Without the affected URL and capture, there is no way to identify one confirmed cause—and the available guidance does not establish a single cause common to Indian government websites.
Start with the page ChangeTower actually captured
ChangeTower’s setup guidance recommends monitoring the full URL of the page containing the information you care about, rather than only a department’s homepage. The first check establishes the baseline. Later checks are compared with that starting snapshot, and an alert follows when ChangeTower detects a change. - Open the monitor and confirm its target is the complete page URL, including any path or query string needed to reach the relevant page.
- Open the captured page or snapshot for that monitor. Check whether it shows the expected content, account state and location.
- If the relevant information is missing from the baseline, fix what ChangeTower captures before expecting a later change to trigger an alert.
- If the baseline is correct and the page has not changed since that snapshot, no alert is expected.
ChangeTower says checks load pages in a real browser and wait for JavaScript-rendered content, including content delivered by scripts or APIs. Reproduce the visitor’s path to the content
A page may be publicly reachable yet show different content until a visitor makes a choice or interacts with it. Check the capture for a consent banner, location picker, sign-in page or other control that blocks or changes what is displayed.
Login-protected pages
ChangeTower documents Manual User Actions for interacting with login forms: enable the feature, click and enter text into the required fields, then click the sign-in button. Configure the sequence needed to reach the page state you intend to monitor, and verify the resulting capture. Do not assume that adding a page URL alone reproduces an authenticated visitor session. ChangeTower’s help guidance names cookie banners and location pickers as states that can be reproduced with Manual User Actions. If either one appears in the snapshot, add the required interaction and inspect a subsequent capture to confirm it reaches the intended content. ChangeTower’s FAQ
Check delayed content and monitoring scope
Late or lazy-loaded sections
ChangeTower’s help guidance lists lazy-loading support among its advanced options. If the content appears only after scrolling, waiting or another interaction, check the available loading settings and action sequence, then confirm that the content appears in the captured page. If the monitor is configured to focus on a section or ignore parts of the page, make sure the changed information is included in what it tracks. ChangeTower says changes inside ignored elements do not trigger notifications. Remove an exclusion or adjust the monitored area if it hides the relevant content; keep exclusions only for elements that should not count as changes. ChangeTower’s FAQ

When the site blocks automated access
Authentication and automated-access blocking are different problems. ChangeTower describes manual actions for reaching login-protected pages, but says that a site blocking automated traffic outright cannot be monitored. If the monitor cannot load the target page, inspect its run or error evidence; if the site is refusing automated access, changing the monitored region or waiting for JavaScript will not resolve that restriction. Does this happen because the site is Indian government-owned?
The available product guidance does not identify a technical cause shared by Indian government websites. Diagnose the specific page and its captured state rather than inferring that government ownership or an Indian domain is the cause.
