Cloud Cost API: How to Bring AWS, Azure, and GCP Spend into Your Warehouse

AWS, Azure, and Google Cloud use different billing export paths. Here’s how to ingest their records, preserve source data, normalize cost measures, and reconcile totals in your warehouse.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no single cloud cost API that returns reconciled AWS, Azure, and Google Cloud billing data in one common schema. Build the pipeline from each provider’s native export, land the records in your warehouse or object storage, then normalize and reconcile them there. AWS and Azure offer CSV and Parquet export paths; Google Cloud Billing exports to BigQuery tables, from which your pipeline can produce CSV, JSON, or Parquet if needed.

Here, “reconciled” means that your warehouse applies a documented accounting policy and checks its results against each provider’s billing records. An export alone does not align currencies, discounts, credits, billing periods, or shared costs across clouds.

Which export path should you use for each cloud?

Choose the source based on the cost basis and granularity your reports need. Keep each provider’s native records identifiable; do not assume that similarly named fields mean the same thing across clouds.

Provider Native collection path Available data and granularity Formats and delivery Historical or continuity considerations
AWS Data Exports, using Cost and Usage Report 2.0 (CUR 2.0), which AWS identifies as its recommended export for detailed cost and usage information. Recurring exports can use a data query with a SQL query statement and table configurations. Review the current table dictionary and query configuration to determine the fields and dimensions available. Exports are delivered to a designated Amazon S3 bucket. AWS documents CSV and Parquet output. The cited AWS documentation does not establish a general historical backfill limit or delivery-latency guarantee. Check the current API reference and user guide for implementation details.
Azure Azure Cost Management exports; the REST API is documented as an option for larger historical retrievals. Datasets include actual cost, amortized cost, usage-only, and FOCUS. Select the cost basis that matches the report you are building. CSV and Parquet are documented for applicable datasets. Cost and usage details can use Parquet/Snappy. A multi-dataset export offers Parquet only when every selected dataset supports it. For actual, amortized, and FOCUS cost/usage datasets, Microsoft documents portal retrieval up to 13 months and REST API retrieval up to 7 years. Reservation datasets and price sheets have separate limits.
Google Cloud Cloud Billing export into BigQuery. Documented datasets include standard usage cost, detailed usage cost, pricing data, and FOCUS usage cost. Detailed usage adds resource-level information; GKE cluster cost detail requires enabling GKE cost allocation. The setup documentation marks FOCUS usage cost as preview. The native path is BigQuery tables, not a uniform CSV, JSON, or Parquet file export. Choose downstream formats in your warehouse pipeline if other systems need them. Initial coverage depends on dataset location and export type. Pricing export is not retroactive; destination changes do not automatically migrate historical rows.

For AWS, the 26 November 2023 Data Exports announcement describes SQL-based column selection and row filtering for recurring S3 delivery. Treat that as historical context; use the current AWS API reference and user guide for the live contract. For Azure and Google Cloud, verify current dataset availability and API behavior in their provider documentation before implementing against them.

How to pull the records into your warehouse

Use a provider-specific ingestion path and a shared warehouse model, rather than trying to force all three exports through one assumed API contract. Keep ingestion separate from normalization so that a schema change or accounting-policy change does not erase the original billing records.

  1. Configure each provider export. For AWS, create a Data Exports configuration for CUR 2.0 and its S3 destination. For Azure, select the Cost Management dataset, cost basis, and output format that meet your reporting needs. For Google Cloud, configure the Cloud Billing export and its BigQuery dataset.
  2. Grant the required access. Set the provider-side export permissions and the destination-side permissions needed by your ingestion process. Google Cloud requires an appropriate Cloud Billing and BigQuery setup. Validate access with a small extraction before scheduling production loads.
  3. Land untouched source data. Preserve original files, manifests, or BigQuery source rows in a provider-specific raw layer. Record extraction time and source identity alongside the data. Keep a durable copy before changing export destinations or cleaning up source records.
  4. Ingest incrementally and tolerate change. Use S3 events or a scheduled, manifest-aware process for AWS delivery. For Azure, use the selected export or REST retrieval path. Read Google’s BigQuery tables without assuming that old rows will be recreated after a destination migration. Make ingestion capable of handling updates and late-arriving records.
  5. Transform into controlled staging tables. Normalize dates and billing periods, account/subscription/project identifiers, service and SKU fields, resource IDs, tags or labels, currencies, credits, adjustments, and cost measures. Retain provider-specific columns as well as normalized fields.
  6. Publish reporting models only after validation. Run duplicate, completeness, schema, and aggregate checks before exposing the normalized data to dashboards or financial reports.

