That is a schedule and execution comparison—not a forecast of investment returns, a judgment that Phoenix has less overall risk, or a promise that either project will meet its target.
How do Phoenix and Rook I compare right now?
The table summarizes company-reported status and plans. The two projects have different designs and estimate bases, so figures should not be treated as if they were independently audited or directly comparable in every respect.

Why does Denison have the schedule edge?
Phoenix is targeting first production sooner, and Denison has disclosed a dated, quantitative measure of early civil progress. Those are the clearest construction-timing advantages in the company disclosures. Rook I is not merely awaiting permission: NexGen reports that it has begun construction activities and is preparing the shaft.

Denison’s shorter stated schedule gives Phoenix the stronger case for nearer-term delivery, while NexGen’s four-year plan indicates a longer route to completion. Company schedules remain targets and depend on assumptions; the disclosed milestones do not independently verify future completion dates.

Why is the capital comparison not a simple contest?
The C$600 million and C$2.2 billion figures do not establish that Phoenix is cheaper to build. Denison presents an updated post-final-investment-decision initial-capital estimate, including specified contingency and owners’ reserves and excluding pre-decision spending. NexGen uses C$2.2 billion in a payback illustration tied to a particular uranium-price assumption. The available disclosures do not establish a common scope or estimate basis for comparing those values.
Denison also announced US$345 million of financing through senior convertible notes with a capped call overlay in its 2026 announcement of 2025 results. That is a disclosed financing transaction, not proof that all remaining project costs are funded or that Phoenix is insulated from cost overruns. NexGen identifies reliance on third-party financing and uncertainty about the availability of additional financing among its risks.

What could change the construction outlook?
Cost, funding and procurement
NexGen lists potential increases in labour, equipment and materials costs, contractor-related issues, and uncertainty about financing availability as risks. It also notes that project-parameter changes could increase costs. Denison’s schedule and capital estimate are likewise company estimates subject to execution and cost risk; Denison’s project information notes that estimates may be updated.

Schedule and project-specific execution
Both projects still have construction work ahead, and different mine designs make a simple comparison of activity counts misleading. Phoenix’s ISR design and Rook I’s underground stoping design entail different project scopes. The disclosed civil progress at Phoenix and shaft, site and procurement work at Rook I are useful milestones, but they do not by themselves settle whether either project will meet its schedule.

Prices, approvals and other uncertainties
NexGen identifies uranium-price changes, possible approval delays and other factors as risks that could alter planned outcomes. Although both companies report the key federal environmental and construction approvals, approvals do not remove the remaining construction, financing or commercial uncertainties. NexGen’s approval announcement specifically cautions that forward-looking statements may prove inaccurate and actual results or future events may differ materially.

For the narrow question of which developer currently presents the better construction-timing case, Denison leads: Phoenix has the shorter stated build and the stronger disclosed near-term civil-progress signal. NexGen’s Rook I is also under construction, but its published construction period is longer. This comparison does not establish which company is the better stock, which project offers the better risk-adjusted return, or which will ultimately produce as planned.
