Yes—Cisco License On-Prem, formerly Cisco Smart Software Manager On-Prem (SSM On-Prem), is affected by four vulnerabilities in Cisco’s October 7, 2026 advisory. Cisco says to upgrade releases earlier than 10-202608 to 10-202608; release 10-202609 is listed as not vulnerable. Releases 9-202601 and earlier must migrate to a fixed release. Cisco says no workaround addresses these flaws. Cisco Smart Licensing Utility is not affected.
What the October 7 advisory covers
Cisco’s advisory, Cisco License (Smart Software Manager) On-Prem Vulnerabilities, was published October 7, 2026, at 16:00 GMT and is marked final, version 1.0. It describes four vulnerabilities in the web-based management interface and API endpoints. Depending on the flaw, successful exploitation could allow account takeover, arbitrary file writes, command execution, access to sensitive database content, or denial of service.

The current product name is Cisco License On-Prem; older releases may still be called SSM On-Prem. Cisco says Cisco Smart Licensing Utility is not affected. The vulnerabilities are independent, and an affected release may not be vulnerable to every issue, so check the individual CVEs and your installed release rather than assuming all four apply in the same way.

Which release fixes the October 7 vulnerabilities?

These version instructions belong to the October 7 vulnerability advisory. Cisco recommends upgrading to the applicable fixed software and states, “There are no workarounds that address these vulnerabilities.”
Do not confuse this with Cisco’s separate hardening release
Cisco also published a distinct advisory on October 7 titled Cisco License (Smart Software Manager) On-Prem Security Hardening Release: October 2026. It concerns a separate set of issues found in internal testing, grouped by CWE, and has different fixed-release guidance. Cisco lists 10-202609 as the first fixed release for 10-202608 and earlier; releases 9-202601 and earlier must migrate.

That advisory’s version guidance should not be substituted for the fix table above. Administrators should check both Cisco advisories against the version they run. The hardening advisory says Cisco was not aware of active exploitation of those internally identified issues; that statement applies to that separate advisory, not to a claim about future activity or the four vulnerabilities in the October 7 vulnerability advisory.
How to plan the upgrade
- Identify the installed product and release. Confirm whether the system is Cisco License On-Prem or an older SSM On-Prem installation, and record its release.
- Check both advisories. Match the installed release against the October 7 vulnerability advisory and the separate October 2026 hardening advisory; their fixed releases differ.
- Choose the applicable fixed release or migration path. Use Cisco’s release notes for upgrade and migration details, particularly for releases 9-202601 and earlier.
- Confirm support and entitlement before downloading. Cisco says upgrades are available to customers with properly procured software and a valid license. If an entitled customer cannot obtain the fixed software through the point of sale, Cisco directs them to contact TAC with the product serial number and advisory URL as evidence of entitlement.
- Check system requirements. Confirm adequate memory and verify that the upgraded hardware and software configuration remains supported.
What Cisco says about exploitation
For the four vulnerabilities in the October 7 advisory, Cisco PSIRT said at publication that it was not aware of public announcements or malicious use. That is Cisco’s statement as of the advisory’s publication, not proof that exploitation has not occurred since then. Cisco credited Gabriele Paris of the NATO Cyber Security Centre with reporting CVE-2026-20328, CVE-2026-76437, and CVE-2026-76452, and Trung Nguyen (@everping) of CyStack with reporting CVE-2026-76454.
