If images in a PDF look blurry or compressed, inspect the affected image and how it was exported before adding a watermark. A PDF does not have one meaningful resolution number: text, vector artwork and raster images can coexist, and resolution applies to individual raster images. Watermarking cannot restore detail already lost through a poor source or export.
Why a PDF has no single resolution
A PDF page can combine sharp vector text with raster photographs, scans or screenshots. Those elements behave differently when enlarged, so a file-level “DPI” figure cannot tell you whether a particular image will look clear at its placed size.
Adobe former Principal Scientist Dov Isaacs put it this way in an Adobe Community answer dated July 24, 2017: “There is no concept of a PDF file having a single resolution. Resolution is not an attribute of a PDF file, but rather of each of the raster images therein.” Adobe Community discussion
Check 1: Identify the image that looks blurry
Start with the specific photograph, scan or other raster object that appears soft. Do not assume that text or vector elements elsewhere on the page share its limitations. The question is whether that image has enough detail at the size and output you need.

Check 2: Inspect effective resolution and set a useful floor
In Acrobat Pro, use Preflight to inspect image resolution. A low-resolution policy can be configured to ignore, warn about or cancel images below a chosen resolution. A warning identifies images under that floor; it does not mean all images in the PDF have the same resolution.
Choose a floor that fits the job rather than treating one number as universally correct. Adobe’s PDF settings documentation describes image-resolution checks and the available low-resolution behavior: Adobe PDF conversion settings.

Check 3: Review downsampling and compression
Look at the PDF export or optimization settings used to create the file. Downsampling reduces image resolution by combining pixels, and compression choices can affect how detail appears. These settings are possible causes to investigate, not proof that they caused a particular PDF’s blur.
Downsampling method
Adobe describes subsampling as faster but more likely to produce less-smooth results. Bicubic downsampling takes longer and produces smoother tonal gradations. If an image looks rough or loses subtle detail, check whether it was downsampled and which method was selected.

Compression and source content
Review whether JPEG or JPEG 2000 compression quality suits the image. Also check monochrome processing for black-and-white images. Settings that work for a photograph may not preserve small type, thin lines or other high-contrast details equally well.
Anti-aliasing
Gray anti-aliasing can make small type or thin lines appear blurred. If those elements are the problem, inspect the anti-aliasing setting as well as image resolution. Adobe documents these options in its PDF conversion settings.

Check 4: Compare the PDF with its source and delivery target
Judge image quality at the size and on the medium where the PDF will actually be used. A screen document, an ordinary printout and high-resolution print production have different requirements. Compare the placed PDF image with its original asset: if the original is also blurry, returning to a better source or rescanning is more useful than increasing a resolution setting. Upscaling cannot recreate captured detail that is missing.
For print, Adobe says color and grayscale image resolution should be 1.5 to 2 times the line-screen ruling. Its settings documentation gives an example of a 600-dpi laser printer paired with a 170-ppi image resolution. That is a print example, not a universal threshold for screens or every print job. Apply the watermark only after image quality is acceptable
Once the image source and PDF output are suitable, add the watermark and inspect it at the intended viewing and print sizes. Adobe’s 2025 Acrobat guide covers text or image watermarks, page ranges, opacity and other appearance settings, as well as absolute or page-relative scaling: Add watermarks to PDFs.
For Adobe PDF Services API workflows, the first page of a source watermark PDF is used. Adobe cautions that a scanned watermark placed in the foreground can make the underlying content unreadable.
