First identify which screenshot workflow is failing: a DevTools Command Menu action, the Chrome DevTools Protocol method Page.captureScreenshot, or screenshots of page loading in the Network panel. They use different controls and produce different results, so a fix for one may not apply to another.
The exact error, Chrome version, operating system, target, and command used are not specified here, so there is no basis to name one cause. Use the checks below to narrow it down.
Identify the screenshot workflow

Page.captureScreenshot is a method in the Chrome DevTools Protocol Page domain. It is not interchangeable with every DevTools menu action containing the word “screenshot.”
Fix a Protocol Monitor or CDP capture
1. Select the correct target
In Protocol Monitor, check the target selector before sending a command. The command must go to the page context you intend to capture; a different target can fail or operate on the wrong page. Protocol Monitor’s command editor accepts a method and arguments.

2. Send the method and valid arguments
For a default capture, send Page.captureScreenshot with no arguments. To request JPEG, use the documented structured request:

The quality option is an integer from 0 to 100 for JPEG; clip limits capture to a region. Other documented parameters include captureBeyondViewport, fromSurface, and optimizeForSpeed; some are marked experimental in the protocol reference. If an option is rejected, remove it and retry with the basic method, then add only supported options.

Do not expect this method to save a file by itself: its protocol result contains base64-encoded image data. A CDP client or your own code must handle that response if you need a file.
3. If using the headless begin-frame route, wait for rendering
For the documented HeadlessExperimental begin-frame capture flow, capture can fail during renderer initialization and return no screenshot data. Let the page initialize and render, then retry. This is a condition documented for that route, not a universal explanation for every DevTools screenshot failure.

Fix screenshots captured during page loading
Network panel screenshots are a separate feature, not a call to Page.captureScreenshot.
- Open DevTools and select the Network panel.
- Open Network panel settings and enable Capture screenshots.
- Keep the Network panel focused and reload the page.
If no loading frames appear, verify the setting and repeat the reload with Network focused. A one-off page screenshot command will not substitute for this load-recording workflow.

Interpret large-image failures carefully
Chromium issue 40724721 documented corrupted output for screenshots larger than 8192 pixels and listed Chromium 86 and 87 as affected. The issue is marked fixed. That historical report is not evidence that current Chrome has an 8192-pixel screenshot limit, nor does it establish the cause of a present-day failure.
