Deep Web vs. Dark Web: What’s the Difference?

The deep web is unindexed online content; the dark web is a subset on overlay networks. Learn the difference, access basics, legality, and Tor’s limits.

The deep web is any online content conventional search engines do not index; the dark web is a smaller part of it, reached through overlay networks and usually specialized software or configuration. A bank account page is deep web, not dark web. The labels describe how content is reached—not whether it is secret, dangerous, or illegal.

What is the difference between the deep web and the dark web?

What might you find there? Bank portals, internal SharePoint sites, legal and medical databases, academic resources, research repositories, and intranets. Onion services and other services on overlay networks, including Tor, Freenet, and I2P.
How do you access it? Often with an ordinary browser, if you have the URL or required credentials. Lack of search indexing alone does not require special software. Usually with compatible software, network settings, or authorization. Requirements depend on the network and service.
Does the label mean it is illegal? No. It includes routine private accounts and databases. No. It includes legitimate uses as well as illegal content and services.

The FBI’s 2016 primer and the Center for Internet Security’s deep-web primer both describe the dark web as part of the deep web. In other words, the terms are related but not interchangeable: the deep web is the wider category, while the dark web refers to a narrower set of services that use overlay networks.

Is the deep web the same as the dark web?

No. “Deep web” describes content that standard search engines do not list in their results. That can happen because a page requires a login, sits in a database, blocks indexing, or has no links pointing to it. A search engine’s inability to find a page does not make that page a hidden service.

For example, signing in to a bank website or an employer’s intranet takes you to content that is generally not indexed. You can ordinarily reach it through a regular browser, subject to the site’s access controls. The European Parliamentary Research Service’s April 13, 2026 briefing also identifies legal and medical databases, academic databases, research repositories, and intranets as examples of deep-web content.

What makes something part of the dark web?

Dark-web services operate on overlay networks: networks built over the public internet that use their own addressing or access arrangements. Reaching a service generally requires a compatible tool or configuration, and some services also require authorization. Tor is one example, but it is not the only dark-web network; the Center for Internet Security primer also names Freenet and I2P.

Tor’s onion services are a familiar example, but “dark web” should not be used as a synonym for “Tor.” The particular network and service determine how access works.

Is the dark web illegal?

Not by definition. The European Parliamentary Research Service’s April 13, 2026 briefing says the dark web is not unlawful in itself, while noting that it contains sites offering illegal content and services. The FBI also recognizes legitimate uses alongside criminal activity. The legal status depends on the content and conduct, and applicable laws vary by jurisdiction.

Likewise, a deep-web page is not suspicious merely because it is absent from search results. A private account page or a subscription database is ordinary online content with restricted access.

Does Tor make you anonymous?

No tool can promise that. The Tor Project says Tor Browser cannot guarantee perfect anonymity. Using it does not make every site or action safe, and it does not remove the need to protect personal information.

  • Download Tor Browser from the Tor Project’s official download page; the project says the browser is free and open-source. Software claiming to be Tor Browser while demanding payment is fake.
  • The Tor Project recommends verifying the download’s signature and provides safety guidance.
  • Be cautious about submitting personal details in forms or opening downloaded documents. Avoid adding extra browser plugins and do not torrent over Tor.
  • Check for HTTPS before entering sensitive information. Tor Browser’s privacy protections do not make an untrusted site trustworthy.

Why you should ignore deep-web size claims without a source

Claims that the deep web makes up a specific percentage of the internet—sometimes illustrated with an iceberg—should not be treated as established measurements without an attributable source and method. The authoritative sources cited here do not provide a suitable statistic for the deep web’s or dark web’s share of the internet.
