A custom web application is software tailored to a particular task, organization, or group of users and accessed through a web browser over a network. “Custom” describes how the software is designed or adapted; “web application” describes how people use it. The two labels answer different questions: a ready-made product can be a web app, and custom software does not have to be a browser-based app.
What is a custom web application?
A web application is software that runs on one or more web servers and is typically accessed through a browser over a network, according to the Jakarta EE tutorial. A custom web application is built or configured around a particular organization’s needs rather than used entirely as a standard, ready-made product.

People often interact with the application through pages, forms, search, or dashboards. The browser sends requests; server-side software processes them and may retrieve or save data. Some web applications instead provide services to other software, returning data such as JSON or XML rather than pages for people. These are broad patterns, not requirements for one particular programming language, server, or database design.
Jakarta EE documents one platform-specific example: application components and assets can be packaged as a web application archive, deployed to a servlet container, and reached by URL. Other platforms and architectures use different development and deployment approaches.

What’s the difference between a website and a web app?
A useful everyday distinction is the main job the visitor is there to do. A content-first website primarily presents information for people to read; an application helps people do work, such as booking an appointment, updating records, managing an account, or searching and changing data. In practice, the boundary is not strict: modern websites may include substantial application features.
A website with a contact form, for example, still may be mostly informational. A customer portal that lets people review orders, update details, and submit requests is more application-like because completing tasks and interacting with data are central to its purpose. The question is not which label is technically correct in every case, but what users need to accomplish.

Examples of web applications
These are examples of web applications generally; whether a particular one is custom-built depends on how it was sourced and shaped.
- Customer portals for viewing orders, account details, or service requests
- Booking, scheduling, membership, and case-management systems
- Internal tools for operations, reporting, or workflow management
- Dashboards and modelling tools that present or manipulate data
- Ecommerce, email, online banking, and workplace collaboration services
Some are off-the-shelf products, some are configured platforms, and some are developed for a specific organization. Their being web applications does not by itself make them custom.

Custom software and web delivery are separate choices
“Custom software” describes how closely a product is made or adapted to a particular need. It can range from configuring a platform to building software around a distinctive workflow. “Web application” describes browser-based delivery. A ready-made business service can therefore be a web app without being custom software; a custom back-end integration or API can be custom software without being a human-facing web app.
Do I need a website or a web application?
Start with the job to be done, not the technology label. If the main need is to publish information or provide a straightforward brochure, a standard website or configurable platform may be enough. If users need to complete connected tasks, manage records, or interact with data, consider whether an application is needed.

| Decision area | Questions to answer |
|---|---|
| Main job | Is the primary value publishing information or helping users complete workflows? |
| Workflow fit | Can an existing product handle the important steps without recurring workarounds? |
| Users and access | Who needs access, from where, on which devices, and at the same time? |
| Data and integrations | What information will be stored or changed, how sensitive is it, and which other systems must exchange it? |
| Delivery constraints | Do users need offline operation, access to device hardware, or distribution through an app store? |
| Ongoing responsibility | Who will support, secure, update, and maintain the software? |
Should I build custom software or use off-the-shelf software?
For common needs such as accounting or email, an existing application may meet the requirement without a custom build. Custom development is worth evaluating when a workflow is distinctive or strategically important, or when available products do not adequately support essential steps or integrations. Defining the job, users, data, and system connections first can make the choice clearer; this is practical guidance, not a guarantee that custom development is the better option.

The label “custom” is not a reason to build. The relevant question is whether the fit and control gained would justify taking responsibility for supporting, securing, and maintaining a tailored system. There is no universal cost, schedule, or return-on-investment threshold that applies to every project.

When is a web app better than a mobile app?
Browser delivery can make software accessible across devices without requiring users to install a separate application, as described in the AWS overview of web applications and the Jakarta EE tutorial. That can suit users who need access through a browser on different devices.
A native mobile application may be a better fit when the job depends on device-specific capabilities, reliable offline use, or app-store distribution. Decide from those access requirements rather than assuming that either web or mobile delivery is always preferable.
