Coinbase’s Ryan VanGrack: CFTC Approval “Opens Many Doors” for Bitcoin

Coinbase says its new CFTC-registered clearinghouse gives it greater flexibility to develop derivatives. The approval is an infrastructure milestone, not approval of a specific Bitcoin contract.

The CFTC’s September 28, 2026 approval registered Coinbase Clearing LLC as a derivatives clearing organization (DCO). Coinbase says the approval completes its U.S. derivatives infrastructure and gives it more flexibility to create and settle fully collateralized contracts directly. It does not approve a particular Bitcoin product or mean that one is already available to customers.

What did the CFTC approve for Coinbase?

The Commodity Futures Trading Commission approved the registration of Coinbase Clearing LLC as a DCO, according to Coinbase’s announcement on September 28, 2026. Coinbase describes the entity as the first USDC-native clearinghouse.

Coinbase says the registration completes a derivatives infrastructure stack made up of three entities:

  • Coinbase Financial Markets, Inc. (CFM): a futures commission merchant (FCM).
  • Coinbase Derivatives, LLC: a designated contract market (DCM).
  • Coinbase Clearing LLC: the DCO approved in September.

In Coinbase’s account, having these functions within its own infrastructure lets it create and settle fully collateralized contracts directly, including with native USDC collateral and 24/7 settlement. General Counsel Molly Abraham said the approval completed the company’s end-to-end derivatives infrastructure and would enable it to bring more regulated derivatives products to market. Those are Coinbase’s descriptions of its capabilities and plans, not a regulator’s endorsement of any specific product.

What does Van Grack mean by “opens many doors”?

In coverage of a Bitcoin Magazine interview, Benzinga reported on October 6, 2026 that Coinbase vice chairman Ryan Van Grack said, “It opens many doors that didn’t currently exist.” He was referring to flexibility that could come from bringing more derivatives operations in-house and reducing third-party bottlenecks, as reported by Benzinga. The remark describes potential room to develop regulated products; it is not a CFTC promise or an announcement that a named Bitcoin contract has launched.

Coinbase says the infrastructure may support faster product development, more efficient operations and future regulated offerings. It also says it will continue to use partners for some products, including its margined derivatives business and planned single-stock perpetuals. The company has not established in the approval announcement when any further product will launch, which customers will qualify, or where it will be available.

Does the approval mean Coinbase can offer Bitcoin perpetual futures in the U.S.?

Not by itself. The September registration concerns Coinbase Clearing’s role as a clearing organization. It should not be confused with the CFTC’s separate May 29, 2026 actions, which involved both a Kalshi contract and guidance concerning access to products through Coinbase Bermuda.

Milestone What happened What it concerned
May 29, 2026 The CFTC approved Kalshi’s BTCPERP. CoinDesk described it as the first true Bitcoin-referenced perpetual futures contract on a U.S.-regulated platform. Separately, the agency issued no-action guidance concerning CFM’s ability to route certain U.S. customers to global options and perpetuals through Coinbase Bermuda. CoinDesk reported that Bitcoin, Ether and stablecoins could be used as margin collateral in that context.
September 28, 2026 The CFTC approved Coinbase Clearing LLC’s DCO registration. Coinbase’s derivatives clearing infrastructure and its stated ability to create and settle fully collateralized contracts directly—not approval of a particular Bitcoin perpetual.

CoinDesk characterized the May policy posture as not yet a formal rule and said future agency leadership could change it. Its report distinguishes Kalshi’s contract approval from the no-action relief involving Coinbase. Neither should be treated as the September clearinghouse registration. The practical answer for any specific Coinbase product depends on its launch status, applicable terms, jurisdiction and customer eligibility. The September announcement does not establish universal U.S. access to derivatives.

What does this suggest about Bitcoin access?

Benzinga also reported Van Grack’s view that direct Bitcoin ownership and spot Bitcoin ETFs can coexist. He said clearer custody rules could widen direct Bitcoin access for investment advisers and institutions alongside ETFs. These are his expectations, not evidence that access has already expanded or that a legal outcome is settled. The CFTC’s DCO registration does not itself change custody rules or prove an adoption effect.
