For a live stream, use CBR (constant bitrate) when your platform recommends it. YouTube Live, Twitch, and Cloudflare Stream guidance reviewed for this article favors CBR for live delivery because it makes the outgoing data rate more predictable. VBR (variable bitrate) is often a better fit for encoding a video file, where the encoder can spend more bits on complex scenes and fewer on simple ones. Neither setting can compensate for an upload connection that cannot sustain the stream.
What CBR and VBR mean
CBR: a steadier target rate
With constant bitrate, an encoder aims to send data at a steady target rate over time. That predictability suits a live stream being sent to a platform ingest server. CBR does not mean every frame has identical visual quality: scene complexity, codec, resolution, frame rate, and encoder behavior still affect what viewers see.
VBR: a rate that varies with the video
With variable bitrate, the encoder varies its output rate to meet its quality or bitrate targets. Depending on the mode, it can use more data for high-motion or detailed passages and less for simpler ones. That can make efficient use of bits when encoding a file, but the resulting rate is less even—an important distinction when a live connection must deliver data continuously.
Bitrate control is not connection quality
Choosing a bitrate mode does not show that your internet connection can sustain the selected rate. A speed-test peak is not a guarantee of steady upload capacity, and a CBR setting cannot prevent problems caused by an unstable network path or ingest connection.

These are workflow-level starting points, not universal rules for every codec or encoder. Confirm the destination’s current instructions before a live event.
YouTube Live bitrate and encoder settings
YouTube Help’s live encoder table, observed on October 3, 2026, lists the following H.264 recommendations. The figures are YouTube’s current-page recommendations, not guarantees of quality or universal rates; its guidance varies by codec, resolution, and frame rate.

The same YouTube encoder guidance lists CBR as the bitrate encoding mode, recommends a 2-second keyframe frequency (not over 4 seconds), and advises RTMPS. Check YouTube’s current encoder table for your exact codec and output before using a particular rate; its recommendations can change. YouTube also advises testing the stream before going live.
Other platform guidance
- Twitch: Its current broadcasting guidance says to use CBR whenever possible. It warns that an excessive bitrate can use up available upload bandwidth and cause buffering or disconnections, and that raising bitrate improves quality only up to a point. Use Twitch’s currently published settings for your target resolution and frame rate rather than relying on an old third-party preset.
- Cloudflare Stream: Its live documentation likewise recommends CBR when possible for a stable streaming experience. Cloudflare describes creator streams as typically well under 12 Mbps; that is general context from Cloudflare, not a universal cap or a target for every stream.
Set up and test a live stream
- Identify the output. Decide whether you are sending a live stream or encoding a VOD file. Live ingest and file delivery have different constraints.
- Check the destination’s current guidance. Confirm the recommended bitrate mode and settings for your codec, resolution, frame rate, keyframe interval, and protocol. Do not copy a setting intended for a different resolution or codec.
- Choose a rate your connection can sustain. Leave room for normal network variation instead of treating the highest number from a speed test as a reliable continuous upload rate.
- Test representative content. Include movement and audio similar to what you will stream. YouTube specifically advises testing before the live event.
- Monitor stream health. Watch the platform’s warnings during the test and event. If the stream drops frames or disconnects, investigate the network path and ingest connection rather than assuming CBR or VBR alone is responsible.
- Separate recording and streaming outputs if possible. If you are recording locally too, configure those outputs independently when your encoder supports it; the file’s quality and size goals may not match live ingest requirements.
Why a stream may drop frames or disconnect
OBS identifies dropped frames or intermittent disconnections as signs of a network issue between the computer and the remote ingest server. Its troubleshooting guidance suggests testing the connection to another platform and recommends a wired connection. Ethernet can remove one source of wireless instability, but it cannot guarantee a particular bitrate or fix every ISP, router, or ingest problem.

- Symptoms during a live stream: Check the platform’s stream-health indicators and the connection to the ingest server. A configured CBR value is only a target; it does not prove that the path is delivering it consistently.
- Problems persist on one destination: Testing another platform can help determine whether the issue is specific to the original ingest path, as OBS suggests. This is a diagnostic comparison, not proof that either service is at fault.
- Considering a higher bitrate: Do not raise it automatically to improve quality. Twitch warns that an excessive rate can consume available upload bandwidth and cause buffering or disconnections.
