper or more efficient overall. A meaningful comparison also has to account for the direct system’s treatment and engineering needs, operating performance, component replacement and lifetime. The JRC finds no clear overall economic benefit demonstrated for DSE over ISE. A 2023 published process-and-economic analysis likewise argues for coupling mature reverse-osmosis desalination with conventional electrolysis: “Directing the research agenda on water and energy technologies with process and economic analysis”.

Why feeding seawater directly is difficult
Average seawater salinity is around 3.5 wt%, according to the JRC, though salinity varies by region. Seawater also contains a mixture of dissolved ions—including chloride, sulfate, sodium, magnesium, calcium, bicarbonate and carbonate—as well as possible sediments, microorganisms and organic matter. Filtration can remove some particles and biological material, but ordinary filters do not remove dissolved salts.

At the anode, the desired oxygen-evolution reaction competes with chloride-related reactions. Unwanted chlorine-related products and corrosion can affect selectivity, safety, environmental management and component life. At the cathode, local pH changes can cause calcium and magnesium compounds to precipitate on active surfaces, reducing performance or damaging electrodes. Membranes must also control ion and gas crossover while lasting in the operating environment.

Device design does not remove the durability question
Researchers are investigating corrosion-resistant and selective catalysts, engineered membranes, pretreatment, asymmetric feed designs, in-situ ion barriers and other electrolyser architectures. These are research strategies, not a guarantee that a commercial system can operate for a particular lifetime or cost. A 2025 review in Nature Reviews Materials describes implementation as “highly challenging” because corrosion, chlorine-related side reactions and metal precipitates can undermine catalytic activity and device lifetime.
How mature is direct seawater electrolysis?
The JRC review screened the literature through April 2024 and assessed DSE as mostly around technology readiness level (TRL) 2. It also found that performance measurements across studies were too inconsistent and insufficiently harmonized to support an accurate general comparison with ISE. Laboratory performance or a short-duration demonstration does not, by itself, establish commercial-scale production, operating lifetime, reliability or cost.

The JRC’s conclusion is direct but scoped: “There is currently no research or industrial project demonstrating clear benefits of using direct seawater electrolysis over indirect seawater electrolysis.” That conclusion does not mean DSE can never work or cannot suit a particular application. The report allows that it could become viable for specific target applications; it means a general benefit has not been demonstrated in the evidence it reviewed.

DSE’s strongest potential case is contextual: a project may have limited access to freshwater, or may value compact integration and access to seawater at a coastal or offshore site. Those factors could make a direct or hybrid approach worth evaluating. They do not establish that DSE currently produces hydrogen more efficiently or cheaply than desalination followed by conventional electrolysis.

A project should account for the whole chain of consequences. Direct systems may still need seawater intake and pretreatment, maintenance, management of precipitates or byproducts, and—in hybrid designs—some form of water purification. The indirect route, meanwhile, needs desalination, polishing to the electrolyser’s feedwater specification and responsible handling of concentrate or brine.
How to compare the routes for a real project
Compare systems using the same boundaries, site assumptions and hydrogen output. A DSE cell’s electricity result should not be set against an ISE whole-plant result that includes desalination, or vice versa. At minimum, evaluate:
- Total electricity per kilogram of hydrogen: include desalination, additional purification, pumping and balance-of-plant loads, as well as the electrolyser.
- Output and operating conditions: compare hydrogen production rate and current density, not just whether a cell produced hydrogen.
- Lifetime and replacement: account for stack, catalyst and membrane durability, maintenance intervals and replacement burden.
- Costs at the site: use local electricity and water costs, financing assumptions, capital costs and operating costs.
- Integration and footprint: include intake, treatment, plant layout, equipment connections and any constraints of a coastal or offshore installation.
- Waste and byproducts: assess concentrate or brine, precipitates and other process streams, including their handling and environmental requirements.
For a conventional project, the more defensible starting point is desalination plus whatever polishing the selected electrolyser needs. A DSE proposal should be assessed on equivalent whole-system evidence, including sustained operation and site-specific economics—not on avoided desalination energy alone.
