In Play Console, open Testing > Closed testing > Manage track > Countries/regions. Country availability is synced with production by default, so the track may inherit its country choices rather than use an independent list.
Check the closed-testing track’s country list
- In Play Console, go to Testing > Closed testing.
- Find the track the participant is actually using and select Manage track. Apps can have more than one closed-testing track, so verify the track name rather than assuming all tests share the same settings.
- Open Countries/regions and check whether the participant’s Google Play country is included.
Google’s country availability guidance says, “Country availability is synced with production by default.” This means production and test availability are distinct concepts, but a closed-testing track may inherit production’s country targeting unless the track can be unsynced.

Understand when you can unsync countries from production
If the participant’s country is missing because the track follows production availability, look for Unsync countries/regions in the track’s country settings. Google documents that changing the sync setting is conditional: it may be available when the track has no release rolled out, when production targets at least one country or region, or when pre-registration targets at least one country other than “Rest of World.” The available control depends on the app’s current state, so check what Play Console shows for this track.
If the control is available and independent test-country targeting is appropriate, unsync the track and edit its country list to include the participant’s Play country. If it is unavailable, do not assume a workaround or extra toggle will force it; review the current production and pre-registration settings and contact Play Console support if the track still needs country access that you cannot configure.

Verify the tester is enrolled in this track
A country being targeted does not automatically grant a person access to the test. Check the tester eligibility and opt-in steps in Google’s guide to setting up a test:
- Confirm the participant’s email address is on this track’s tester list, or that they belong to the Google Group configured for it.
- Have the participant open the track’s test link while signed into the same Google account that is on the list or in the group.
- Confirm they complete the opt-in process for this particular test track.
Use the direct test link instead of Play Store search
If the app has not yet had an open-testing or production rollout, a closed-test app may not appear in ordinary Play Store search. Share the appropriate Play Store listing URL or closed-test opt-in link directly with the participant. Google notes that after a test is first published, its link can take several hours to become available; allow time for that link to appear before treating its absence as proof that country targeting is wrong.

Separate a country mismatch from an account-specific problem
The error points first to regional availability, but the public guidance does not establish that every occurrence has the same root cause. Check these separately: whether the country is enabled for the correct track, whether that track inherits production’s country choices, whether the participant is enrolled and opted in with the right account, and whether the test link is published and available.

Changing the participant’s Google Play country or using a VPN is not the default fix described in Google’s closed-testing guidance. If the track settings, enrollment, and link all appear correct and the message persists, contact Google Play Developer support. Include the app, closed-testing track, participant’s Play country, and the exact error text so support can investigate the account-specific state. A developer-community report describes a similar case and a recommendation to check production country settings and contact support, but it is anecdotal and does not establish a universal cause.
