The notice invites public objections and suggestions; it does not establish that the change has been approved or that construction has begun.
What is DDA proposing at Bharatiya Vidya Bhavan?
The proposal covers Plots 12, 14 and 16 on Copernicus Lane, with a combined area of 8,494.35 square metres. The DDA notice describes it as a proposed modification to the Master Plan for Delhi-2047 and the Zone ‘D’ Zonal Development Plan under Section 11-A of the Delhi Development Act, 1957.

The notice places the site between Copernicus Lane to the north, the Samajwadi Party office to the east, an existing playfield and the Bharatiya Vidya Bhavan building to the west, and Srimant Madhav Rao Scindia Marg to the south. The notice is dated 22 September 2026, carries file number PLG/MP/0003/2026/F-20, and is signed by Surendra Kumar Meena, Commissioner-cum-Secretary. It states that the proposed modification is being published for public information.
Is the land-use change approved?
No approval is established by this notice. It announces a proposal and gives the public an opportunity to object or make suggestions. A proposed planning change and an approved change are different stages: the notice alone does not show whether feedback was received or considered, whether a final modification was notified, or what the final outcome will be.

The consulted material does not establish a settled design, development-control plan, cost or construction schedule for the plots. Do not treat the notice as evidence that building work has started.
How can you submit an objection or suggestion?
The notice provides three submission routes:
- Online: through the DDA MPD-2047 or change-of-land-use portals named in the notice.
- Email: [email protected].
- In writing: to the Commissioner-cum-Secretary, DDA, ‘B’ Block, Vikas Sadan, New Delhi-110023.
It says submissions must be made “within a period of thirty (30) days from the date of publication of this notice.” The notice is dated 22 September 2026, but the Gazette tracker labels the record 1 October 2026 and contemporaneous Hindustan Times coverage appeared on 2 October 2026. Those dates do not establish a dependable calendar closing date. Check DDA’s official notice or portal for the operative deadline before sending a submission.

Where can you inspect the proposal documents?
The notice says the modification text and plan can be inspected at the Deputy Director, Master Plan Section, DDA, 6th Floor, Vikas Minar, I.P. Estate, New Delhi-110002. It also identifies the DDA MPD-2047 and change-of-land-use portals as online sources for the documents. The DDA change-of-land-use portal is at https://dda.gov.in/change-of-land-use.

The gazette table establishes the proposed category change to Public Semi-Public, but does not itself spell out the detailed development controls or make a binding statement about specific activities. Hindustan Times reported that an unnamed DDA official described the current use as residential school activities and other permitted educational facilities, and said the proposed category would allow purely institutional structures while existing activities could continue. The report also attributed to the official the view that commercial activity would not be permitted and that trust funds alone would be used, without third-party involvement.

Those explanations are attributed to an unnamed official in media reporting; they are not terms stated in the gazette table. The accompanying plan and any later approval would need to be checked to establish applicable controls.
