They solve different problems: Incognito reduces browser records left on your device after a session, while a VPN routes covered traffic through its provider and changes the IP address websites see. Neither makes you anonymous.
What does Chrome Incognito protect?
Incognito opens a separate Chrome session. Once you close all Incognito windows, Chrome removes the session’s cookies and site data and does not retain a record of the sites visited in that session in its browsing history. This can help keep activity from appearing in the browser for someone else who later uses the device. It does not erase everything: downloaded files and bookmarks you create remain on the device. Incognito does not change how your internet connection is routed. Websites you visit and organizations managing the network—including an employer, school, or internet service provider (ISP)—may still observe activity. If you sign in to a website, that site can associate activity with your account. Google’s guidance puts it plainly: “While Incognito can help keep your browsing private on your device, it doesn’t make you invisible.” Google’s explanation of how Chrome Incognito keeps browsing private describes these limits.
What does a VPN change?
A VPN routes the traffic it covers through a VPN provider before it reaches its destination. This can reduce what your ISP or local network can see about the destinations you access, and websites generally see the VPN server’s IP address rather than your connection’s IP address. The network operator can still see that you are connected to a VPN; the provider is now in the traffic path and must be trusted. Mozilla’s VPN explainer describes the routing and IP-address changes.

A VPN does not prevent a website from recognizing you when you sign in, nor does it stop every form of tracking. Account activity, cookies, and browser or device signals can still help identify or track a user. A VPN shifts some network visibility away from the ISP and toward the VPN provider; it does not remove the need to trust an intermediary. Consumer Reports’ VPN testing overview also notes that the ISP sees VPN use while the provider handles traffic.
Incognito vs. VPN: which privacy problem does each solve?

Does Incognito hide your searches from your ISP?
No. Incognito does not hide searches from your ISP because it does not change the network route. However, that does not mean an ISP can always read the contents of every page or search: HTTPS encrypts website content in transit. HTTPS and a VPN address different parts of the connection. HTTPS protects content between your browser and a website; a VPN adds an encrypted route to the VPN provider and can mask your IP address from destination sites. Does a VPN make you anonymous?
No. A VPN changes the IP address presented to destination sites and shifts some network visibility to the VPN provider, but it cannot prevent identification through a signed-in account or every other tracking method. It also does not make the VPN provider unable to see the traffic it handles. Consumer Reports’ 2021 evaluation overview assessed 16 VPN services at that time; that historical assessment is not a current market count or a current ranking.
Check what a VPN actually covers
“VPN” can refer to services with different coverage. A device-wide VPN may route traffic from multiple apps, while a browser proxy or browser extension may cover only browser traffic. Mozilla’s notice for its Firefox proxy says it covers Firefox network traffic, not other apps. Read Mozilla’s Firefox Privacy Notice for the scope it describes.

Before relying on a service, check which apps and devices it covers, what its privacy policy says about traffic handling, whether it has independent security evaluation, and what performance or access limits apply. VPNs may slow connections, impose bandwidth restrictions, or be blocked by some services; provider quality varies. Mozilla’s overview outlines potential VPN downsides at What is a VPN?

Choose based on who you want to keep activity from
- Other people who use your device: Incognito can reduce Chrome’s retained browsing records after you close all Incognito windows. Remember that downloads and bookmarks remain.
- Your ISP or a shared network operator: Incognito does not help with this. A VPN can reduce visibility into destinations and content, though the operator can see VPN use.
- Websites you visit: Incognito does not hide you from them. A VPN masks your IP address, but signing in and other tracking can still identify you.
- Several privacy concerns at once: Incognito and a VPN can be used together, but they address separate risks. Incognito affects Chrome’s local session records; a VPN affects the route and IP presentation for covered traffic.