There is no one universal warehouse schema or idempotency rule established for all three providers. The precise keys and replacement behavior need to be chosen for each source’s current export semantics and the target warehouse.

What CSV, JSON, and Parquet mean in a multi-cloud pipeline

Do not treat the formats in the title as equivalent native output choices from every provider. AWS and Azure document CSV and Parquet paths; Google Cloud’s documented billing export is directly into BigQuery. If downstream consumers require a common file format, make format conversion an explicit warehouse or data-lake step.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • CSV: A documented option for AWS and applicable Azure cost datasets. Validate headers, quoting, numeric precision, and date parsing during ingestion.
  • Parquet: A documented AWS and Azure option, with Azure listing Parquet/Snappy for cost and usage details. On Azure, confirm every selected dataset supports Parquet before configuring a multi-dataset export.
  • JSON: The cited provider documentation does not establish a common native JSON export across AWS, Azure, and Google Cloud. Treat JSON as a downstream representation you generate if a consumer requires it, not as a guaranteed native option.

How to define reconciliation before comparing totals

“Cloud spend” can refer to different measures. Decide what a report is intended to represent before adding values together: billed or actual cost, amortized cost, usage-only charges, or another provider-specific measure. Keep actual and amortized values in distinct columns and do not sum them into one total.

  • This USB drive provides plug and play simplicity with the included 18 inch USB 3.0 cable
  • The available storage capacity may vary.

Write down a reconciliation policy for each provider and reporting purpose. At minimum, specify:

  • Period: Which billing period or invoice month each record belongs to, and how you treat adjustments that arrive later.
  • Currency: The currency retained from each provider and, if a consolidated view converts currencies, the exchange-rate source and date used.
  • Cost treatment: How credits, discounts, taxes, refunds, adjustments, reservations, and amortization are represented. Do not assume fields with similar names have identical semantics.
  • Allocation: How shared, untagged, or otherwise unattributed costs are assigned—or left unallocated—in internal reports.
  • Source of truth: Which provider billing records or statements are used to validate each provider-period-currency-cost-basis aggregate.

Reconcile totals separately by provider, currency, invoice month, and cost basis before producing a cross-cloud roll-up. A combined total is only meaningful once those choices and any allocation rules are visible to its users.

Plan for backfills and destination changes

Historical coverage is not uniform across providers or export types. Azure’s documented limits apply to actual, amortized, and FOCUS cost/usage datasets, not automatically to reservation datasets or price sheets. Microsoft recommends the REST API for larger historical backfills.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For Google Cloud, the dataset’s location affects initial coverage. For first-time standard, detailed, or FOCUS exports, EU or US multi-region datasets can receive retroactive coverage from the beginning of the previous month; supported single-region datasets begin coverage from the date export is enabled. Initial catch-up can take up to five days. Pricing export is not retroactive.

Google Cloud also warns that changing the export project or dataset does not automatically backfill the former dataset’s rows, and deleted records cannot be backfilled. Preserve prior data in a durable location before migrating settings or deleting source records. The cited AWS materials do not establish a matching cross-provider backfill guarantee, so plan AWS history separately from current delivery rather than assuming a uniform catch-up window.

Keep schema changes from breaking reports

Google Cloud states in its Cloud Billing export documentation: “The table schema for any of the Cloud Billing data exports can change.” It recommends BigQuery views that project exported fields into a preferred structure. Apply the same separation of concerns across the pipeline: retain a schema-tolerant raw layer, then expose a controlled normalized layer to reporting.

  • Alert on added, removed, or type-changed columns instead of letting transformations silently drop data.
  • Keep report queries off mutable source schemas; point them at maintained views or normalized tables.
  • For AWS, validate fields against the current Data Exports table dictionary and query configuration.
  • For Azure, validate the selected dataset and format against the current API version and export contract.
  • Retain source file, export run, or billing record identity so that a normalized row can be traced back to its origin.

Operational checks for a dependable cost pipeline

Monitor ingestion and reconciliation as separate stages: a successful export does not prove that warehouse totals are complete or correctly interpreted.
