OpenAI’s current guidance says personal Free, Go, Plus, and Pro accounts cannot create or publish new GPTs; eligible Business, Enterprise, and Edu workspace members may be able to, depending on workspace permissions. Start by checking access, then give the GPT one clear job, put behavior in its instructions, add reference files only where useful, and test changes in Preview before updating or sharing.
Check whether your account can create or edit a GPT
GPT creation and editing take place on the web. The mobile apps let people use GPTs, but not create them. OpenAI’s current creation and editing guidance says personal Free, Go, Plus, and Pro accounts cannot create or publish new GPTs. Eligible members of Business, Enterprise, and Edu workspaces may create GPTs, but workspace settings and individual permissions still apply. Editing existing GPTs is also subject to account eligibility and permissions.

If you are in a managed workspace, confirm with its administrator that GPT creation and the intended sharing options are enabled before designing a workflow around one. Access and product policies can change, so check OpenAI’s live guidance and your workspace settings when you begin.

Decide what the GPT should do
A GPT is a version of ChatGPT configured for a specific purpose using instructions, knowledge, and selected capabilities. The best starting point is a narrow, useful outcome for a defined audience—not a collection of unrelated tasks.
#1 Best Overall
- Audience: Who will use it, and what context do they have?
- Outcome: What should a successful answer or completed workflow look like?
- Boundaries: What should it avoid, ask before doing, or hand back to the user?
Give it a name and description that make its job legible. Add conversation starters that demonstrate realistic requests rather than vague prompts. The editor offers a conversational builder for assisted drafting or direct configuration when you want to set each field yourself.
Put behavior in instructions and reference material in knowledge
Instructions define how the GPT should behave: its role, tone, decision rules, sequence of work, and how it should respond when information is missing. Knowledge files supply reference material it can consult, such as a handbook, guide, or internal documentation. Keeping these separate makes revisions easier: change a rule in Instructions, and update a source document in Knowledge.
| Configuration area | Best used for | Example |
|---|---|---|
| Instructions | Behavior, tone, constraints, and workflow | Ask for the user’s goal before recommending a process; explain recommendations in plain language. |
| Knowledge | Reference facts and source documents | A current team handbook, product guide, or approved policy document. |
OpenAI’s guidance recommends clear, text-forward files. The current Help Center article states a limit of up to 20 knowledge files per GPT and up to 512 MB per file; accepted formats vary by model and may depend on whether Code Interpreter & Data Analysis is enabled. Treat those as product limits, not a guarantee that every file type will work equally well.

Capabilities add functions beyond the GPT’s instructions and reference files. Options listed by OpenAI include web search, image generation, Canvas, Code Interpreter & Data Analysis, and connected apps. Availability can depend on account, workspace configuration, and region. A recommended model can guide users toward a suitable choice, but does not prevent switching when other models are available.
Rank #3
| Approach | Use it for | Consider |
|---|---|---|
| Built-in capability | A native ChatGPT function, such as web search or data analysis | Enable only what supports the GPT’s defined task; availability varies by account and setup. |
| App | A connected application made available through ChatGPT | Users may need to connect or authorize the app, and workspace controls may apply. |
| Action | A defined integration with an external service API | Requires API details, an authentication method, and an OpenAPI schema; test it in Preview. |
A GPT can use apps or actions, but not both at once under OpenAI’s current guidance. For actions, configure the service API details, authentication (none, API key, or OAuth), and an OpenAPI JSON or YAML schema. Users may be asked to approve action runs, and a workspace domain allowlist can block an action from executing. A GPT published publicly with an action needs a valid privacy-policy URL. See OpenAI’s action configuration guidance for the current requirements.
Test changes before updating or sharing
Use Preview to try realistic prompts and check whether the GPT follows its workflow, uses its knowledge appropriately, maintains the intended tone, and handles enabled tools as expected. Test both a straightforward request and a case where the user’s request is incomplete or outside the GPT’s purpose.
Rank #4
- Enter a realistic prompt in Preview and inspect the response against the outcome you defined.
- Revise instructions or examples when behavior is inconsistent; check that uploaded reference files are clear and relevant.
- Test again, including tool behavior if you enabled a capability, app, or action.
- When editing an existing GPT, select Update to apply the draft changes.
OpenAI Help Center advises: “Before adding more tools, tighten instructions and add examples. This often fixes issues faster than adding features.” Drafts save as you edit, and version history lets you review or restore earlier versions. If you restore an older GPT that uses actions, you may need to configure its authentication again.
Choose a sharing method and check long-term plans
Sharing choices depend on account eligibility and workspace settings. Decide who needs access, then confirm the appropriate option is available and permitted. Workspace sharing and public listing are not interchangeable: workspace policy, publication requirements, and account access can affect who can use a GPT.

There is also a time-sensitive notice in OpenAI’s current creation article: it describes planned migration of affected Enterprise GPTs to “Plugins,” with migration targeted for September 17, 2026, and retirement planned for December 11, 2026. This is an account-specific notice, not a universal statement that all GPTs or workspaces are affected. Check the live OpenAI article and the notice shown in your own workspace before relying on a GPT as a lasting workflow. OpenAI’s sharing and publishing guidance describes publication considerations.
