In the IAB Europe Transparency & Consent Framework (TCF), CMP is the defined platform term; the two phrases are not universally recognized as separate product categories.
What is a consent management platform?
IAB Europe describes a CMP as a software or solution provider that develops notices, such as cookie banners, to inform users and capture their preferences about personal-data processing. In the TCF, a CMP can present choices about participating vendors and purposes, capture and store those choices in a TC String, and communicate them to vendors where applicable. See IAB Europe’s TCF guidance for CMPs.
The TCF policy describes a CMP as the company or organization that centralizes and manages transparency, consent, and objections. It acts as an intermediary among a publisher, users, and vendors. The CMP may provide the user interface on a publisher’s behalf, though another party can provide that interface. The TCF Policies page displays policy version 2025-01-16-5.0.b; policy details may change, so consult the live policy when assessing a specific implementation.

IAB Tech Lab stewards technical specifications for the TCF, including its CMP API; see its TCF standards overview.
What does “consent manager” mean?
Unlike CMP in the TCF, “consent manager” does not have one clearly established meaning in the official sources cited here. Depending on context, it may refer to:
- A person responsible for managing consent processes.
- An organizational function or workflow for handling preferences.
- A tool or product that presents a notice or preference center.
So the phrase alone does not tell you whether someone means staff responsibility, a particular screen, or a broader software service. If a vendor calls its product a consent manager, assess its actual functions and technical role rather than assuming the label defines a distinct legal or technical category.

Consent manager vs. CMP: the practical distinction
| Phrase | Useful plain-language meaning | What to clarify |
|---|---|---|
| Consent manager | A person, function, workflow, or informal name for a tool; meaning depends on the speaker and context. | Ask whether it means a staff role, preference center, software product, or intermediary in a particular framework. |
| Consent management platform (CMP) | A software or service layer that may display notices, collect and store preferences, and communicate signals; scope depends on the product and framework. | Check supported jurisdictions, websites and apps, integrations, recordkeeping, user controls, and implementation responsibilities. |
The difference is therefore mainly precision and context, not a universal product taxonomy. Within the IAB Europe TCF, CMP is the defined term. Outside that context, ask what capabilities and responsibilities the speaker means.
What a CMP signal does—and does not—establish
A stored preference is not the same thing as legal authorization for every later use of personal data. In Case C-604/22, the Court of Justice of the European Union distinguishes recording consent preferences in a TC String from subsequent processing by operators or third parties on the basis of those preferences. A CMP can support the handling and communication of choices, but its presence does not by itself prove that consent was validly obtained or that subsequent processing is lawful. Read the Court’s judgment in Case C-604/22.
Rank #2
The European Commission says a consent request should be clear and concise, use language people can understand, and be distinguishable from terms and conditions. Those interface qualities matter regardless of the product label; see the Commission’s information for individuals. Buying or deploying a CMP should not be treated as a guarantee of legal compliance.

Start with the functions and obligations your organization needs to support, rather than the name a product uses. Compare options against these practical criteria:
Rank #3
- Scope: Is a single notice or preference screen enough, or do you need broader preference management?
- Coverage: Does the solution cover your websites and apps, the geographies you serve, and any relevant consent frameworks?
- Signal handling: How are preferences stored, exposed through APIs, and passed to downstream vendors or systems?
- User experience: Can people understand the choices, use the interface accessibly, and later change their preferences?
- Operations: What configuration and recordkeeping are needed, what support is available, and who is responsible for implementation?
These criteria reflect common CMP functions and technical interfaces; they do not establish a ranking of vendors. Match the tool’s actual capabilities to your use case, then separately assess whether your notices, consent practices, and subsequent data processing meet the requirements that apply to you.
