Why Apple Intelligence creates confusion

Apple describes Apple Intelligence as a system-wide set of features across supported devices. It combines Apple-developed capabilities with outside models, including ChatGPT, when a task benefits from them. Availability depends on hardware, operating-system version, language and region. Siri
Siri can ask ChatGPT for help when appropriate. Apple’s interface requests permission before sending a question, photo or document to ChatGPT.

Writing Tools and Compose
ChatGPT can help generate or revise text through Apple’s system-wide Writing Tools. Compose can also use ChatGPT-related image-generation functions.
Visual intelligence
Visual intelligence can send an object or place to ChatGPT to obtain an explanation or other information.

Does Apple have a seat on OpenAI’s board?
OpenAI’s current governance disclosure does not list Apple, an Apple executive or an Apple-appointed representative on either of its boards. The OpenAI Foundation’s listed directors are Bret Taylor, Adam D’Angelo, Sue Desmond-Hellmann, Zico Kolter, Paul M. Nakasone, Adebayo Ogunlesi, Nicole Seligman and Sam Altman.

OpenAI says the Foundation appoints the directors of OpenAI Group PBC and that Foundation directors also serve on the Group board, subject to stated observer arrangements. Zico Kolter is identified as a non-voting observer, with another Foundation director expected to transition to an observer role within one year of the recapitalization. What about Microsoft’s observer role?
Some confusion comes from OpenAI’s December 2023 announcement that Microsoft would have a non-voting board-observer role after Sam Altman returned as CEO. An observer may receive information or attend meetings under defined rights but does not vote as a director. That announcement identified Microsoft, not Apple. See OpenAI’s 2023 board announcement.
Does Apple own part of OpenAI?
OpenAI’s current ownership summary describes Microsoft as holding roughly 27% of OpenAI Group PBC after the 2025 recapitalization, the OpenAI Foundation as holding 26%, and current and former employees and investors holding the remaining 47%. Apple is not identified as an equity holder in that public summary.
That wording should not be stretched into proof that no confidential commercial term, warrant or indirect exposure could exist. It does establish that OpenAI does not publicly present Apple as a named owner or governance participant in the cited disclosure. The nonprofit became the OpenAI Foundation and the for-profit became OpenAI Group PBC on October 28, 2025.

Partnership, investment and governance are different
- Commercial or technical partner: supplies or distributes a service under contract.
- Investor: owns an equity interest, potentially without board rights.
- Board director: has a voting governance role.
- Non-voting observer: has defined information or attendance rights without a board vote.
- Strategic influence: affects product decisions informally without a legal governance right.
Apple’s ChatGPT integration demonstrates a product relationship. By itself, it proves none of the investment or governance categories.

iPhone and iPad
- Open Settings.
- Tap Apple Intelligence & Siri.
- Tap ChatGPT, then Set Up.
- Tap Next.
- Choose Use ChatGPT with an Account if you want to link an account.
- Complete the on-screen sign-in flow.
Mac
- Open System Settings.
- Select Apple Intelligence & Siri.
- Select ChatGPT, then Set Up.
- Click Next.
- Choose Use ChatGPT with an Account if desired.
- Complete sign-in.
Menu names can change with future operating-system releases. Supported hardware, language and regional availability must also be checked.
Do you need a ChatGPT subscription?
No. OpenAI says basic use through Apple integrations does not require a ChatGPT account. Linking a free or paid account can add account-associated features, including saved conversations and access to additional model availability. OpenAI lists support for free, Plus, Pro, Team, Enterprise and Edu accounts, subject to plan and workspace limits.
Enterprise and Edu workspaces using data residency have a stated limitation: Apple Intelligence and Xcode “Code Intelligence” are not available for those workspaces. Plan entitlements and limits can change, so check the current ChatGPT pricing page.

Privacy and control considerations
Apple controls the device interface, feature availability and permission flow; OpenAI supplies ChatGPT capabilities and account services. Siri’s permission prompt is intended to show when a question, document or photo will be sent. Signing in also associates activity with the chosen ChatGPT account and can change which features are available.
