Copper remains the most commonly used antifouling biocide, yet hull cleanliness depends on the coating, vessel operations, maintenance and environmental rules—not on copper alone.
Why hull biofouling matters
Biofouling is the accumulation of organisms on submerged vessel surfaces. It can increase drag, reduce speed and fuel efficiency, damage hulls or equipment, and transport aquatic nuisance species between locations. Bacteria are part of the complex communities that develop on immersed surfaces, but their presence does not by itself establish that a hull is visibly fouled or that its coating has failed.

The practical challenge is broader than finding a biocide that kills every organism. Coatings must work under a vessel’s operating conditions, and maintenance must manage both performance and the potential effects of coating chemicals and cleaning debris.

Several marine studies document bacteria that tolerate copper, but their settings and measurements differ. They do not establish how common such bacteria are on operating commercial ships, whether they cause hull fouling, or whether they make a particular antifouling paint ineffective.

| Study | What it examined | What the result supports | What it does not establish |
|---|---|---|---|
| Zhai et al., 2022 | Seven alloys exposed for one year at 5,772 metres in the Yap Trench. | Copper-containing alloys hosted relatively high bacterial richness, including communities described as copper-resistant or copper-utilizing. Read the study. | This was a deep-sea alloy-biofilm study, not a trial of commercial ship-hull paint or coating performance. |
| Yu et al., 2024 | Bacteria isolated from deep-sea hydrothermal fields. | The researchers reported 12 highly copper-resistant isolates, with resistance up to 6–10 mM under the study’s conditions. Read the study. | The isolate count and resistance values do not measure ship-hull prevalence or prove coating failure. |
| FEMS Microbiology Reviews, 2024 | A review describing research on biofilms from copper- and zinc-treated boat hulls. | The review reports more tetracycline-resistant colonies on metal-treated surfaces than untreated ones, even as the relative abundance of tet genes fell. Copper- and zinc-resistance genes rose four- to five-fold; the role of those genes in antibiotic resistance remains unresolved. Read the review. | The association does not prove copper caused antibiotic resistance, nor does it show that resistant bacteria defeat antifouling coatings generally. |
These findings make microbial adaptation and biofilm complexity relevant to coating research. They are not a general failure rate, evidence that resistance is widespread across working fleets, or a basis for declaring one coating universally superior.
How antifouling coatings differ
The U.S. Environmental Protection Agency identifies several coating classes: hard coatings, controlled-depletion or ablative coatings, self-polishing copolymers, and fouling-release coatings. Their mechanisms and maintenance needs differ, so selection should fit the vessel’s profile and use. EPA’s overview of vessel discharges and coating types explains the categories.

| Coating approach | General mechanism or consideration |
|---|---|
| Biocidal coatings | Release substances toxic to aquatic life to prevent organism attachment. Copper is the most common antifouling biocide, and formulations may combine it with booster biocides. |
| Fouling-release coatings | Use a non-biocidal release approach rather than relying on biocide release; performance and suitability depend on vessel profile and operating conditions. |
| Hard, controlled-depletion/ablative, and self-polishing copolymer coatings | These are distinct coating classes listed by EPA. Choose and maintain them according to vessel use and coating-specific requirements; the evidence here does not rank them for all ships. |
A coating label alone cannot determine the right choice. Operating profile, application and maintenance, cleaning compatibility, environmental release risks and local requirements all matter. Copper tolerance in some organisms is a reason not to treat copper as a universal answer; it is not proof that copper-based paints as a category have stopped working.
Why cleaning can create its own risks
In-water cleaning may remove growth, but it can physically damage antifouling coatings, shorten their service life, and release harmful wastes or invasive aquatic species. Cleaning a biocidal coating can also create pulses of biocide in the environment, particularly when cleaning occurs within the first 90 days after application, according to EPA’s overview.

The International Maritime Organization approved guidance on in-water cleaning in April 2025. Its guidance sits alongside the IMO’s revised Biofouling Guidelines, adopted in July 2023, which address managing biofouling to limit the transfer of invasive aquatic species. The IMO’s biofouling page covers that work. Operators should check applicable local requirements and ensure that a cleaning method is compatible with the vessel’s coating and the relevant environmental controls.

Two IMO instruments address different problems: the AFS Convention controls harmful antifouling systems, while the Biofouling Guidelines concern reducing invasive-species transfer. The IMO defines an anti-fouling system as “a coating, paint, surface treatment, surface or device that is used on a ship to control or prevent attachment of unwanted organisms.” See the IMO’s Anti-fouling systems page.

- AFS Convention: Adopted on 5 October 2001 and in force since 17 September 2008, it controls harmful antifouling systems. Ships of 400 gross tonnage and above on international voyages generally need an International Anti-fouling System Certificate. Qualifying ships at least 24 metres long but under 400 gross tonnage generally carry a declaration, subject to the Convention’s terms and exceptions.
- Cybutryne: Amendments entered into force on 1 January 2023. Ships may not apply or re-apply systems containing cybutryne from that date. Existing coatings are subject to removal or barrier-coating requirements at the next scheduled renewal and no later than 60 months after the last application, with listed exceptions.
- Biofouling Guidelines: The revised guidelines were adopted in July 2023 and focus on managing biofouling to minimize the transfer of invasive aquatic species.
These are international requirements and guidance, not a substitute for checking the rules applicable to a particular ship, voyage and jurisdiction. Consult the IMO’s current materials and the relevant flag, port or national authority before making compliance decisions.

A practical decision framework for operators
- Define the vessel’s operating profile. Consider where and how the vessel operates and how that affects coating suitability, fouling exposure and maintenance intervals.
- Match the coating to the vessel and maintenance plan. Compare coating mechanism, application and upkeep requirements, cleaning compatibility, and environmental release implications rather than choosing on the assumption that more copper is always better.
- Plan cleaning around the coating and local controls. Ask whether the method could damage the surface or release coating material, biocides, waste or organisms; check applicable cleaning guidance and restrictions.
- Check antifouling-system compliance. Verify certificates or declarations where applicable and confirm the status of any regulated substances, including cybutryne, against the IMO rules and relevant jurisdiction.
- Treat microbial resistance as one uncertainty, not a diagnosis. The cited studies do not identify copper-resistant bacteria as the cause of a particular vessel’s fouling. Inspect the hull and coating and investigate operating, application and maintenance factors before attributing a problem to bacterial resistance.
