Copilot in Windows 11 can stop working for several reasons: it may be unavailable in your region, hidden by Settings, blocked by an organization policy, affected by outdated Windows components, or broken because of damaged system files. In some cases, the Copilot button is missing entirely; in others, it opens but does not respond, shows errors, or redirects to Edge without loading properly.

Most Copilot issues can be fixed by checking availability requirements, updating Windows 11 and Microsoft Edge, confirming your Microsoft account and regional settings, and removing policy or registry restrictions that disable AI features. If the problem is caused by corrupted components, restarting services, repairing Windows files, or resetting Copilot-related apps can usually restore normal behavior.

Check Copilot Availability and System Requirements

Before changing settings or repairing Windows, confirm that Copilot is actually available for your device, edition, region, and account. On Windows 11, Copilot has been delivered in different ways depending on the Windows version: as a taskbar-integrated experience on some builds, as a Microsoft Store app on newer builds, and through Microsoft Edge or Microsoft 365 apps for certain work and school environments. If Copilot is missing entirely, the cause may simply be that your PC has not received the required Windows build or the feature is not offered for your configuration yet.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start by checking your Windows version. Press Win + R, type winver, and press Enter. Copilot support is generally associated with Windows 11 version 22H2 and later, with the best compatibility on fully updated 23H2 and 24H2 systems. If you are running Windows 10, Windows 11 21H2, or an older unsupported build, Copilot may not appear in Settings or on the taskbar. Also confirm that Windows is activated, as some personalization and connected features may be limited on non-activated installations.

Hardware requirements are also worth checking, especially if your PC was upgraded using unsupported methods. Windows 11 requires a compatible 64-bit processor, TPM 2.0, Secure Boot capability, sufficient RAM, and supported graphics drivers. Copilot itself depends heavily on web-based and cloud-connected components, so an outdated graphics driver, broken WebView2 runtime, or restricted browser environment can make it open to a blank screen, fail to sign in, or crash immediately. Make sure your internet connection is stable and that you are not using a firewall, proxy, VPN, or DNS filter that blocks Microsoft services.

Basic availability checklist

  • Windows version: Use winver and confirm that you are on Windows 11 22H2 or later, preferably with the latest cumulative update installed.
  • Edition: Copilot may behave differently on Home, Pro, Enterprise, Education, and managed devices, especially when organization policies are applied.
  • Account type: A personal Microsoft account usually provides the broadest consumer Copilot access, while work or school accounts may require admin approval or a Microsoft 365 license.
  • Region: Copilot features are not identical in every country or region, and some experiences may be delayed or unavailable due to local requirements.
  • Network access: Microsoft Edge, WebView2, Bing, Microsoft account sign-in, and related cloud endpoints must not be blocked.

If the Copilot icon is not on the taskbar, do not assume the feature is broken. Open Settings > Personalization > Taskbar and look for a Copilot toggle. On newer Windows 11 releases, also check Settings > Apps > Installed apps for Microsoft Copilot. If it appears there, launch it from the Start menu instead of the taskbar. If you only see Copilot in Microsoft Edge, your Windows build may not include the desktop Copilot experience, but browser-based Copilot can still work normally.

For PCs managed by an employer or school, availability depends on tenant settings and device policy. Even if the hardware and Windows version are compatible, Copilot can be hidden by mobile device management, Group Policy, or Microsoft 365 admin settings. If you see messages such as “Copilot is not available for this account” or “This setting is managed by your organization”, record the exact wording before continuing with fixes. That distinction helps separate a device problem from an account, licensing, regional, or administrator-controlled restriction.

Update Windows 11 and Microsoft Edge

Copilot in Windows 11 depends heavily on current Windows components, Microsoft Edge WebView technology, and cloud-connected Microsoft services. If Windows is behind on cumulative updates, feature enablement packages, or Edge updates, Copilot may be missing from the taskbar, fail to open, show a blank panel, or display errors when trying to sign in or generate responses. Updating both Windows 11 and Microsoft Edge should be one of the first repair steps, especially after a fresh installation, an in-place upgrade, or a long period with updates paused.

Install the latest Windows 11 updates

Open Settings and go to Windows Update. Select Check for updates, then download and install everything offered, including cumulative updates, security updates, .NET updates, and feature updates if available. If Windows shows a message that a restart is required, restart the PC before testing Copilot again. Some Copilot-related changes are enabled only after rebooting because Windows needs to replace system files, refresh shell components, and reload taskbar integrations.

