Neither cloud GPUs nor on-premises GPUs are automatically cheaper for AI. Cloud is often a better fit for short, variable, or bursty jobs; owning hardware is worth evaluating when demand is sustained and predictable and you can operate the required infrastructure. Compare equivalent GPU systems and workloads using total cost—not an hourly cloud rate against a server sticker price—and there is no universal utilization threshold that settles the choice.
What you are comparing
A cloud GPU is part of a rented compute service: depending on the option, you pay as you go, use interruptible discounted capacity, or reserve capacity under specific terms. The provider manages the underlying infrastructure, but you still need to account for the whole machine and the costs of moving and storing data.

An on-premises GPU is hardware your organization acquires and operates, either at its own site or through a colocation facility. The purchase can spread across sustained use, but ownership also makes your organization responsible for facilities, maintenance, staffing, utilization risk, and refresh planning.

Make the comparison workload-specific. Match GPU model and count, memory, CPU and RAM, storage, networking, expected utilization, job duration, and software stack as closely as possible. A lower hourly accelerator price or a lower server purchase price alone does not establish the lower total cost.

How to compare total cost
Cloud costs
Include the complete VM or accelerator-optimized machine rate, GPU count and generation, CPU and memory, storage, data transfer or egress, support, software licensing, and any required reservation or commitment. GPU prices and availability vary by region and zone. Google Cloud says GPUs attached to accelerator-optimized machine types are priced as part of those machine types, while other GPUs may be priced separately; its pricing calculator can estimate the full instance cost.
Google Cloud’s GPU pricing documentation, accessed October 7, 2026, lists Spot discounts of 60–91% against corresponding on-demand prices for most machine types and GPUs. That is a published range, not a guaranteed saving for every SKU or location. Check current pricing and capacity in the region you plan to use.
On-premises costs
Include hardware acquisition or financing, installation, maintenance, electricity, cooling, rack or colocation, networking and storage, software licenses, operations staffing, spare parts, and assumptions about refresh or resale value. If you finance the system, compare the financing cost and payment schedule with the cloud scenario rather than treating purchase price as the only ownership cost.

Lenovo Press’s 2026 model assumes annual maintenance of 12% of system cost, electricity at $0.12/kWh, and cooling at $0.18/kWh for air-cooled systems or $0.09/kWh for liquid-cooled systems. These are assumptions in that vendor-authored model, not universal market rates; your power tariff, cooling design, facility, and service agreement may differ.
Illustrative figures, not a universal break-even
Lenovo Press’s 2026 comparison gives a useful example of the figures involved, but its numbers are scenario inputs, not a neutral industry benchmark. The report states that its cloud prices are US-region prices as of July 15, 2026, and its system price is as of June 15, 2026.
| Example | Reported figure | Qualification |
|---|---|---|
| Azure ND96isr H200 v5, on-demand | $114.65 per hour | Lenovo Press 2026 report; cloud price stated as of July 15, 2026. |
| Azure ND96isr H200 v5, three-year reserved rate | $50.33 per hour | Lenovo Press 2026 report; cloud price stated as of July 15, 2026. |
| Comparable Lenovo eight-H200 ThinkSystem configuration | $397,801.60 | Lenovo Press 2026 report; system price stated as of June 15, 2026. |
Lenovo expressly excludes cloud storage, egress, and support plans from its cloud calculation. Its comparison cannot be treated as a fully loaded estimate for another buyer without adding those costs where applicable and checking that the configurations and terms match. The figures also do not establish a general break-even utilization rate: the result changes with workload, utilization, electricity, cooling, financing, support, data movement, and the period over which hardware is used.

Which workloads fit each approach?
Cloud is a natural fit for variable or short-lived demand
Cloud consumption options can be useful when demand is uncertain, jobs are short-lived, a team needs to test a workload before committing to hardware, or capacity needs temporarily exceed the owned fleet. Google Cloud describes on-demand VMs as pay-as-you-go for general GPU workloads without a specific duration. Spot VMs are preemptible and intended for fault-tolerant, short-duration work. Standard reservations are aimed at critical general GPU workloads requiring very high capacity assurance; clustered GPU capacity has separate reservation options for large-scale training and other tightly coupled jobs. These categories describe Google Cloud offerings, not a rule that applies identically across providers.

It describes clustered GPUs for large-scale, tightly coupled training and large-scale inference, reinforcement learning, or reasoning workloads that need high capacity assurance and dense placement to reduce network latency. Treat these as provider workload categories; the right architecture depends on the model, parallelism strategy, software, and performance target.
On-premises is worth evaluating for steady, predictable use
Ownership can make sense when the workload runs regularly, demand is predictable, suitable hardware is available, and the organization can provide appropriate power, cooling, networking, storage, and operational support. It offers direct control over the hardware and operating environment, while the organization carries the utilization and refresh risk. A purchase price by itself is not evidence that ownership will cost less than cloud service over the system’s useful life.

A mixed approach can cover different demand patterns
Some teams may keep steady baseline jobs on owned systems and use cloud for experiments, bursts, or exceptional demand. This approach can avoid sizing a purchase for every peak while retaining direct capacity for regular work, but it also means managing two environments, software compatibility, data movement, and separate cost controls. Whether that complexity is worthwhile depends on the workload and organization.

Do not treat Spot capacity as guaranteed. Google Cloud describes Spot VMs as best-effort and preemptible, making them suitable only when the job can tolerate interruption or recover from it. Checkpointing and restart behavior should be designed before submitting long-running work.

Google Cloud states that “Compute Engine always stops instances with attached GPUs when it performs maintenance events on the host server.” It also warns that Local SSD data attached to GPU instances cannot be recovered if Compute Engine restarts the instance for a host maintenance event. Use storage appropriate to the required durability, and plan checkpointing and recovery around the selected instance and storage type.
Software and licensing belong in the estimate
Hardware compatibility does not guarantee that software is included or licensed. NVIDIA’s AI Enterprise deployment guide lists AWS, Google Cloud, Microsoft Azure, OCI, Alibaba Cloud, and Tencent Cloud as deployment environments. It distinguishes among service methods: some VM images include licensing, while standard instances and several other deployment methods do not. Confirm licensing, driver and runtime support, and software terms for the exact cloud service or on-premises system before estimating cost.
Quick Recap
A practical decision checklist
- Describe the workload: record GPU model and count, memory, job duration, expected utilization, peak demand, and whether jobs can be interrupted.
- Build a complete cloud estimate: price the full machine in the intended region and include storage, data transfer, support, licensing, and the relevant on-demand, Spot, or reservation terms.
- Build a complete ownership estimate: include acquisition or financing, installation, maintenance, power, cooling, facility or colocation, staffing, spares, software, and refresh or resale assumptions.
- Check operational fit: verify capacity and location, assess data movement and latency, and decide how jobs will checkpoint and recover from interruptions or maintenance.
- Compare over the same period: use equivalent hardware and workload assumptions, then examine how results change if utilization, demand, electricity, or hardware life differs from plan.
