Clearing Cookies Doesn’t Stop All Tracking: What Still Recognizes You

Cookies are only one tracking method. Learn what may persist after deletion and which browser, app and device controls can reduce tracking.

Clearing cookies removes cookie data stored in your browser, but it does not erase every way websites and apps can recognize activity. Pixels, browser fingerprinting, mobile advertising identifiers, third-party trackers and links between connected devices can all play a role. Cookie deletion is one useful privacy control—not a universal tracking reset.

Why tracking can continue after you clear cookies

Cookies are only one way information about your activity can be collected or used. The Federal Trade Commission (FTC) explains that websites may use cookies or pixels to identify activity, including after you leave a site. Apps may use a unique advertising identifier, and companies can connect activity from multiple internet-connected devices, such as a laptop and a smartphone.

Pixels and third-party tracking

A pixel is a small tracking element that can report activity to a company. A website may also let another company track visitors: that is third-party tracking. The site you visit can collect information directly, while an outside company may receive information through the site and use it to support advertising based on interests and online activity.

Browser fingerprinting

Fingerprinting recognizes a browser or device through a combination of its configurations and settings, rather than through a cookie saved in the browser. Deleting cookies does not change those device properties. In a 2017 FTC PrivacyCon transcript, Princeton University researcher Steven Englehardt put the distinction this way: “So whereas you can clear cookies, you can’t really clear your fingerprint because you can’t change your device properties on demand.”

Mobile identifiers and connected devices

Apps may use a mobile advertising identifier, which is separate from browser cookies. Companies may also link activity across devices connected to the internet. That means changing cookie data on one browser does not necessarily affect identifiers or activity associated with an app, another browser or another device.

What the historical tracking figures do—and don’t—show

Older studies illustrate how extensively tracking infrastructure appeared in the web samples researchers examined. They are not current estimates of how much tracking happens today.

Which privacy controls help, and what they cannot block

No single setting or tool prevents every kind of tracking. Use controls that match the mechanism you want to limit, and keep in mind that browser protections differ.

Control Can help with Does not guarantee
Delete cookies and clear browsing or search history Some personalization based on stored browser data and previous activity. Removal of fingerprinting, app identifiers or tracking tied to other devices.
Browser privacy settings Managing history, location and other information sharing options, depending on the browser. The same protection across every browser or complete blocking of tracking.
Private browsing Some browsers delete browsing history after the session. Keeping websites from seeing your activity while you browse.
App permissions and device identifier settings Limiting access to data such as location, contacts and photos, and addressing identifiers used for tracking. Stopping all data collection or activity linked through other means.
Ad blockers or tracker-blocking tools Some pixels and other trackers, depending on the tool. Blocking every tracker or ad; they are not a substitute for malware protection.
Industry advertising opt-outs Limiting some personalized advertising, where supported. Making ads disappear or applying automatically to every browser and device.
Cookie notices Choosing among the options a site offers, which may include necessary-only cookies versus advertising or other uses. Controlling tracking outside the choices offered by that site.

A practical checklist for reducing tracking

  1. Clear browser data. Delete cookies and clear browsing and search history to remove some data used for personalization based on prior activity.
  2. Review browser privacy settings. Look for controls covering browsing history and location. Their names and protections vary by browser, so consult that browser’s current official support documentation for exact steps.
  3. Use private browsing for the purpose it serves. It may prevent history from being retained after a session in some browsers, but it does not hide your activity from the websites you visit.
  4. Check app permissions. Review access to location, contacts and photos, and disable permissions an app does not need. On phones, delete or reset identifiers used for tracking where your device’s settings allow it.
  5. Make a deliberate choice at cookie notices. Review the available options and select the settings that fit your preferences, such as necessary-only cookies when offered.
  6. Consider a tracker blocker. Some ad blockers can block pixels and other trackers, but coverage is not universal. Do not treat one as a complete privacy or malware-protection solution.
  7. Repeat applicable opt-outs. Industry opt-out tools may need to be used separately for each device and browser. Personalized ads may be limited while ads continue to appear.
  8. Review connected-device settings. Check privacy settings and permissions on connected TVs and streaming devices, not only computers and phones.

What to expect after making changes

Cookie deletion can affect some tracking and personalization, but a website or app may still recognize activity through other mechanisms. Browser settings and blocker tools can reduce some collection, yet their coverage differs. Treat each control as a way to limit particular data flows—not as a promise that you cannot be tracked.
