Degrees are not broadly losing to certificates in 2026. Employers are adding skills assessments and practical experience to their hiring decisions, while still valuing degrees—and the evidence varies sharply by occupation. The useful question is not which credential wins everywhere, but which one is recognized and required for the job you want.
Are certificates better than degrees in 2026?
There is no universal winner. “Certificate” can mean a short educational program, an industry certification, a government-issued license, or training through an apprenticeship. Those credentials differ in who awards them, what they demonstrate, and whether an employer or law requires them.

Employer surveys suggest that hiring is becoming more varied, not that degrees have been displaced. In the World Economic Forum’s 2025 survey of more than 1,000 employers across 55 economies, respondents expected to rely on work experience in hiring over 2025–2030 at a rate of 81%, and 48% expected to use skills assessments. The corresponding figures were 43% for university degrees as a hiring requirement and 14% for online certificates. The WEF says online certificate use had declined slightly from its 2023 report, rather than surged. These are employer expectations, not records of actual hires. World Economic Forum, Future of Jobs Report 2025: Workforce strategies.
In a separate U.S. survey commissioned by Western Governors University, 73% of 3,128 respondents directly involved in hiring considered college degrees important, while 91% viewed certificates as valuable indicators of skills. Centiment fielded the survey from June 24 to July 7, 2026. Because this is a sponsor-commissioned survey of opinions, it shows that respondents value both signals; it does not establish what share of hires were made with either credential. What do employers use to judge skills?
Work experience and degrees remain common screening signals, while employers also use assessments and practical evidence. The OECD’s 2026 synthesis puts the balance plainly: “Work experience and university degrees continue to serve as the primary proxies for assessing individuals’ skills in recruitment.” It also describes skills assessment and validation as difficult for employers, with cultural resistance and unconscious bias among the barriers to skills-first hiring. Findings that work samples or cognitive assessments can predict job performance better than years of experience or education concern how employers measure ability; they do not show that degrees have no value. OECD, A Skills-First Labour Market (2026).
The WEF likewise reports that only 4% of companies say they do not assess prospective employees’ skills, describing skills evaluation as nearly universal across industries. That does not mean every employer accepts a certificate in place of a degree: an assessment is one way to evaluate a candidate, not a credential equivalence rule.

When does a job require a certificate, license, apprenticeship, or degree?
Requirements depend on the occupation, and “required” is not the same as “preferred” or “helpful.” U.S. Bureau of Labor Statistics estimates for 2025, published in 2026, distinguish several kinds of credentials required for a job:

|---|---|
| License or certification | 22.9% |
| Educational certificate | 6.5% |
| Apprenticeship | 1.2% |
The BLS uses “credentials” for training time required as a condition of hiring, which can result in certifications, licenses, or educational certificates as part of job requirements. Its estimates exclude credentials that are merely desirable, unrelated to critical job tasks, or based on non-vocational attendance or participation. These figures therefore do not count every certificate workers hold or every credential employers might prefer. Occupational differences are substantial. The BLS estimates that 93.4% of healthcare practitioners and technical workers had jobs requiring a license or certification. An educational certificate was required for 22.8% of healthcare support workers, while an apprenticeship was required for 17.3% of workers in construction and extraction. A single claim about certificates replacing degrees would conceal these differences.
The WEF’s analysis adds another qualification: 14 of the 15 fastest-growing jobs over 2025–2030 primarily require a university degree, based on O*NET experience requirements, and seven of the 15 largest-growing roles demand an advanced degree. This is a report-specific analysis of occupational requirements, not a recommendation that every job seeker earn a degree.

Which pathway should you choose?
Compare a specific credential with the requirements and hiring practices for a specific job in your region. A certificate’s short duration alone does not show that employers recognize it, that it qualifies you for the work, or that it offers a better return than a degree.

Find out whether the occupation requires a license, a particular degree, or supervised training in the jurisdiction where you plan to work. A short course cannot substitute for a legally required license or degree.
- Verify employer recognition. Look at current job postings from employers you would actually apply to. Note whether the named certificate or issuing body is required, preferred, or not mentioned.
- Inspect what you will learn and demonstrate. Compare the program’s curriculum and assessments with the skills used on the job. Practical work samples, projects, or relevant experience may help show ability, but do not assume a certificate itself proves job readiness.
- Compare full costs and time. Account for tuition, fees, exam or licensing costs, and time away from work, as well as the time needed to complete the program.
- Ask for transparent outcomes. Seek clearly defined completion, placement, and earnings data, and check how the figures were collected. The available evidence does not establish a general comparison of lifetime earnings, completion-adjusted return on investment, or portability between certificate and degree pathways.
- Consider portability. A credential recognized by one employer or region may not carry the same weight elsewhere. Check whether the qualification travels across employers and jurisdictions.
For recent graduates, practical experience may be a useful bridge. In the WGU survey, 38% of respondents said internships, apprenticeships, or project-based work were the most effective way for graduates to move from education into employment. That is an opinion reported by surveyed hiring professionals, not a measured causal effect.

What is known about job and earnings outcomes?
Employer expectations and credential requirements do not establish which pathway produces better employment or earnings outcomes. The U.S. Department of Labor’s CLEAR summary of a 2021 study on occupational credentials uses 2015–2016 Current Population Survey data and rates the study’s causal evidence as moderate. It is older, nonexperimental evidence—not a current, broad comparison proving that certificates outperform degrees. U.S. Department of Labor CLEAR, Beyond Traditional Academic Degrees: The Labor Market Returns to Occupational Credentials in the United States.
For an individual decision, evidence about a named credential, occupation, and region is more useful than a portfolio-wide headline. Without that specificity, claims that a certificate guarantees a job or universally delivers a better return than college go beyond what the cited evidence establishes.
