Food safety depends on keeping conditions appropriate for each product—not on one universal temperature or a refrigerated truck alone.
What cold chain logistics means
A food cold chain is the connected set of processes and equipment used to keep food within suitable temperature conditions as it moves from production to sale. Cooling, clean handling, suitable packaging and vehicles, monitoring, and clear responsibility at each handoff all contribute. A break can occur in a warehouse, during loading, while vehicle doors are open, at receipt, or in a store display—not just on the road.

Not every food follows the same route or needs refrigeration at every stage. The required conditions depend on the food, its processing and packaging, applicable rules, and product specifications.
How food moves from farm to store
- Harvest or production and initial cooling: Where the product requires temperature control, it is brought into the appropriate condition after harvest or processing.
- Cold storage, packing, and staging: Food is held under suitable conditions, packed to protect it, and staged for dispatch without unnecessary exposure.
- Vehicle preparation and loading: Equipment is checked for cleanliness and suitability; refrigerated compartments may need pre-cooling. Loading should be efficient and preserve airflow around the cargo.
- Transport and transfers: The vehicle maintains the agreed conditions. A cross-dock or warehouse transfer adds another handoff where time out of controlled storage and responsibility need to be managed.
- Receiving and retail holding: The receiver evaluates the delivery, moves acceptable product promptly into suitable storage, and maintains appropriate conditions in storage and display.
The route varies by product and supply chain. The important operational question at each transition is whether the food remained within its specified conditions and whether the next party knows what to do if that is uncertain.

What temperature should food be transported at?
There is no single transport temperature for all food. The following are scoped examples, not interchangeable universal limits:
| Context | Temperature guidance | Scope and qualification |
|---|---|---|
| Quick-frozen foods | -18°C or colder | Joint FAO/WHO Codex guidance describes cold stores at -18°C or colder and suitably insulated transport ideally maintained at -18°C or colder. Product should be at -18°C or colder when transport begins. The 2008 guidance says any rise above -18°C should be minimized within competent-authority limits; the warmest package should not exceed -12°C in that guidance context, and product temperature should be returned to -18°C as soon as possible after delivery. This is quick-frozen-food guidance, not a limit for other foods. Codex Code of Practice for the Processing and Handling of Quick Frozen Foods. |
| Ingredients requiring refrigeration | 4°C or less | Codex general hygiene text gives this value for ingredients requiring refrigeration during storage and transport, with appropriate monitoring. Product specifications and national requirements may be more specific. Codex General Principles of Food Hygiene. |
| Home refrigerator | 40°F (about 4°C) or below | USDA Food Safety and Inspection Service recommends this for a household refrigerator and suggests checking with an appliance thermometer. It is consumer advice, not a commercial transport specification. USDA: Refrigeration and Food Safety. |
For consumer handling at home, USDA FSIS says to refrigerate perishables within two hours, or within one hour when the surrounding temperature is above 90°F. That guidance is not a commercial shipment allowance. USDA: Leftovers and Food Safety.

How temperature monitoring works
Monitoring should answer a defined operational question: whether a product or shipment remained within its required conditions, and what action is needed if it may not have. The U.S. FDA’s Sanitary Transportation rule does not require one specific monitoring device for every load; parties may agree on an appropriate method, such as measurements at loading and unloading or shipment time-and-temperature data. FDA: Sanitary Transportation Final Rule.
For quick-frozen food, Codex describes fixed sensors that measure air temperature and direct or indirect methods of measuring product temperature. Air readings describe conditions in the equipment; a product reading relates more directly to the food but may be a spot check rather than a record of the whole journey. Sensor placement, calibration, the product and package, and the decision the reading will support all matter. Codex quick-frozen food guidance.

Who is responsible in U.S. transportation?
FDA’s Sanitary Transportation rule applies, subject to its scope and exemptions, to shippers, loaders, carriers, and receivers transporting food in the United States by motor or rail vehicle. It addresses suitable equipment, sanitary conditions, transport operations, and temperature control for food requiring it for safety. Certain small businesses and some farm transportation activities are among the exemptions, so the rule should not be assumed to apply to every shipment. FDA places primary responsibility for determining appropriate transportation operations on the shipper, while written agreements can assign specific functions to other parties. In covered operations, shippers establish relevant written procedures; loaders verify sanitary condition and preparation of refrigerated compartments before loading; receivers assess whether significant temperature abuse occurred; and carriers may have duties under written agreements. A contract can clarify tasks, but it does not remove the need to identify who monitors, records, and escalates a problem. FDA Sanitary Transportation FAQs and FDA rule overview.

What to do if a delivery may have arrived warm
- Hold the affected food. Do not sell or distribute it while a possible material temperature-control failure is being evaluated.
- Gather relevant evidence. Check food temperature, vehicle ambient temperature and setpoint, and available shipment records. Note the product, affected quantity, time, and circumstances; sensory condition can be part of an assessment but cannot prove food is safe.
- Escalate to the responsible qualified person. Under FDA’s rule, when a covered party becomes aware of a possible material failure that may render food unsafe, it must not be sold or distributed unless a qualified individual determines the condition did not make it unsafe. A single reading does not automatically decide safety; assessment depends on product and exposure circumstances.
- Document the decision and corrective action. Follow the applicable food-safety plan, contract, and regulatory requirements, and preserve records needed to explain the disposition.
USDA warns that harmful pathogens may not change food’s smell, taste, or appearance, so discarding or accepting a load based on sensory checks alone is not a sound safety decision. USDA FSIS refrigeration guidance.

Controls that help preserve the chain
- Set product-specific temperature conditions and define who sets, maintains, monitors, and records them.
- Use equipment that is suitable, maintained, sanitary, and capable of the required control; manage previous-cargo residues and avoid cross-contamination, including between raw and ready-to-eat foods, allergens, pests, and non-food items.
- Verify vehicle preparation before loading and pre-cool where needed. Load and stow to protect food from heat and contamination without blocking circulation.
- Minimize exposure during loading, unloading, and transfer; move food promptly between controlled storage and the vehicle.
- Match monitoring and record retention to the product, route, applicable requirements, and contract. Codex quick-frozen guidance calls for temperature checks as necessary at receipt or dispatch and retention of measurements longer than product shelf life; check the governing rules for the operation’s actual recordkeeping duties.
As FDA’s rule overview puts it, “The goal of this rule is to prevent practices during transportation that create food safety risks, such as failure to properly refrigerate food, inadequate cleaning of vehicles between loads, and failure to properly protect food.” U.S. Food and Drug Administration.
