GM could benefit from the rollback, but the available figures do not establish that it is the biggest winner among automakers. The company disclosed substantial costs tied to federal greenhouse-gas rules and a potentially impaired emissions-credit balance. But EPA’s greenhouse-gas action and NHTSA’s separate fuel-economy changes are different policies, and GM’s eventual financial benefit is not yet quantified.
What U.S. vehicle rules changed?
EPA rescinded federal greenhouse-gas standards
On February 12, 2026, the U.S. Environmental Protection Agency finalized a rescission of the 2009 Greenhouse Gas Endangerment Finding and repeal of subsequent federal greenhouse-gas standards for light-, medium-, and heavy-duty on-highway vehicles and engines. EPA says manufacturers no longer have future measurement, control, and reporting obligations under those standards, including for previously manufactured model years. The action does not affect traditional air-pollutant rules, according to EPA’s final-rule summary.

EPA Administrator Lee Zeldin characterized the Endangerment Finding as “the source of 16 years of consumer choice restrictions and trillions of dollars in hidden costs for Americans.” That is the administrator’s description of the policy, not an independently verified measure of consumer costs. EPA estimates the rescission will produce more than $1.3 trillion in savings; that is an agency projection, not a realized saving or an estimate specific to GM.
NHTSA recalibrated CAFE fuel-economy standards
Separately, the National Highway Traffic Safety Administration finalized the SAFE Vehicles Rule III. It recalibrates Corporate Average Fuel Economy (CAFE) standards for light-duty vehicles for model years 2022–2026 and 2027–2031 and amends compliance provisions. CAFE is a fuel-economy program administered by NHTSA; it is not the EPA greenhouse-gas rule. The NHTSA rule summary describes the changes.

Keeping the two actions distinct matters: EPA’s rescission removes the specified federal vehicle greenhouse-gas framework, while NHTSA’s rule changes fuel-economy standards and compliance. They may both affect automakers’ regulatory planning, but they are not interchangeable rules.
What GM disclosed about its costs and emissions credits
In its 2025 Form 10-K, GM reported $0.4 billion in compliance-related costs tied to greenhouse-gas rules EPA had proposed to remove. The filing also reported that acquired emissions credits had a carrying amount of $1.4 billion as of December 31, 2025, and said $1.1 billion might be subject to near-term impairment if EPA removed the rules. These figures describe reported costs and conditional exposure—not savings already realized from the final action.

GM also reported emissions-credit purchases of $0.4 billion in 2025, $2.0 billion in 2024, and $0.5 billion in 2023. Those historical purchases do not, by themselves, show how much the company will save under the new rules or how its future credit needs will change. The details are in GM’s 2025 Form 10-K.

The disclosures make a plausible case that GM had meaningful costs and assets exposed to the federal greenhouse-gas framework. With the standards rescinded, the company may avoid some future compliance activity and could face a changed need for credits. But the filing’s $0.4 billion compliance-cost figure relates to rules EPA had proposed to remove; it is not a forecast of savings under the final rule. Nor does the potential impairment of $1.1 billion in credits mean GM receives that amount in cash or earns it back. An impairment would be an accounting consequence for the carrying value of credits, not a direct measure of future profit.

GM’s filing also warns that state, local, and international regulations will continue to evolve and may still require changes to its product portfolio, credit purchases, penalties, or other spending. The federal change therefore does not eliminate every regulatory or commercial constraint on the company.

A GM spokesperson told the Associated Press that the company supports the CAFE rule’s goals “and its intention to better align fuel economy standards with market realities.” This states GM’s position; it does not quantify the effect on earnings, vehicle demand, or compliance costs. The statement was reported by the Associated Press.

Is GM the biggest winner among automakers?
That ranking is not established by the available evidence. GM’s disclosures show that it had substantial exposure to the greenhouse-gas rules, but judging which manufacturer benefits most requires comparable information from competitors and a broader view of how each business operates. Relevant factors include:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Each company’s reported compliance expenses, credit balances, and credit purchases.
- Vehicle sales and production mix, and how each portfolio responds to less stringent standards.
- Exposure to state and international rules that remain in effect.
- Costs associated with product changes, credit purchases, or penalties.
- How any regulatory savings interact with demand and vehicle profitability.
GM’s reported figures alone cannot answer those comparisons. The EPA’s 2025 Automotive Trends Report covers new light-duty vehicles offered for sale in the United States and identifies GM among large manufacturers. EPA says it stopped publishing the prior manufacturer greenhouse-gas compliance section after its February 2026 action, so that report does not provide a current cross-company ranking of financial gains from the rollback.
