DDoS Protection vs. Rate Limiting: Abuse Cases and How to Set Limits

DDoS mitigation handles attack traffic at scale; rate limiting constrains selected API actions. Learn how to choose endpoints, identities, thresholds, and enforcement behavior without blocking legitimate users.

DDoS mitigation and rate limiting solve related but different availability problems: DDoS defenses absorb or filter attack traffic at scale, while rate limits constrain how often a selected client or identity can perform a selected action. Protecting an API usually requires both, with thresholds and counting identities chosen for each endpoint rather than one request ceiling applied everywhere.

What is the difference between DDoS protection and rate limiting?

A rate limit sets a ceiling for a defined action or request count over a time window. A usable rule needs a scope (such as an endpoint), a way to group requests, a period and threshold, and an enforcement action such as logging, challenging, or blocking. Cloudflare’s Rate limiting rules documentation, last updated August 25, 2026, describes these rule components.

DDoS mitigation addresses a broader delivery problem: attackers can distribute requests across many sources to overwhelm an API or service. Mitigation can absorb or filter a surge before it exhausts the service, while a rate limit restricts selected client activity. Cloudflare’s API security explainer puts the distinction plainly: “Rate limiting alone may not stop low and slow DDoS attacks, but DDoS mitigation can absorb the extra traffic regardless.” Neither control replaces the other.

Control Primary job Useful for What it does not guarantee
Rate limiting Count a defined action by a chosen identity over a specified window and apply an action when the threshold is exceeded. Constraining repeated logins, costly lookups, writes, or other endpoint-specific activity. A complete defense against distributed or low-and-slow attacks, or an exact request ceiling when counters and mitigation are delayed.
DDoS mitigation Absorb or filter attack traffic that threatens service availability. Traffic surges that would otherwise overwhelm an API or service. Endpoint-specific business rules, authentication, authorization, or protection against every form of abusive operation.

These are complementary controls, not interchangeable products. Authentication and authorization establish who may make a request; schema validation and web application firewall rules can address malformed or exploit-pattern traffic; rate limits constrain frequency; DDoS mitigation addresses traffic at scale.

Which API abuse cases should you rate limit?

Apply limits to actions whose repetition creates a security, capacity, or business risk. The right rule depends on what the endpoint does and how legitimate clients use it.

Login, password reset, and verification

Repeated attempts can burden authentication flows and support brute-force activity. Set rules on the actual login, reset, or verification endpoints. Where available, count by a stable authenticated identity or session characteristic in addition to considering source IP; Cloudflare’s API Shield documentation distinguishes traffic at paths such as /login and /reset-password.

Content scraping and price lookups

Automated clients can enumerate pages or repeatedly query prices. A rule can limit a specific lookup action rather than throttling an entire site. If clients rotate IP addresses, a meaningful session identifier may group their activity more effectively than IP alone; Cloudflare’s Rate limiting best practices describes this kind of use.

Expensive REST operations and writes

Large lookups, data processing, and repeated write operations may consume far more origin resources than lightweight reads. Consider separate limits for costly operations, counted by an authenticated API key or another trustworthy client identity. A single request-count rule across dissimilar endpoints treats unlike workloads as if they cost the same.

Automated business actions

Repeated deletion, bulk account creation, or programmatic purchases may be abusive even when request volume is not unusually high across the whole service. A session, user, cookie, or API-key counter can reveal repeated behavior by one actor when automation distributes traffic across addresses. The identity used for enforcement must be difficult for a client to forge or casually replace.

GraphQL complexity and resource consumption

A small number of large or deeply nested GraphQL queries can demand substantial backend work, so a requests-per-minute limit may miss the difference between a cheap query and an expensive one. Pair request limits with suitable query-size, depth, or workload-budget controls where the implementation supports them. OWASP classifies this general concern under API4:2023, “Unrestricted Resource Consumption”; the category is a useful risk label, not a substitute for reviewing the detailed guidance.

How do you set limits without blocking legitimate users?

Build the policy from endpoint behavior and observed traffic, then increase enforcement as confidence improves. Do not copy an example threshold as a universal safe value: traffic patterns, resource costs, and acceptable latency differ by API.

  1. Inventory endpoints and their costs. Identify authentication routes, public reads, price or search lookups, writes, bulk actions, and computationally expensive operations. Treat materially different operations separately; traffic can vary by endpoint and over time.
  2. Choose a counting identity suited to the actor. IP addresses are simple but can group unrelated people behind a shared network, while distributed automation can rotate addresses. For authenticated traffic, evaluate API keys or stable user and session identifiers. Check that the chosen characteristic is supported by the enforcement system and cannot be trivially spoofed.
  3. Set an initial threshold from observed normal behavior and operation cost. Use production traffic and the endpoint’s resource profile to estimate what legitimate use looks like. Cloudflare’s Volumetric Abuse Detection documentation describes recommendations based on the prior seven days of eligible traffic, grouped into per-session ten-minute buckets; that is a product-specific method, not a universal window or threshold. Cloudflare recommends using the overall recommendation rather than mechanically choosing a percentile, because outliers can create false positives.
  4. Observe before blocking when confidence is low. Start with logging or a challenge where appropriate, inspect which requests would have been affected, and adjust for legitimate users before enforcing a block. Cloudflare recommends log mode for low-confidence recommendations before switching to block.
  5. Layer the rule with other controls. Use authentication and authorization for access, validation and WAF rules for request content or exploit patterns, rate limits for action frequency, and DDoS mitigation for attack traffic at scale. One control should not be treated as a replacement for the others.
  6. Verify the enforcement semantics. Confirm what the service counts, how quickly counters update, what happens after a threshold is exceeded, how long mitigation lasts, and which actions are available on the applicable plan. Cloudflare notes that counters may take a few seconds to update and that some actions apply for a mitigation period rather than throttling only requests above the threshold. Excess requests may therefore still reach the origin before mitigation takes effect.

What should you compare when choosing an implementation?

Compare the system’s actual coverage and behavior, not just a headline request limit. Product capabilities and plan availability vary; verify the current terms for the service and edition you intend to use.

Comparison point Questions to verify
Coverage and placement Does protection cover network-level traffic, application/API requests, or both? Does it sit upstream of the origin so attack traffic can be absorbed before it consumes origin capacity?
Counting identities Can rules group by source IP, API key, user, session, or other supported characteristics? Can shared addresses or rotating IPs be handled without misclassifying clients?
Endpoint and workload awareness Can policies target individual routes and distinguish expensive operations? Can the system account for query complexity or resource cost, or does it count requests uniformly?
Enforcement actions Can you log, challenge, throttle, or block? What triggers each action, how long does it apply, and how quickly do counters update?
Visibility and tuning Can you inspect violations and affected legitimate traffic, test rules before blocking, and revise thresholds using observed behavior?
Plan and rule limits Which time windows, identifiers, rule counts, and mitigation behaviors are included in the exact plan? Confirm these details before promising a precise ceiling.

A managed DDoS or API protection service may be appropriate when an organization needs provider-operated traffic absorption or application-layer controls. Evaluate it against the same coverage, identity, visibility, and enforcement questions; no single feature label establishes how well it fits a particular API.