  • Press Win + I to open Settings.
  • Select Windows Update.
  • Click Check for updates.
  • Install all available updates.
  • Restart the computer, then check whether Copilot appears or responds.

If updates are paused, click Resume updates. If your device is on an older Windows 11 release, install the latest supported feature update when it is offered. Copilot availability and behavior can differ between builds, so a device running an outdated release may not expose the same Copilot entry points as a fully updated system. On managed work or school devices, update availability may be controlled by an administrator, Microsoft Intune, Windows Server Update Services, or another patch management tool.

Update Microsoft Edge

Even when you launch Copilot from Windows, parts of the experience rely on Microsoft Edge and related web components. An outdated or damaged Edge installation can cause Copilot to open slowly, freeze, show a sign-in loop, or fail to render content correctly. To update Edge, open Microsoft Edge, select the three-dot menu, then go to Help and feedback > About Microsoft Edge. Edge will automatically check for updates and install them if available. After the update completes, choose Restart if prompted.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Microsoft Edge.
  2. Select Settings and more, the three-dot menu in the upper-right corner.
  3. Go to Help and feedback > About Microsoft Edge.
  4. Wait for Edge to download and install updates.
  5. Restart Edge, then try Copilot again.

You should also check for updates to Microsoft Edge WebView2 Runtime, which many Windows and Microsoft apps use to display web-based content inside native interfaces. In most cases, WebView2 updates automatically with Edge Update in the background. If Copilot still shows a blank screen or fails to load after updating Windows and Edge, restart the PC and run Windows Update again. Occasionally, one update unlocks another, so a second check can install remaining components that were not available before the reboot.

If Windows Update returns an error, use Settings > System > Troubleshoot > Other troubleshooters, then run the Windows Update troubleshooter. Once the update issue is resolved, install pending updates before moving to policy, region, account, or repair-based fixes. A fully updated Windows 11 installation gives Copilot the best chance to appear correctly and connect to Microsoft’s services without unexpected compatibility problems.

Enable Copilot from Windows Settings

If Copilot is available for your device but the icon is missing or the shortcut does not respond, first make sure it is enabled in Windows Settings. Microsoft can expose Copilot as a taskbar button, a Windows feature, or an app-like experience depending on your Windows 11 build. On supported versions, the most common cause is that the taskbar button has simply been turned off, especially after a feature update, reset, or account change.

To turn on the Copilot button, press Win + I to open Settings, then go to Personalization > Taskbar. Under Taskbar items, look for Copilot or Copilot in Windows and switch it On. Once enabled, the Copilot icon should appear on the taskbar. You can also try pressing Win + C, although this shortcut may behave differently depending on your Windows version and whether Microsoft has changed the Copilot entry point for your region or build.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you do not see a Copilot toggle under Taskbar settings, check whether Windows shows it elsewhere. Open Settings > Apps > Installed apps and search for Copilot. If Copilot appears in the list, open it from the Start menu and pin it to the taskbar manually. Right-click Copilot in Start or Search, then select Pin to taskbar if the option is available. On newer Windows 11 builds, Copilot may be delivered as a Microsoft Store app rather than a fixed taskbar integration.

  • Copilot icon missing: enable it from Settings > Personalization > Taskbar or pin it from the Start menu.
  • Copilot opens but closes immediately: restart the PC after enabling it, then check for pending Windows and Microsoft Store updates.
  • No Copilot option in Settings: your build, region, account type, or organization policy may be blocking it.
  • Copilot button is greyed out: check whether the device is managed by work, school, Group Policy, or MDM settings.

Also check notification and privacy-related settings that can affect connected experiences. Go to Settings > Privacy & security > Diagnostics & feedback and make sure required diagnostic and connected experience settings are not disabled by your organization. Then open Settings > Accounts and confirm that you are signed in with a Microsoft account or a supported work or school account. Some Copilot features may be limited when using a local account, a child account, or an account with restricted online services.

After changing these settings, restart Windows Explorer or reboot the computer. To restart Explorer, press Ctrl + Shift + Esc, open Task Manager, find Windows Explorer, right-click it, and select Restart. This refreshes the taskbar and may make the Copilot icon appear without a full restart. If Copilot still does not show up after enabling it in Settings, continue by checking region, language, account eligibility, and policy restrictions, since Windows may be hiding the option rather than failing to display it.

