It is not established here as a standard corporate job title; its meaning depends on the context in which someone uses it.
What “chief confusion officer” means
The phrase turns the familiar “chief” executive title into a joke about creating confusion rather than clarity. Rosalind Howard used “chief Confusion Officer” in a 2012 post to describe a person who makes things “complex and hard to understand,” including by using invented acronyms and fashionable phrases. Her example targets workplace jargon and unnecessary complexity (Howard’s August 20, 2012 post).

Howard’s wording is a humorous characterization, not a formal job definition. The phrase can also be used in a different but related way: Bob Emiliani applies it to CEOs whose actions send a confusing signal about Lean management (Emiliani’s essay).

Two ways the phrase is used
| Use | Who or what it criticizes | What creates confusion |
|---|---|---|
| Howard’s 2012 example | A person communicating in a jargon-heavy or needlessly complex way | Invented acronyms, trendy phrases and language that obscures meaning |
| Emiliani’s 2024 example | CEOs who say they support Lean management | A mismatch between that stated support and restrictions on employees’ ability to practise Lean and produce tangible results |
Emiliani’s application is his own critique, not a universal definition. In both cases, the label points to a gap between clear, consistent communication and behavior that leaves people unsure what is meant or expected.

Is it an official corporate position?
The documented examples use “chief confusion officer” rhetorically. They do not establish it as a standardized C-suite role or a recognized corporate position. A 2013 article about the proliferation and ambiguity of chief-level titles provides broader background on title confusion, but it does not define this phrase (Careers in Government).
How to respond when jargon causes confusion
If a speaker uses an unfamiliar acronym or phrase, ask what it means rather than pretending to understand it. Howard’s suggested response is direct and polite: “I’m sorry, what does that mean please?” For a leadership message that seems inconsistent, ask what employees are actually expected and permitted to do. The aim is to clarify the language or reconcile the stated intention with the practical direction.
