Dark Reading’s October 7 account attributes the sharpest political language—including “techno-fascism”—to Deibert; it is his characterization, not an independently established description of the people he criticized.
What Deibert said at SecTor 2026
Rob Wright’s Dark Reading report, published October 7, 2026, says Deibert used his keynote to connect commercial spyware investigations, expansive surveillance, political uses of AI and the conduct of technology executives with a broader warning about authoritarianism. The report describes his criticism of the Trump administration and of figures including Palantir CEO Alex Karp, Elon Musk, Peter Thiel, Mark Zuckerberg and Marc Andreessen. Those are reported remarks and interpretations; the account does not establish that the named individuals hold a particular ideology.

Dark Reading quotes Deibert as saying, “I’ve been studying authoritarianism my entire life. Political science is my area of expertise. And what is going on in the United States ticks every single box.” It also reproduces his warning that “All of the threats that the Citizen Lab has investigated for the last 25 years are suddenly now being super-charged thanks to AI.” The available material does not include a primary recording or transcript against which to verify the quotations.
What “techno-fascism” and “slopoganda” mean here
“Techno-fascism” is Deibert’s political framing
Dark Reading presents “techno-fascism” as Deibert’s description of what he sees as a convergence of political power, surveillance technology and technology-company influence. The term is a forceful political judgment, not a technical classification or a conclusion independently demonstrated by the keynote account. Readers should distinguish the underlying subjects—spyware, surveillance, AI-generated material and government-company relationships—from Deibert’s interpretation of their political meaning.

“Slopoganda” refers to AI-generated misleading material
The report attributes “slopoganda” to Deibert as his term for AI-generated content used to confuse or mislead. It provides no measure of how prevalent such material is, how far it reaches or what harm it has caused. His warning is about a possible amplification of existing threats, not a quantified estimate of AI’s impact.
Why spyware can defeat the practical protection of encrypted messages
End-to-end encryption protects a message as it travels between communicating devices. It does not necessarily protect the message after it appears on a device that has been compromised. In written testimony dated March 12, 2026, Deibert explains that spyware can give an operator access to device contents and collect communications at the endpoint, where they are readable. That means encrypted messaging alone may not protect a person if spyware has gained access to their phone.
The testimony recounts Citizen Lab’s investigation into the hacking of Omar Abdulaziz’s device with Pegasus and forensic findings concerning members of Jamal Khashoggi’s circle. Citizen Lab’s work also focuses on commercial spyware, cyber espionage, internet censorship and digital threats to human rights, as described in its profile of the lab’s work.

Citizen Lab’s March 19, 2025 report, “Virtue or Vice? A First Look at Paragon’s Proliferating Spyware Operations,” examines Paragon Solutions’ Graphite spyware using infrastructure analysis and device forensics, and describes activity in multiple countries. The report says contracting between US Immigration and Customs Enforcement (ICE) and Paragon had reportedly been paused under White House review at the end of 2024. That is historical, dated reporting; it does not establish the contract’s later or present status.
