For teams evaluating ChatGPT or Claude alternatives on data control, Microsoft Copilot Chat for work or school is one documented option—but it is not a universal winner. OpenAI, Anthropic, and Microsoft each describe different rules for workspace chat, APIs, retention, administrator access, and regional processing. Compare the exact product and workflow your team will use, not just the plan name.
What “more data control” should mean for a team
Data control is a set of separate decisions, not a single privacy setting. A service may exclude business prompts from model training while retaining chat records for a period or making them available to an organization’s administrators. Storage location and the location of inference are also distinct questions.

Before comparing vendors, identify whether employees will use a workspace chat app, a direct API, connected tools, or a cloud marketplace deployment. Rules for one route should not be assumed to cover another.
- Training: Are prompts and outputs used to train or improve foundation models?
- Retention: What content or metadata is kept, for how long, and which features or exceptions are covered?
- Administrator access: Can authorized administrators search, audit, or otherwise access employee conversations?
- Identity and integrations: What SSO, MFA, provisioning, role, and connected-tool permission controls are available for the named plan?
- Residency and processing: Where is content stored, and where does inference take place? Are those options available to this customer and product?

What happens to prompts, and are business chats used to train models?
OpenAI business plans and API
OpenAI says it does not use data from ChatGPT Business, Enterprise, Edu, Healthcare, Teachers, or its API platform—including inputs and outputs—for model training by default. It also says business data is encrypted at rest and in transit, describing AES-256 at rest and TLS 1.2 or higher in transit. These protections do not mean all data is immediately deleted or that every eligible retention and residency control is enabled. OpenAI’s business-data overview describes the scope and eligibility of those controls.
Anthropic API and Claude Enterprise
Anthropic documents API handling separately from Claude Enterprise workspace retention. For the direct Claude API, Claude on AWS, and Claude in Microsoft Foundry, its documentation describes API retention arrangements. For Bedrock and Google Cloud Agent Platform, the cloud provider is the data processor, so customers should consult that provider’s retention terms as well. Anthropic’s API retention documentation sets out the route and feature distinctions.

Do not treat the API rule as the Enterprise workspace rule: Anthropic’s Enterprise owners can configure retention for chats and projects, subject to the documented scope and minimum period. Anthropic’s Enterprise retention guide explains those controls.

Microsoft Copilot Chat for work or school
Microsoft says signing in to Copilot Chat with a work or school account provides enterprise data protection and that prompts and responses are not used to train foundation models. This statement is specifically about Copilot Chat with those account types; it should not be generalized to consumer Copilot or every Microsoft 365 Copilot workflow. Microsoft separately says prompts, triggered Bing searches, and responses are logged, and Bing has its own data-handling practices. Microsoft’s data-protection explanation describes the scope.

How long are chats and API requests retained?
OpenAI API: default logging is not the same as ZDR
OpenAI says API abuse-monitoring logs may contain prompts, responses, and derived metadata, with retention of up to 30 days by default and exceptions. Zero Data Retention (ZDR) and Modified Abuse Monitoring require prior approval and have endpoint and feature limitations. Some application state can remain even with ZDR enabled, so the label should not be read as a promise that no information is ever stored. OpenAI’s API data controls documentation explains the limitations.
Anthropic API: ZDR is scoped to eligible features
Anthropic says API ZDR requires organizational enablement. For eligible features, customer prompts and responses are not stored at rest after the API response is returned. Anthropic’s documentation also describes six-year retention for Activity Feed and certain session transcripts; Claude chat, file, and project content follows the organization’s configured setting. A team should map each tool and record type to the applicable rule rather than applying the API ZDR label to everything.

Claude Enterprise: configurable chat and project periods
Enterprise owners can set retention periods for chats and projects, with a minimum of 30 days. The period starts from last activity or update, and the control does not apply to every Claude product or feature. Review the Enterprise retention guide for the specific content covered.

Microsoft’s cited work-or-school Copilot Chat guidance confirms logging of prompts, triggered Bing queries, and responses and says admins can use search and audit tools to view that information. It does not establish a general retention duration in that source. Ask which retention policy applies to the tenant and related Bing activity.

Can administrators read or audit employee conversations?
The distinction between private to coworkers and inaccessible to administrators matters. OpenAI says ChatGPT Business member histories are not automatically visible to other workspace members, but that does not establish that no administrative or compliance access exists. Business also cannot disable shared links across the workspace; that option is Enterprise-only. Teams with strict sharing requirements should verify the Enterprise control and their actual workspace configuration.
Microsoft explicitly says organization IT administrators can use Microsoft search and audit tools to view Copilot Chat’s logged prompts, triggered Bing queries, and responses for work or school accounts. Anthropic’s cited Enterprise retention documentation explains deletion controls but does not establish administrator conversation visibility. Ask Anthropic to confirm the relevant roles and audit or export capabilities for the organization’s exact plan.
Can a team keep data in a required region?
OpenAI lists data residency at rest for eligible Enterprise, Edu, Healthcare, and API customers across several regions, and in-region GPU inference in the U.S. or Europe for eligible customers. Residency at rest and regional inference are different controls; neither should be presumed available to every customer, plan, or feature. Confirm eligibility and the specific region with OpenAI.
The cited Anthropic and Microsoft sources do not establish regional storage or inference options for the workflows compared here. If a contractual or regulatory requirement specifies a region, obtain confirmation for the exact deployment route—including any cloud marketplace provider—rather than inferring residency from the vendor’s general product name.
Choose by requirement, then verify the exact workflow
- Write down the hard requirement. Specify whether the priority is no training by default, a short configurable retention period, API ZDR, administrator audit access, workspace-wide sharing restrictions, regional storage, or regional inference.
- Name the product and route. Record the plan, account type, endpoint or app, integrations, and any cloud marketplace involved. Do not combine workspace-chat terms with API or hosted-cloud terms.
- Check eligibility and exceptions. Confirm feature coverage, approvals, minimum retention periods, safety or abuse-monitoring exceptions, and any state that may persist outside the main chat record.
- Map identity and access controls. Ask how SSO, MFA, provisioning and deprovisioning, roles, connected-tool permissions, and audit access work for the purchased plan.
- Get the commitment in writing. Have the vendor confirm the applicable contract language, retention schedule, administrator access, and storage and processing regions for the sensitive workload.
There is no universal winner in the documented options: the right fit depends on which control matters and whether it applies to the team’s exact product and workflow.