Check Region, Language, and Microsoft Account Settings

Copilot can disappear, stay greyed out, or fail to respond when Windows 11 is configured for an unsupported region, an incompatible display language, or an account type that cannot access the feature. Since Copilot relies on Microsoft online services, your device settings and Microsoft account configuration must line up correctly. This is especially common after changing country settings, using a local account, signing in with a work or school account, or installing Windows with a region different from your current location.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start by checking your region settings. Open Settings, go to Time & language > Language & region, and review the Country or region field. Set it to a region where Copilot is available, then restart your PC. Also check Regional format on the same page. Inconsistent region and format settings do not always block Copilot, but they can contribute to account or service availability issues, especially if your Microsoft account profile uses a different country.

Next, verify the Windows display language. In Settings > Time & language > Language & region, make sure your preferred language is installed and set as the Windows display language. If needed, select Add a language, install the required language pack, then sign out and sign back in. Copilot availability may vary by language, and unsupported language combinations can cause the icon to appear without opening correctly or return a generic error when you try to use it.

Check your Microsoft account sign-in

Copilot works best when Windows is connected to a valid Microsoft account. Go to Settings > Accounts > Your info. If you are using a local account, choose Sign in with a Microsoft account instead and complete the sign-in process. Then open Settings > Accounts > Email & accounts and confirm that your Microsoft account appears without a warning or action required message.

  • Fix account prompts: If Windows shows “Attention required” or asks you to verify your identity, select the account and complete verification.
  • Check sync status: Go to Settings > Accounts > Windows backup and confirm that account-based features can sync normally.
  • Review Microsoft account region: Visit your Microsoft account profile in a browser and check whether the country or region matches your Windows region.
  • Try signing out and back in: Sign out of Windows, restart the PC, and sign in again with the same Microsoft account.

If the PC is managed by an organization, Copilot may be limited by your work or school account even if your personal settings look correct. Open Settings > Accounts > Access work or school and check whether the device is connected to an organization. Managed devices can receive policies that disable Copilot, restrict connected experiences, or block consumer Microsoft services. If this is your personal PC and the connection is no longer needed, select the work or school account and choose Disconnect. If it is a company or school device, contact the administrator before making changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

After changing region, language, or account settings, restart Windows and test Copilot again from the taskbar, the Win + C shortcut if available, or the Copilot app entry in Start. If Copilot still does not appear, continue with policy and registry checks, because local restrictions can override otherwise valid region and account settings.

Remove Group Policy or Registry Restrictions

If Copilot is missing from the taskbar, greyed out in Settings, or shows a message that it is managed by your organization, a policy restriction may be blocking it. This can happen on work or school PCs, but it may also occur on personal Windows 11 devices after using privacy tools, debloat scripts, registry tweaks, or older Copilot-disable guides. Before changing anything, make sure you are signed in with an administrator account.

Check Group Policy settings

Group Policy is available in Windows 11 Pro, Enterprise, and Education editions. If you use Windows 11 Home, skip to the registry section below. To check the policy, press Win + R, type gpedit.msc, and press Enter. Then go to:

User Configuration > Administrative Templates > Windows Components > Windows Copilot

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Open Turn off Windows Copilot. If it is set to Enabled, Copilot is intentionally disabled. Change it to Not Configured or Disabled, select Apply, and then select OK. After that, restart your PC or run gpupdate /force from an elevated Command Prompt to refresh policy settings.

Check the Registry value

On Windows 11 Home, or if the policy keeps coming back, check the Registry. Press Win + R, type regedit, and press Enter. Approve the administrator prompt, then look for these paths:

  • HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\WindowsCopilot
  • HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsCopilot

In either location, look for a DWORD value named TurnOffWindowsCopilot. If its value is set to 1, Copilot is blocked. You can either set the value to 0 or delete TurnOffWindowsCopilot entirely. If the WindowsCopilot key exists only for this setting, deleting the key is also acceptable on a personal PC. Restart Windows after making the change.

