Cybersecurity is the wider effort to reduce cyber risk and protect systems and information. Cyber resilience focuses on whether an organization can prepare for disruption, keep essential services running—possibly in a degraded state—and recover effectively. The ideas overlap: resilience is part of a broad cybersecurity effort, not a substitute for preventive security.
What does cybersecurity mean?
NICCS defines cybersecurity as the activity, process, capability, or state of protecting or defending information and communications systems and the information they contain against damage, unauthorized use or modification, and exploitation. In practical terms, it includes identifying risks and vulnerabilities and using appropriate safeguards and response practices to manage them. NICCS/CISA glossary

What does cyber resilience mean?
CISA, attributing its wording to National Security Memorandum-22, describes resilience as the ability to prepare for threats and hazards, adapt to changing conditions, and withstand and recover rapidly from adverse conditions and disruptions. CISA Resilience Services

For information systems, the emphasis is on continuing to operate through adverse conditions or stress, even if some functions are degraded, while preserving essential capabilities and then recovering effectively and in a timely way. That makes resilience an operational question as much as a technical one: what must keep working, what can temporarily be reduced, and how will service be restored? NICCS/CISA glossary

Cybersecurity vs. cyber resilience
| Comparison | Cybersecurity emphasis | Cyber resilience emphasis |
|---|---|---|
| Primary concern | Reducing cyber risk and defending systems and information | Preparing for, withstanding, adapting to, and recovering from disruption |
| Operating conditions | Protection and risk management in ordinary operations, with incident response included | Normal operations, stress, degraded operation, and recovery |
| Key question | Are threats, vulnerabilities, and harmful access being managed? | Can essential services continue, and can the organization recover effectively? |
| Official example | CISA says the NIST Cybersecurity Framework supports a comprehensive, risk-based cybersecurity program. | CISA’s Cyber Resilience Review examines resilience and cybersecurity practices, including continuity of critical services during stress. |
This is a difference in emphasis, not a strict division into separate teams, tools, or programs. A cybersecurity program can include preparation, response, and recovery; resilience highlights how those efforts protect essential operations when prevention is not enough. How do the two fit together?
The boundary is permeable. NICCS’s extended cybersecurity definition includes resilience and recovery policies and activities. CISA also says the NIST Cybersecurity Framework helps organizations build a comprehensive, risk-based program and supports both reducing cyber risk and responding to and recovering from incidents. Resilience therefore complements security controls: it asks how the organization will function if those controls do not prevent disruption. NICCS/CISA glossary CISA Cybersecurity Performance Goals FAQ
CISA describes its Cybersecurity Performance Goals as aligned with the NIST CSF functions Identify, Protect, Detect, Respond, and Recover. It also cautions that implementing an individual goal does not necessarily fulfill the entire mapped CSF subcategory. A framework label or one completed safeguard is not, by itself, proof that a service can withstand disruption or recover successfully. CISA Cybersecurity Performance Goals FAQ
How can an organization assess both?
CISA’s Cyber Resilience Review (CRR) is an interview-based assessment of operational resilience and cybersecurity practices. It is intended to help an organization understand cyber-risk management in normal operations and during stress or crisis, and to examine capabilities important to continuity of critical services. CISA says the review produces a report mapping maturity across ten domains. CISA Cyber Resilience Review

When using a review like this—or conducting an internal assessment—connect risk reduction to service continuity. Identify the essential services, consider how they might be affected by cyber disruption, define acceptable degraded operation, and determine what capabilities are needed to restore them. These questions make resilience concrete without treating it as a separate replacement for cybersecurity.
