The term describes where the check or enforcement happens in the stack. It does not name one specific method for establishing a person’s age, and it is not a single product or a universal legal standard.
Three questions the definition separates
The phrase is easier to understand once three questions are kept apart. Most confusion about device-based systems comes from merging them.

- Where is age verified? The check might happen at the operating-system level, on the device, or at a website.
- Where is access enforced? The decision to show or block content might be made by the operating system, by the browser, or by the site itself.
- How is the person’s age established? The method might be a credential derived from an identity document, an age estimate, or another approach. A device-based architecture does not prescribe any one of these.
A system can verify age on the device and still rely on a website to enforce restrictions, or it can verify centrally and enforce in the browser. Calling a design “device-based” tells you about the location of the check, not the method behind it. It also does not mean the device itself uses biometrics, and it does not mean the website has no role.

Operating-system verification with a limited signal
In one proposed operating-system model, the device or operating system verifies the user once, stores an age or age-range attribute, and returns a limited signal when an application or website needs to know whether a threshold is met. The service receives an eligibility answer rather than an identity document or full personal details. The 2025 technical white paper describing this exchange uses an API and presents the approach as an alternative to each site repeating verification on its own. It is an advocacy paper describing a proposal, so its benefits should be read as the authors’ rationale rather than as independently measured outcomes.
Browser enforcement of existing signals
A separate proposal centers on the enforcement point. Its author, Benjamin VanderSloot, writes in the IAB/W3C workshop paper that the browser would respect signals from two sources. The first is the operating system’s signals about the user’s content preferences. The second is content classifications that websites publish about what they contain. In this design the browser is the point where access decisions are made, and the paper explicitly separates that enforcement step from the separate question of how age is verified.
The author’s own summary of the design reads: “The core of this proposal is to place a responsibility on the browser to respect existing signals from the operating system about the user’s content preferences and from websites about the content they contain.”

Key terms
- Age verification usually means establishing whether a person is a certain age or over a threshold. Methods discussed in the sources include credentials derived from identity documents and age estimation.
- Age assurance is a broader term for approaches that establish or manage age-related eligibility. The 2025 white paper uses “device-based age assurance” for its operating-system-centered model.
- A signal or token is a limited piece of information a service can use to decide whether a threshold is met. The sources describe such exchanges as proposals or system designs. They do not establish that one interoperable signal is available everywhere today.
Trade-offs and open problems
The privacy argument for device-based designs is that fewer services need identity documents or other personal information. That argument is conditional. Whether a design delivers it depends on what the operating system collects, where information is stored, what the signal reveals, how requests are logged, and whether identifiers allow services to link a user across contexts. The cited sources do not establish that device-based systems eliminate data collection or tracking, and the word “can” is the accurate one here.
IEEE Standards Association’s 2026 overview of trends, published on 5 March 2026, describes operating-system or platform-level verification that gives applications privacy-preserving signals. It also lists the questions that remain open:
- Shared devices. A family computer or a phone handed between users may hold one person’s age status and apply it to another.
- Circumvention. Users may try to bypass or manipulate a signal.
- Multiple thresholds. Services set different age requirements, and a signal has to represent them in a way each service can use.
- Interoperability. Operating systems and services must agree on how signals are requested and read.
IEEE presents these as implementation challenges, not as solved problems.

Public consultation views
The UK government’s July 2026 consultation summary records concerns that respondents raised. These included privacy and data protection, circumvention, effectiveness, the role of device-level and network-level controls, and the need for standards or oversight. These are views reported from consultation responses. They are not the government’s final position, and they are not measured evidence that one approach works better than another.
Status, standards, and geography
- Technical proposals are not law. The IAB/W3C workshop paper is a proposal. It is not, by itself, an adopted standard or a legal requirement.
- Regulatory attention is uneven. IEEE characterizes device-based verification as receiving regulatory attention, particularly in North America. That describes IEEE’s overview. It does not mean a specific law applies in every North American jurisdiction.
- Sector directories are context, not certification. A UK government directory page on age-verification providers, last updated in March 2024 after an October 2023 publication, describes interoperability work, including digital proofs of age on smartphones. It is not a current list of approved vendors and does not confirm any provider’s availability.
Because laws and deployments change quickly, check any compliance question against the relevant primary legal authority in your jurisdiction. The definition above does not answer that question.

When you see a product or policy described as device-based, check four things: which layer performs the check, which layer enforces access, what the service actually receives, and whether the design handles shared devices and circumvention. A claim that answers only the first question is not a complete description of how age is handled.

Also check the source type. Advocacy papers, standards overviews, consultation summaries, and vendor pages each support different kinds of statements. Privacy benefits in a proposal are design goals until an implementation shows how it handles data in practice.
The phrase, in short, names an architectural choice. It tells you where age-related decisions are made and enforced, and it leaves open how age is established and how well the design protects privacy in practice.