Review organization and security management

If this is a company, school, or domain-joined device, do not remove policies without approval. The setting may be delivered through Microsoft Intune, Active Directory Group Policy, Microsoft Defender for Endpoint, or another device-management platform. In that case, local changes may be reversed automatically after the next policy sync. You can check whether the PC is managed by opening Settings > Accounts > Access work or school. If a work or school account is connected, select it and review the management status.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For personal PCs, also review third-party tools that modify Windows features. Some privacy or optimization utilities include switches such as Disable AI features, Disable Copilot, Remove Web Experience, or Disable Bing integration. Re-enable those options or undo the tool’s changes, then restart the system. Once the restriction is removed, go back to Settings > Personalization > Taskbar and check whether the Copilot toggle is available again.

Restart Required Windows Services and Repair System Files

If Copilot is available, enabled, and not blocked by policy, the next step is to check whether Windows components that support sign-in, web integration, notifications, and the Microsoft Edge WebView runtime are functioning correctly. Copilot in Windows 11 depends on several background services and system files. If one of these services is stuck, disabled, or failing after an update, Copilot may not open, may show a blank panel, may display repeated errors, or may close immediately after launch.

Start by restarting the PC once, especially if Windows updates were installed recently. A full restart can reload shell components, refresh authentication sessions, and complete pending servicing tasks. If the issue remains, restart the relevant services manually. Press Win + R, type services.msc, and press Enter. In the Services window, check the following services and restart them where possible:

  • Windows Update — required for installing Copilot-related Windows fixes and feature updates.
  • Background Intelligent Transfer Service — supports background downloads used by Windows Update and Microsoft Store components.
  • Microsoft Account Sign-in Assistant — helps Windows authenticate Microsoft account features used by Copilot.
  • Web Account Manager — manages connected account tokens and sign-in sessions.
  • Windows Push Notifications System Service — supports notification and shell-connected experiences.
  • Cryptographic Services — verifies signatures and certificates used by Windows components and updates.

To restart a service, right-click it and select Restart. If Restart is unavailable, choose Start. For most of these services, the startup type should not be set to Disabled. If a service has been disabled by a tweaker tool, optimization script, or previous troubleshooting step, double-click it and change Startup type to Manual or Automatic, depending on the service’s default behavior. After changing service settings, restart Windows and test Copilot again.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Corrupted Windows files can also stop Copilot from loading properly. This is common after interrupted updates, failed servicing operations, or aggressive cleanup utilities. Open Windows Terminal or Command Prompt as administrator, then run the System File Checker scan:

sfc /scannow

Wait for the scan to complete. If Windows reports that it repaired files, restart the computer and try Copilot again. If SFC reports that it found corrupt files but could not fix some of them, run the Deployment Image Servicing and Management tool to repair the Windows component store:

DISM /Online /Cleanup-Image /RestoreHealth

When the DISM command reaches 100%, run sfc /scannow again. This second SFC pass can replace damaged system files using the repaired component store. After both commands finish, restart the PC. If Copilot was failing because of damaged shell files, broken WebView dependencies, or incomplete Windows servicing, these repairs often restore normal behavior without needing to reset Windows.

If Copilot still does not respond, also check whether Microsoft Edge WebView2 Runtime is installed and working. Go to Settings > Apps > Installed apps and search for WebView2. If it appears, open its advanced options if available and use Repair. If it is missing or damaged, reinstall it from Microsoft’s official WebView2 Runtime download page. Restart the device afterward, then launch Copilot from the taskbar icon, the Win + C shortcut if supported on your build, or the Copilot app entry in the Start menu.

Reset or Reinstall Copilot-Related Components

If Copilot is available in your region, enabled in Settings, not blocked by policy, and Windows system files have already been repaired, the problem may be with the Copilot app package, Microsoft Edge WebView2, or the cached web components that Copilot depends on. This can cause Copilot to open as a blank panel, close immediately, show repeated sign-in errors, or fail to respond after clicking the taskbar icon or pressing Win + C.

Reset Copilot from Windows Settings

On newer Windows 11 builds where Copilot is installed as an app, resetting it is the safest first step. Open Settings, go to Apps > Installed apps, and search for Copilot. Select the three-dot menu next to it, choose Advanced options, then click Repair. If that does not help, return to the same page and click Reset. Repair keeps app data where possible, while Reset clears local Copilot data and restores the app to its default state.

If you do not see Copilot listed as a separate app, check for Microsoft Edge, Microsoft Edge WebView2 Runtime, and Microsoft 365 Copilot entries instead. Copilot in Windows may rely on Edge-based web components, so a broken WebView2 installation can affect the Copilot panel even when Edge itself appears to work normally.

