Check Anthropic’s live status, record the details of the failing CLI request, and treat a successful direct test as evidence of reachability for that test only—not proof of the cause or a guaranteed fix.
What “ConnectionRefused” means in Claude Code
The message appears in public reports of Claude Code failing to connect after retries. It identifies a connection failure, but it does not by itself establish whether the cause is local, in the CLI’s request path, or upstream. Anthropic Claude Code collaborator bcherny, commenting on a public issue, explained: “A host that fails to resolve is reported differently, so ConnectionRefused isn’t a generic bucket: it’s the actual socket error the OS returned, surfaced as-is.” That comment describes the error classification in that report; it does not prove a reproducible remote-server refusal in every user’s case.

Retry counts and delays vary by report and version, so the message is not a reliable indicator of a fixed number of attempts. A June 2026 report described a ten-attempt cycle; a July 2026 report recorded eleven API attempts. These are individual reports, not typical rates.

A direct request and Claude Code’s internal request are separate tests. A successful direct request shows that the endpoint responded to that particular request at that time. It does not establish that Claude Code used the same path or that its request reached an API response.

In a January 2026 report, a user of Claude Code 2.1.4 on macOS recorded successful DNS resolution, a completed TLS handshake, and an HTTP 405 response to an incomplete GET request, while Claude Code continued to fail. In a July 2026 report involving versions 2.1.219–2.1.220 on macOS 26.5, the reporter said an authenticated direct request returned HTTP 400 validation feedback and a request ID, while the CLI logged a connection failure before receiving an API response. These different HTTP responses show that the direct checks elicited responses; neither establishes the cause of the separate CLI failure.
The January reporter suggested Bun’s HTTP client as a possible explanation, but presented it as a hypothesis. The reports do not confirm that hypothesis, a runtime bug, a firewall problem, or any other universal root cause.

How to diagnose the failure
- Check the official status page. Open Claude Status and look for an active incident affecting Claude API or Claude Code. Status changes over time, so check it when the error occurs.
- Capture the failure before changing settings. Record the Claude Code version, operating system, timestamp, network in use, exact error and retry lines, and whether the problem affects every model or mode. This makes it easier to distinguish a one-off failure from a reproducible pattern.
- Compare the direct check with the CLI result. If you already use a direct API request or
curlcheck, note whether it received an HTTP response, and whether Claude Code received an API response or request ID. A direct response narrows the question to a difference between that test and the CLI request; it does not locate the fault by itself. - Inspect relevant connection settings. Check whether
ANTHROPIC_BASE_URLis configured and whether proxy environment variables are set. Treat these as diagnostic possibilities, not assumed causes: the July reporter said no custom base URL or proxy was configured and still encountered the failure. - Change one diagnostic condition at a time. If you test another network, safe mode, or a minimal CLI invocation, record the result and the exact version. A change that does not affect the failure is useful evidence, but it does not identify the cause.

How to interpret current service status
Anthropic’s status page snapshot on 2026-10-07 listed Claude API and Claude Code as operational. It also showed a partial Claude Console incident affecting usage reporting; Anthropic said core functionality was not affected. The page listed a resolved Claude API/Claude Code-related incident dated 2026-09-29. These records provide context for those dates only; they do not explain an individual connection failure or describe current status after the snapshot.
Do the reported fixes resolve it?
The reports do not establish a guaranteed repair. The January reporter said reinstalling, reauthenticating, disabling IPv6, clearing proxy and SSL environment variables, and checking firewall state did not resolve that case. The July reporter said safe mode and a minimal CLI invocation did not resolve theirs. Those are outcomes from individual attempts, not a recommended universal fix sequence. Avoid treating any of them as a proven remedy without evidence that it addresses the conditions in your own setup.
