The message was that preventing drug abuse is a shared social responsibility, alongside action against the drug trade.
What happened at the Rohru anti-chitta rally?
The rally began at Government Senior Secondary School in Rohru. Students marched through the local market, raising slogans urging young people to avoid substance abuse. Hindustan Times reported on October 2 that Sukhu led students through the market; a same-day release credited to the Director of Public Relations, Shimla, and republished by India News Calling also said he personally led the rally.
The state-news release said Sukhu administered an Anti-Chitta pledge to students. Its reported rally slogan was “Nasha Choro, Zindagi Se Naata Joro.”
Hindustan Times describes chitta as a synthetic form of heroin. The reporting names MLA Mohan Lal Brakta, Drug Prevention Board Co-Chairman Sanjay Bhardwaj, Deputy Commissioner Anupam Kashyap and Superintendent of Police Gaurav Singh among those present.

According to Hindustan Times, Sukhu framed action against drug abuse as a collective social responsibility and said the state government was taking action against the drug trade. The state-news release likewise described awareness programmes being held across Himachal Pradesh.
Those reports convey the stated aim and activity, not measured results: they do not provide figures on drug prevalence, treatment, campaign reach or the rally’s effect. They also summarize Sukhu’s comments rather than providing a verified verbatim quotation from him.
