A mobile virtual network operator (MVNO) is a mobile service provider that sells phone and data service to its own customers while using another operator’s radio access network (RAN) instead of owning one. That single fact is the core of the definition. How much else an MVNO owns, and whether it is a full provider or close to a reseller, varies from company to company and from country to country.
What the term means
An MVNO carries calls and data for its customers over a mobile network that belongs to someone else. The host is a mobile network operator (MNO) that owns the towers, the base stations and the radio spectrum. The MVNO has a commercial agreement with that host, and it sells the service under its own brand.

The sentence is an organisational definition, not a quotation from a named spokesperson. GSMA also says that a full MVNO can hold its own mobile country code and mobile network code (MCC-MNC) and an associated TADIG code, which are identifiers used in roaming and interconnection between operators.
Why “virtual” does not mean “no infrastructure”
The word “virtual” refers only to the radio network. It does not mean the company has no systems at all. A full MVNO can run its own core network equipment, billing, customer care and related platforms, and it can supply devices, while still relying on a host for radio coverage and spectrum. The Canadian Radio-television and Telecommunications Commission (CRTC), in its explainer Mobile Virtual Network Operators, describes a full MVNO as one that supplies its own facilities, systems and equipment, including the core network, billing, customer care and devices, with the radio access network as the main thing it leans on the host for.
The CRTC also notes that MVNOs generally lack spectrum and towers, but they may own other components such as fibre transport, switching and interconnection, billing and customer-care systems. This is why the same label can describe very different businesses.

Operating models: from full MVNO to reseller
There is no single industry-wide line that separates every MVNO from a reseller, and no universal legal tier. Regulators and industry bodies describe a continuum of responsibility. The table below sets out the common labels and what they usually mean, with the source for each description.
| Model label | What the MVNO typically controls | What it relies on the host or an intermediary for | Source and caveat |
|---|---|---|---|
| Full or thick MVNO | Core network equipment, billing, customer care, devices and other systems | Radio access network and spectrum access | CRTC explainer and Ofcom’s MVNO description, which says thick or full MVNOs have their own core network equipment. Labels are not a uniform global test. |
| Light or thin MVNO | Branding, marketing and customer relationship, with some service functions | Core network functions, plus radio access, often through a host, an MVNE or an MVNA | Ofcom’s account of thin or light MVNOs, which lack their own core network equipment. Boundaries differ by market. |
| Branded reseller or limited model | Mainly the retail brand and the customer-facing service | Most network components, systems and operations | CRTC’s description of the range down to providers that rely on the host for nearly everything beyond marketing. Terminology varies, and “reseller” is not always a precise regulatory category. |
When comparing providers, it helps to ask the same four questions of each one:
- Who owns the core network functions, and where does subscriber data sit?
- Who issues and controls the SIM or subscriber identity?
- Who holds the wholesale agreement with the host, and what does it cover?
- Who runs billing and customer care, and is an MVNE or MVNA involved?
The answers place the provider on the continuum more reliably than the marketing label does.

Related roles: MNO, MVNE and MVNA
Three other terms appear in almost every discussion of MVNOs, and they describe different roles.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteMobile network operator (MNO)
The MNO is the host that operates the physical network and holds the spectrum position set by the national regulator. It is the company whose network the MVNO uses.
Mobile virtual network enabler (MVNE)
An MVNE is an enabling supplier. Ofcom describes an MVNE as a supplier to an MNO in the model it discusses, providing network or operational capabilities that an MVNO can use. An MVNE is not the brand the customer sees.

Mobile virtual network aggregator (MVNA)
An MVNA is an intermediary that aggregates access and sells thin MVNO services to MVNOs. Ofcom describes this role in the same publication that covers MVNEs.
MVNE and MVNA should not be treated as synonyms. Their business roles and contracts can differ, and Ofcom’s description explains the arrangements it discusses rather than setting a global legal definition.
Why the rules depend on where you are
The definition above is descriptive. Legal status, licensing and wholesale rights come from national law, and they differ.

United Kingdom
Ofcom’s MVNO explainer, first published on 7 September 2010, says UK mobile network operators run physical networks and use radio spectrum. An MVNO is a customer of an MNO and is not, for the purposes of a Wireless Telegraphy Act licence, itself a user of radio spectrum. Ofcom also says communications networks and service providers, including MVNOs, must comply with the UK general authorisation regime. Check Ofcom’s current guidance before relying on this for legal or compliance decisions, since the page dates from 2010.
Canada
The CRTC describes wholesale access and registration arrangements under Canadian policy. Wholesale rates are negotiated, and a full MVNO can register for a mobile network code under the Canadian framework. These details apply to Canada only.
India and older consultations
The Telecom Regulatory Authority of India (TRAI) published a consultation paper on MVNOs in 2008. It acknowledged that no uniform definition existed and described MVNOs as operating through commercial arrangements with licensed MNOs, offering service under their own brand without their own spectrum. That paper is useful as evidence that definitions vary and as historical context. It is not a statement of current Indian rules.

Terms such as full, thick, light and thin describe operating scope. They are common in regulator and industry usage, but they are not a single regulatory taxonomy that every country applies. Ofcom’s statement on global titles and mobile network security, dated around 2025 in the material reviewed, is the source for the thin and thick terminology and for the MVNE and MVNA roles. Check the current version of that document before quoting it.
No single, current, globally comparable market statistic is needed to define an MVNO, and none is offered here.
