Data vs. Information: Definitions, Differences, and Examples

Data are recorded facts, observations, or symbols. Information is data interpreted or organized to answer a question or serve a purpose in context.

Data are recorded facts, observations, measurements, or symbols. Information is data interpreted or organized so it has meaning or usefulness for a particular person, purpose, or situation. For example, a phone number stored among thousands in a directory is a data item; when you look it up to call a friend, it is information that answers your question.

What is the difference between data and information?

The practical distinction is whether recorded material has been put into a context that makes it meaningful to someone. Data can be numbers, text, observations, or other symbols; they do not have to be numerical. Information helps a recipient understand something, answer a question, or make a decision.

OpenStax’s Foundations of Information Systems describes information as “raw data that have been processed and manipulated to give context and meaning.” Processing may include organizing, calculating, summarizing, or relating data. But a transformation alone does not guarantee that its output is useful: usefulness depends on the reader’s context and purpose.

How context changes whether something is data or information

The distinction is relational, not a fixed property of an item. The same recorded value may function as data in one setting and information in another.

Example: a telephone number

A phone number in a large directory is one recorded entry among many. If you need to call a particular person and retrieve that number, it supplies information for your task. The digits may be unchanged; what changes is their relevance to your question. The Food and Agriculture Organization (FAO) makes this point in its discussion of management information systems.

Four questions to make the distinction

  • Interpretation: Is the item simply recorded, or has it been related to a meaning?
  • Context: What situation or background knowledge makes it understandable?
  • Purpose: What question does the recipient need to answer?
  • Usefulness: Does the way the material is presented help that recipient answer the question?

Why definitions of information can differ

“Data” and “information” are used differently across disciplines, so the practical distinction above is not a universal boundary accepted in every field. The NIST CSRC glossary collects definitions attributed to different sources. One, attributed to ISO/IEC 10746-2:2009, defines information as “Data that has semantic content (i.e. meaning) in a certain context.” Another, attributed to NIST SP 800-188, calls it “A meaningful expression of data.” NIST advises readers to consult the cited source document for the context of each definition.

A biomedical informatics review likewise notes that definitions are inconsistent and that the terms are sometimes used interchangeably. If the distinction has legal, security, scientific, or engineering consequences, use the definition in the applicable standard, regulation, or field rather than assuming an introductory textbook definition governs.

Where knowledge fits: the DIKW framework

The data-information-knowledge-wisdom (DIKW) framework is a common teaching model for discussing relationships among these terms. The International Society for Knowledge Organization (ISKO) describes data as symbols representing properties of objects, events, and environments, and information as relevant, usable, significant, meaningful, or processed data. In this framing, the difference is functional rather than structural: information may answer an inquiry.

DIKW can be a helpful way to introduce the vocabulary, but it should not be treated as a universal law or a guaranteed, fixed pipeline in which every item moves neatly from data to information to knowledge and wisdom. Interpretations vary, and the terms do not have one consistent definition across all fields.
