Fresh DDA leasehold-to-freehold conversion applications are on hold, so applicants should not treat an old rate table as a current quote. DDA says the hold took effect on 2 January 2026; applications received by 1 January 2026 with conversion fees already deposited may continue under the rates applicable before that date. Check the DDA Public Services Portal for a later notice before taking action.
Can you apply for conversion now?
No fresh applications are being accepted according to the DDA portal notice checked on 3 October 2026. The office order says the hold began on 2 January 2026 and continues until further orders. It provides a transition for applications received through 1 January 2026 where the conversion fee had been deposited: those cases may continue at the rates applicable before 2 January 2026. Read the DDA office order and check the portal for a superseding notice.

How much should a residential applicant budget?
There is no reliable current quote for a new residential application during the hold. DDA says its system provisionally calculates conversion charges from the property type, locality and area after the required information and documents are submitted. Charges are fixed for a financial year and may vary between years, so a past-year figure is not a dependable estimate for a future application. The IDLI FAQ describes the calculation method, not a residential tariff currently available to fresh applicants.
DDA’s residential conversion page provides scheme background and cautions that brochure rates were provisional, with possible later adjustments determined by the Ministry. It should not be read as a current price list.

What costs can sit on top of the conversion charge?
The base conversion charge is only one part of the possible bill. DDA says conversion is allowed only after applicable dues are paid. Depending on the property’s account and circumstances, these may include:
- Misuse charges or damages
- Subletting charges
- UEI, where applicable
- Ground rent
- Service or maintenance charges
DDA’s IDLI FAQ says the Accounts Branch raises the dues demand through the portal. The total therefore depends on the applicant’s account status as well as the applicable conversion charge; do not assume every listed type of due applies to every property.
Why commercial conversion fees do not answer the residential question
DDA Circular 96, dated 21 May 2025, sets FY 2025–26 conversion rates for commercial, industrial and multi-level parking properties, provisionally subject to Ministry of Housing and Urban Affairs approval. It is not a residential schedule. The Circular 96 therefore cannot be used to estimate a residential conversion.

It is not established as a residential applicant’s fee.
An archived DDA housing FAQ includes historical residential charges by category and zone, along with past rebate and surcharge details. Because it is archived and does not establish an operative current rate during the hold, those figures should not be used as a present-day quote.

DDA directs applicants to the registration guidelines in its portal for the exact current document checklist. Its FAQ says documents must be scanned as PDFs, with each file limited to 5 MB. After the required details and documents are submitted, the system provisionally calculates the conversion charge.
- Register and submit the application: follow the current portal guidelines and upload the requested PDF documents.
- Review the provisional charges and pay: the IDLI System supports credit or debit card, net banking, RTGS/NEFT and UPI payments.
- Respond to any dues demand or deficiency: check the portal for status updates and messages; settle applicable dues as required.
- Review the draft conveyance deed after approval: the concerned branch generates an online draft. Verify it carefully and use the portal option to request modification if needed.
- Submit deed and stamp-duty proof: DDA’s FAQ says to print three copies of the reviewed deed, upload scanned stamp-duty proof and submit it.
The archived housing FAQ lists examples of older document requirements, including undertakings, affidavits, indemnity bonds, possession proof, lease or allotment records, and a mortgagee NOC where applicable. Treat that as historical context, not a complete current checklist; use the live portal requirements for an application.

- Confirm that fresh applications have reopened and check the effective date and any new order.
- Use the residential schedule and financial year that apply when DDA accepts the application; do not substitute a commercial or industrial circular.
- Establish the property’s type, locality and area, which DDA uses in its provisional calculation.
- Check the portal account for property-specific dues, including ground rent and any other applicable charges.
- Allow separately for stamp duty connected with the conveyance deed; the DDA FAQ describes the requirement to submit stamp-duty proof but does not state an amount.
Until DDA publishes a reopening notice and applicable residential rates, neither an old residential table nor a current commercial circular supplies a trustworthy total for a new residential applicant.
