They have distinct mandates but must coordinate wherever AI depends on organizational data. U.S. federal guidance permits one qualified person to hold both designations, but it does not set a universal reporting line or prescribe a private-sector org chart.
What is the difference between a Chief AI Officer and a Chief Data Officer?
The simplest distinction is the object each role is accountable for: the CAIO focuses on how the organization selects, adopts, governs, and monitors AI; the CDO focuses on how the organization manages, protects, uses, shares, and makes data accessible. The federal sources that define these functions apply to federal agencies. They offer useful role distinctions, not mandatory job descriptions for private companies.

| Primary focus | Agency-wide AI innovation, adoption, and governance. | Agency data across its lifecycle and management of data assets. |
| Core work | Coordinate AI governance and compliance; advise leadership; represent the agency in AI coordination forums; maintain the AI Use Case Inventory; and ensure processes for oversight of high-impact AI. | Coordinate data users, protectors, generators, and disseminators; manage data standards, sharing, and lawful publication; improve data-management practices and accessibility; and support evidence, performance, and evaluation functions. |
| Expertise emphasized by the cited federal authority | Significant AI expertise when an existing official is designated CAIO, along with appropriate authority and senior access. | Demonstrated experience in data management and governance, including standards, collection, analysis, protection, use, dissemination, and protection or de-identification of confidential data. |
| Natural working relationship | Needs trustworthy, accessible data and coordination with relevant agency officials to govern AI use. | Coordinates with the CIO on infrastructure barriers to data accessibility and supports lawful, effective data use. |
What does a Chief AI Officer do?
OMB Memorandum M-25-21, issued April 3, 2025, directs each federal agency head to retain or designate a CAIO. It describes the role as promoting AI innovation, adoption, and governance in coordination with appropriate officials. The memorandum says the CAIO must have sufficient authority and seniority to engage regularly with agency leadership.
The CAIO’s responsibilities extend beyond approving tools or projects. Under M-25-21, the role includes:
#1 Best Overall
- Promoting responsible, agency-wide AI innovation and adoption through governance and oversight.
- Coordinating with agency officials so AI use complies with applicable law and government-wide guidance.
- Serving as the agency head’s senior AI adviser and participating in executive decision forums.
- Representing the agency in AI coordination bodies and relevant external forums.
- Maintaining the agency’s AI Use Case Inventory.
For high-impact AI, the CAIO must ensure processes are in place to identify and document cases, measure and monitor performance and effectiveness, oversee compliance with applicable requirements, obtain independent review before risk acceptance, and centrally track cases and determinations. The memorandum states: “CAIOs will promote AI innovation, adoption, and governance, in coordination with appropriate agency officials.” (OMB Memorandum M-25-21, section 3(a)(i), April 3, 2025.)
What does a Chief Data Officer do?
The federal CDO role is grounded in 44 U.S.C. § 3520, as amended by the OPEN Government Data Act in Public Law 115-435, enacted December 17, 2018. The agency head designates a nonpolitical agency employee as CDO. The statute emphasizes demonstrated training and experience in data management and governance, including data standards, collection, analysis, protection, use, and dissemination, as well as methods for protecting and de-identifying confidential data.
The statute assigns the CDO responsibility for lifecycle data management and for coordinating agency officials who use, protect, disseminate, and generate data. It also charges the role with managing agency data assets, including standard formats, sharing, and publication subject to law, and promoting data-management best practices. In the statutory wording, the CDO must “be responsible for lifecycle data management.” (OPEN Government Data Act, Public Law 115-435, amending 44 U.S.C. § 3520(c)(1).)
Other statutory duties connect data management to agency operations and oversight. The CDO supports performance and evaluation officers, reviews how agency infrastructure affects access to data assets and coordinates with the CIO to reduce barriers, maximizes data use for evidence and agency operations to the extent practicable, and serves as a liaison on statistical uses of agency data.
Where do the roles overlap?
AI depends on data, but that dependence does not make the two jobs interchangeable. The CDO’s stewardship of data assets and accessibility provides part of the foundation for AI; the CAIO’s governance covers the AI use and the processes for assessing and monitoring it. They should align on the data needed for an intended AI application, its quality and accessibility, permitted use, protection, and relevant documentation.
Both roles coordinate across organizational boundaries and contribute to governance. Their decision rights should make clear who is responsible for data stewardship, who oversees AI adoption and risk processes, and how privacy, security, legal, technology, statistical, and mission or business officials participate. The precise division depends on the organization’s existing responsibilities and applicable rules.
Rank #3
Can a Chief Data Officer also be a Chief AI Officer?
Yes, under OMB M-25-21, an existing CDO may be designated CAIO if the person has significant AI expertise and relevant or complementary authority. The memorandum also allows an existing CIO, CTO, or similar official to receive the designation under those conditions.

That option combines titles, not the underlying responsibilities. A person holding both must still account for the distinct AI-governance and data-lifecycle functions, with decision rights and capacity sufficient for both. The federal guidance does not suggest that every agency—or private organization—should combine them.
Does a Chief AI Officer report to the CIO?
The cited federal authorities do not establish a universal reporting relationship between a CAIO and a CIO or CDO. M-25-21 requires sufficient CAIO authority and seniority for regular engagement with agency leadership, while the CDO statute specifies the CDO’s duties without prescribing a general reporting line. The U.S. Chief Information Officers Council’s small-agency handbook notes that staffing varies among small agencies and places ultimate responsibility for IT, data, and information security with the agency head (Federal Small Agency CIO and IT Executive Handbook, pp. 12–14).
For a private organization, reporting structure is an organizational choice, not a rule established by these federal sources. It should reflect the organization’s scale, risk, sector requirements, and the responsibilities already assigned to its CIO, CTO, CDO, and other leaders.