Repair Microsoft Edge and WebView2 Runtime

Open Settings > Apps > Installed apps, find Microsoft Edge, select the three-dot menu, and choose Modify. Approve the administrator prompt, then select Repair. Windows will download and reinstall Edge without removing your browser data. After that, search the app list for Microsoft Edge WebView2 Runtime. If a Modify or Repair option is available, run it as well.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You can also reinstall the WebView2 Runtime manually from Microsoft’s official download page. Choose the Evergreen Standalone Installer for your device architecture, usually x64 on most modern Windows 11 PCs. After installing it, restart Windows and test Copilot again from the taskbar, Start menu, or the keyboard shortcut.

Re-register Copilot app packages

If the Copilot package is present but does not launch correctly, re-registering Microsoft Store apps can help restore missing app registrations. Open Windows Terminal or PowerShell as administrator and run the standard app re-registration command for built-in Windows apps. This refreshes app manifests and can fix broken Start menu entries, missing app links, and failed launches after an update.

  • Restart the PC before running the command, especially after installing Windows updates.
  • Close Copilot, Edge, Microsoft Store, and Settings before re-registering app packages.
  • After the command finishes, restart again and check whether Copilot appears in Settings > Apps > Installed apps.

Use Microsoft Store and Windows Update to restore missing components

Open Microsoft Store, select Library, and click Get updates. Install updates for Copilot, Microsoft Edge-related components, Microsoft 365 apps, and Windows Web Experience components if they appear. Then go to Settings > Windows Update > Advanced options > Optional updates and install any relevant platform, cumulative, or feature experience updates.

If Copilot is still missing after these steps, install the latest Windows 11 cumulative update again through Windows Update or use the Windows 11 Installation Assistant for an in-place repair upgrade. An in-place repair keeps personal files, apps, and most settings, while replacing damaged Windows components that normal app reset steps cannot fix. After the repair completes, sign in with your Microsoft account, confirm that diagnostic and connected experiences are enabled if required by your organization, and test Copilot once more.

Frequently Asked Questions

Why is Copilot missing from my Windows 11 taskbar?

Copilot may be missing if your Windows 11 build does not support it, your region is not currently supported, or the feature has been disabled in Settings or by policy. Check Settings > Personalization > Taskbar and make sure Copilot is enabled. Also install the latest Windows updates, because Copilot availability depends on recent Windows 11 and Microsoft Edge components.

Why does Copilot open but not respond or show a blank screen?

This often happens when Microsoft Edge WebView2, Edge, or related Windows components are outdated or damaged. Update Microsoft Edge, install pending Windows updates, then restart your PC. If it still fails, run system repair commands such as SFC and DISM, and make sure services like Windows Update and Microsoft Edge Update are running.

Can my work or school account block Copilot on Windows 11?

Yes. Organizations can disable Copilot using Group Policy, Microsoft Intune, or registry settings, so the toggle may be hidden or Copilot may show a message that it is unavailable. If the PC is managed by your employer or school, you may need to contact your IT administrator. On a personal PC, check that no policy such as “Turn off Windows Copilot” is enabled.

Does changing my region or language help if Copilot is unavailable?

It can help if Copilot has not rolled out in your current region or if your Windows display language and Microsoft account region do not match supported settings. Go to Settings > Time & language > Language & region and verify your country, regional format, and preferred language. Also confirm that you are signed in with a Microsoft account, since some Copilot features may not work with only a local account.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I reinstall or reset Copilot if normal fixes do not work?

First try repairing Microsoft Edge and updating Edge WebView2, since Copilot relies on web-based components. You can also reset related Windows apps from Settings > Apps > Installed apps where available. If Copilot remains broken, create a new Windows user profile or perform an in-place repair upgrade of Windows 11 to restore missing system components without deleting your files.

Bottom Line

If Copilot is not working in Windows 11, the cause is usually tied to availability, account or region settings, outdated Windows components, browser/WebView issues, or restrictions set by your organization. Start with the basics: update Windows, confirm Copilot is supported in your region and enabled for your account, then check taskbar, policy, and privacy settings.

If Copilot is still missing or unresponsive, repair Microsoft Edge WebView2, reset related apps, run system repair commands, and review any Group Policy or Registry changes that may have disabled it. For work or school devices, contact your IT administrator, since Copilot access may be controlled at the tenant or device-policy level.
