For editable Word output, convert HTML to DOCX with Pandoc. For PDF, either use Pandoc with an installed PDF engine or open the DOCX/ODT in Word or LibreOffice and export it. The best route depends on whether you need an editable document, print-ready pages, accessibility or archival conformance, or an automated conversion service. None of these routes guarantees that arbitrary browser CSS will look exactly the same in Word.
Choose the conversion route that fits the result you need
| What you need | Practical route | What to check |
|---|---|---|
| An editable Word document | Convert HTML to DOCX with Pandoc; use a reference DOCX to control supported styles and document properties. | Open the result in the word processor your recipients use and inspect layout and styles. |
| A print-oriented PDF | Use Pandoc with a configured PDF engine, or convert to DOCX/ODT and export from Word or LibreOffice. | Check page breaks, fonts, images, tables, and margins on representative documents. |
| An accessibility- or archive-oriented PDF | Choose an engine that supports the required output and validate the finished PDF against the applicable conformance requirements. | Pandoc’s guide describes WeasyPrint’s PDF/A and PDF/UA support as experimental; do not assume compliance without validation. |
| Conversion in a browser | Use Pandoc’s browser app, which runs pandoc.wasm and offers HTML input plus CSS and reference-document controls. | Try your own HTML and inspect the output before relying on it for complex layouts. |
| Automated conversion | Consider a documented conversion API such as Pandoc-server, LibreOffice Online, or Adobe PDF Services. | Check how each service handles referenced images and other resources, and test with your actual documents. |
Convert HTML to DOCX with Pandoc
Install Pandoc, then run this command in a terminal from the directory containing your HTML file:
As an Amazon Associate I earn from qualifying purchases.
pandoc input.html -o output.docx
Replace input.html with your source filename and output.docx with the desired output path. Pandoc reads HTML as structured document content and writes a Word document; it is not a browser screenshot tool, so do not expect every browser-specific CSS detail to carry over pixel for pixel.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsApply a reference DOCX for styles and page setup
To control supported Word styles and properties such as margins, page size, headers, and footers, supply a reference DOCX:
#1 Best Overall
pandoc input.html -o output.docx --reference-doc=reference.docx
Use a reference document with the styles and page setup you want. Pandoc’s guide recommends modifying the styles in a Pandoc-generated reference DOCX rather than changing unrelated contents of the DOCX package. Open the converted file in the target word processor to verify the result.
Create a PDF
Use Pandoc and a PDF engine
Pandoc can create PDFs when a PDF engine is installed and configured. Its guide describes LaTeX as the default engine and lists alternatives, including HTML-based output. Specify PDF output and, if needed, select an engine with --pdf-engine:
pandoc input.html -o output.pdf
pandoc input.html -o output.pdf --pdf-engine=ENGINE
Replace ENGINE with an engine installed in your environment. The command alone does not install that dependency; if Pandoc reports that an engine is missing, install and configure a supported engine or use the word-processor export route below.

- Convert the HTML to DOCX with Pandoc, or create an ODT using an appropriate Pandoc output format.
- Open the resulting document in Microsoft Word or LibreOffice.
- Use that application’s export or save-as-PDF command and review the resulting pages.
Pandoc does not directly invoke Word or LibreOffice to create the PDF. This route can be useful when you want to inspect and adjust the editable document before producing the final PDF.
Use the browser app or an API
Browser-only conversion
Pandoc’s web app supports HTML input and provides controls for CSS and reference documents. It runs pandoc.wasm in the browser. This avoids setting up a local command-line workflow, but the practical test is still your own file: verify fonts, image loading, page breaks, and layout in the output you intend to deliver.
Server-side conversion
Pandoc-server accepts POST conversion requests. Its documentation says that images, includes, and other resources must be explicitly provided with the request; supplying only an HTML file that points to local or remote assets may not be enough. LibreOffice Online also documents a POST conversion endpoint, and Adobe documents HTML-to-PDF support in its PDF Services API. These documented capabilities do not establish that one service is faster, more faithful, or better suited to your needs than another.
Validate output for the actual document and purpose
- For editable DOCX: inspect headings, lists, tables, page setup, headers, and footers in the target word processor.
- For print: inspect page breaks, margins, fonts, image placement, and tables in the final PDF.
- For accessibility or archival use: validate the PDF against the exact conformance requirement; a file extension or successful conversion is not proof of conformance.
- For complex HTML: run a representative trial with your own assets and layout before choosing a repeatable workflow.
Pandoc’s guide specifically cautions that WeasyPrint’s PDF/A and PDF/UA support is experimental and that standard compliance should not be assumed.

The PDF command fails because an engine is missing
Pandoc’s PDF output depends on an installed and configured engine. Install a supported engine or select one you already have with --pdf-engine=ENGINE; alternatively, create DOCX/ODT and export from Word or LibreOffice.
Images or included files are missing in server conversion
For Pandoc-server, make sure the request explicitly includes the HTML’s referenced images, includes, and other required resources. The server documentation calls out this requirement.
The DOCX looks different from the browser page
HTML-to-DOCX conversion produces a structured Word document, not a pixel-identical rendering of arbitrary browser CSS. Use a reference DOCX for supported document styles and page properties, then inspect and adjust the output in the intended word processor.
The PDF’s page layout is wrong
Check the document’s page size, margins, fonts, images, tables, and page breaks in the final output. If one PDF engine does not suit the document, try another supported engine or export from a word processor, then validate again.

You need PDF/A or PDF/UA
Do not infer standards compliance from conversion success. Select an engine with the required output support and validate the resulting file; Pandoc’s guide characterizes WeasyPrint’s PDF/A and PDF/UA capabilities as experimental.

If your goal is a visual capture of a web page rather than an editable DOCX, ScreenshotNeo can return a screenshot or PDF from a URL. It is not an HTML-to-DOCX converter and does not replace the Pandoc workflow for editable Word files. For developers who want to capture a rendered page without configuring a browser locally, the API call is:
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp
See the ScreenshotNeo API documentation for request options. ScreenshotNeo accepts cookie and consent banners and removes more than 60 known consent platforms, newsletter popups, and chat widgets before capture; those cleanup steps can be turned off. Bot checks, blank pages, timeouts, failed loads, and cache hits cost nothing, and response headers say which page verdict and billing status applied. Its MCP server gives AI agents tools for screenshots, page information, and PDF capture. The free plan includes 1,000 screenshots per month with no card; paid plans start at $5 for 3,000, with yearly billing offering two months free.

Frequently Asked Questions
Does Pandoc create a PDF by opening Microsoft Word or LibreOffice?
No. Pandoc uses a configured PDF engine for its own PDF output; Word or LibreOffice export is a separate workflow.
Will converting HTML to DOCX preserve every CSS rule?
No. Treat the DOCX as a structured conversion, then inspect it in the word processor used for delivery.
