ChatGPT Custom GPTs vs. GPT Store Apps: Permissions, Risks, and Controls

A GPT Store listing is not automatically an app. Learn how GPTs, connected apps and API actions differ—and how to check their permissions, data sharing and controls.

A GPT Store listing is not automatically an app. A custom GPT is a configured version of ChatGPT; an app is a connected service, and an action is an integration that sends requests to an external API. The main privacy question is whether the GPT uses one of those integrations: relevant parts of your prompt may then be sent to the service behind it. Check the GPT’s listed capabilities, the account authorization, and your workspace rules separately.

What is the difference between a custom GPT and a GPT Store app?

A GPT combines instructions, knowledge, and selected capabilities to shape how ChatGPT responds. The GPT Store is a place to discover GPTs; it is not itself an app connector. Apps connect ChatGPT to external services, while actions connect a GPT to external APIs. A GPT can use apps or actions, but not both at the same time. See OpenAI’s guides to creating and editing GPTs and GPTs in ChatGPT.

That distinction matters because a GPT’s instructions and knowledge are not the same as permission to access an outside account. When an app or external API is involved, relevant parts of what you enter may be sent to that third party. Treat the connection—not just the GPT’s name or description—as a possible data recipient.

What data can a GPT Store listing access or share?

The listing alone does not tell you every detail of an integration’s data handling. OpenAI says GPT builders cannot view individual users’ conversations. However, when a GPT uses an app or an external API, relevant input may be shared with the third party, and OpenAI says it does not audit or control how that third party uses or stores the data. Review the GPT’s tools and the connected service’s terms and privacy information before sharing sensitive material.

Apps: access depends on the connected account

An app’s access is shaped by the service, the account authorization you grant, and any applicable workspace restrictions. ChatGPT’s permission prompts govern when it asks before reading or taking an action; they do not enlarge the app’s underlying access. Check which account is connected and what authorization it requests. OpenAI explains connected-app settings in its Connected apps in ChatGPT guide.

Actions: check the API capabilities

An action calls an external API. Its schema describes the capabilities available to the GPT, and its configuration can include authentication and user-approval requirements. Before using one, check what operations it can perform, what information those operations need, and whether they can change something outside ChatGPT. Public GPTs with actions need a valid privacy policy URL. OpenAI’s actions configuration guide describes these controls.

Can GPT builders see my conversations?

OpenAI says builders cannot view individual user conversations with their GPTs. That does not mean an integration is private from the service it connects to: relevant input may be sent to the third-party app or API, whose handling OpenAI says it does not audit or control. Consider both the builder’s visibility and the external recipient when deciding what to share.

How do I reduce risk before using a GPT?

  1. Inspect the GPT listing. Look at the tools or capabilities it says it uses. If it connects to an app or API, treat relevant prompt details as potentially shared with that service.
  2. For an app, review the connection. Confirm which account is linked and what authorization it requests. Use a setting that asks for confirmation when that suits the operation, and disconnect the app when you no longer want it to have access.
  3. For an action, inspect its scope. Check the API schema, authentication, privacy policy, and whether it can cause an external change. Workspace approvals or domain restrictions may prevent an action from running.
  4. Keep sensitive information out unless needed. If you cannot establish what an external service receives or how it handles data, avoid entering information you would not want shared with that service.
5. In a managed workspace, check with the administrator. Ask which GPT sharing options, third-party GPTs, apps, and action domains are permitted. A setting for GPTs created in the workspace may not govern third-party GPTs.

What controls can users and workspace administrators apply?

User controls for app connections and actions

For apps, review the account authorization and confirmation behavior, and disconnect the service to revoke its access when it is no longer needed. For actions, the relevant safeguards include authentication, schema-defined capabilities, user approvals, and workspace restrictions on permitted domains. These controls address different parts of the connection; a confirmation prompt is not a substitute for understanding the access being authorized.

Workspace controls

Enterprise and Edu administrators can control aspects of GPT creation, editing, sharing, third-party GPT access, app use in workspace-created GPTs, and action domains. The scope matters: OpenAI’s workspace GPT access guidance says disabling apps in workspace-created GPTs does not apply to third-party GPTs. Administrators and users should verify the actual workspace policy rather than assume one restriction covers every GPT.

Are app permissions the same as model-training or chat-history settings?

No. App permissions govern an integration’s access; model-improvement preferences and conversation history are separate account or workspace data controls. For personal accounts, turning off Improve the model for everyone applies to new conversations and does not erase existing chats. OpenAI says Business, Enterprise, Edu, and Healthcare workspace content is not used to train models by default. Review the current Data controls in ChatGPT and Privacy Center guidance for the applicable settings.

Which settings and availability details should I verify?

Product controls and availability can vary by plan, region, account, workspace permissions, and rollout, and OpenAI may change them. The cited current guidance says personal accounts cannot create or publish new GPTs, while eligible managed workspaces may allow it. Because labels and access can differ, use the current Help Center guidance and check the settings shown in your own account or ask your workspace administrator.
