Choose a campaign total budget when a campaign has fixed start and end dates and the total spend envelope matters most. Choose an average daily budget when you want Google Ads to pace spending around an average daily amount. For eligible target-based campaigns, demand-led budgeting lets you set a higher daily budget without expecting Google to spend all of it. These controls serve different purposes: one caps a campaign flight, one paces daily spend, and one describes how target-based bidding responds to available opportunity.
What do the three budget options mean?
Campaign total budget: a cap for a defined flight
A campaign total budget is set for a campaign with specified start and end dates. Google says it will try to distribute that amount evenly over the flight while accounting for days with more or less traffic, and that you will not be billed above the total budget. Google lists Demand Gen, Search, Standard Shopping, Performance Max, and YouTube campaigns among the supported campaign types; availability can depend on campaign setup, so check the options shown in your account. Average daily budget: an average, not a daily ceiling
An average daily budget is the amount you set as the campaign’s average daily spend level. Google may spend more on days with greater predicted opportunity and less on quieter days. For most campaigns, the daily spending limit is twice the average daily budget, and the monthly charging limit is 30.4 times that amount. Those are billing limits, not a promise that each day or month will spend exactly the average. Google Ads Help: About average daily budgets

Google uses “demand-led budgeting” in its guidance on target-based bid strategies. In this context, an advertiser can set a higher daily budget while the campaign pursues results in line with its target; spend may vary with the availability of profitable scale. Google’s stated guidance is: “If you adopt demand-led budgeting, you are free to set higher daily budgets, but you should not expect those daily budgets to be spent in full.” Google Ads Help: Changes to target-based bid strategies

Which budget should you choose?
| What matters most | Best fit | Why |
|---|---|---|
| A fixed total for a campaign with a start and end date | Campaign total budget | Google aims to pace the set total over the flight and says it will not bill above that total. Confirm that the campaign type supports it. |
| An ongoing daily spend level that can flex | Average daily budget | Spend can shift from day to day within Google’s daily and monthly billing limits. |
| Capturing worthwhile volume under a target-based bid strategy | Demand-led budgeting | Set a budget that leaves room for available opportunity, but do not treat it as a spending target or expect it all to be used. |
Use a campaign total budget for bounded campaigns
This is usually the clearer choice for a time-limited promotion, event, or other campaign flight when exceeding the overall allocation is the central concern. It trades some day-to-day control for a defined total and requires dates as well as a supported campaign type.
Use an average daily budget when the campaign is ongoing
Choose this when you want a daily planning amount rather than a fixed total for a dated flight. Make sure the team managing cash flow understands that a particular day’s bill can be higher than the average, even though Google applies the stated limits to most campaigns.

Use demand-led budgeting only when the target is meaningful
A higher budget gives a target-based campaign room to pursue additional opportunity; it does not make that opportunity appear, nor does it guarantee the budget will be spent. Review whether the target reflects the business outcome you actually want. If the target is too restrictive or does not match current economics, simply increasing the budget may not produce the volume you expect.
How shared budgets differ
A shared budget is one average daily amount available to multiple eligible campaigns. Google can use more of it in a campaign with available opportunity when another campaign does not need its share. That can reduce manual budget reallocation, but it means each campaign does not have a strictly isolated daily allocation. Google lists Search, Shopping, Display, and Video as supported types and says shared budgets are incompatible with Performance Max campaigns and campaigns using total budgets. Verify current eligibility in your account before reorganizing budgets. Google Ads Help: About shared budgets

What changed for target-based campaigns in 2026?
Google says changes for campaigns marked “Limited by budget” rolled out globally from August 17 through August 27, 2026. The affected strategies include Target CPA and Target ROAS, as well as Target CPC for Demand Gen; Google identifies Search, Shopping, Performance Max, Demand Gen, and Travel among the campaign types covered. Google says it does not automatically change an advertiser’s budget or bid target. Google Ads Help: Changes to target-based bid strategies
Review affected campaigns before changing budgets
Google recommends reviewing affected campaigns, particularly those that have historically performed better than their target, and using the Target Adjustment Tool where available. Do not interpret the change as an automatic budget increase or as a requirement to raise a target; decide based on your own performance goals and economics.

Allow for conversion delay when evaluating results
For campaigns with longer conversion delays, Google advises waiting one to two conversion cycles after changes before evaluating performance. Its guidance also says planning tools were updated for the new bidding behavior and forecasts stabilized after rollout. Treat these as Google’s current product statements, and check the help page again if making decisions well after the rollout period.

- Define the constraint. If your non-negotiable is a total for a dated campaign flight, check whether Campaign total budget is available for that campaign. If the campaign is ongoing, plan around an average daily budget and its billing limits.
- Check campaign compatibility. Confirm the campaign type and settings support the budget control you intend to use. Total and shared budgets do not apply to every campaign type.
- Set or validate the bidding target. For target-based strategies, make sure the target reflects the business goal. A larger budget should provide flexibility, not substitute for a suitable target.
- Use Google’s planning tools before a material change. Google points advertisers to Performance Planner and the budget simulator for estimating the potential effect of budget changes. Forecasts are planning aids, not guarantees. Google Ads Help: About Performance Planner
- Evaluate on an appropriate timeline. Account for conversion delay; Google recommends one to two conversion cycles for campaigns with longer delays before assessing changes.
What the evidence does—and does not—say about shared budgets
Google reports that Search customers adopting both shared budgets and portfolio bid strategies saw 13% more conversions on average, based on Google internal global data from January 2024 through March 2025. This is a vendor-reported average for that combined adoption and period; it does not establish that shared budgets alone caused the result or predict what an individual account will achieve.
