To allow a download over cellular, enable mobile data for the app on your phone and turn off any Wi-Fi-only download setting inside the app. The exact steps depend on whether you mean an App Store or Google Play download, or a download inside an app such as Netflix or Spotify.
First identify where the download comes from
There is no single phone-wide switch that authorizes every cellular download. The phone’s cellular permission and the app’s own download preference are separate controls: an app may be allowed to use mobile data but still be set to download only on Wi-Fi. Menu names can differ by software version, app version, device maker and region. The paths below reflect Apple, Google, Netflix and Spotify support instructions accessed October 7, 2026.

- Installing or updating an app: check the App Store or Google Play settings and any relevant system data restrictions.
- Saving content within an app: check that app’s download setting as well as its phone-level cellular permission.
Allow cellular downloads on iPhone
Enable cellular data for the app
- Open Settings > Cellular (called Mobile Data in some regions) and make sure Cellular Data is on.
- Scroll to the app list and switch on cellular access for the app you want to use. If it is off, Apple says the app uses Wi-Fi only.

For app installs and updates, open Settings > Apps > App Store > Cellular Data. This is separate from a media app’s internal download setting. The App Store controls also include related options for automatic downloads and app downloads; see Apple’s App Store download settings.

Understand the 5G data-mode option
On iPhone 12 or later with a 5G plan, Allow More Data on 5G is a Data Mode option for higher-quality video and FaceTime HD. It is not a universal switch for app downloads. Apple’s guide to cellular data options also explains that Low Data Mode can pause automatic updates and background tasks when the phone is not connected to Wi-Fi.
Check Android data restrictions
Android menus vary by version and manufacturer. Data Saver is particularly relevant: Google says that, with Data Saver on and Wi-Fi unavailable, users of Android 7.0 or later can allow Google Play background data through Settings > Network & internet > Data usage > Data saver > Unrestricted data access, then allow Google Play. This documented route concerns Google Play background access; it is not a universal setting for every app’s downloads. See Google Play’s download troubleshooting steps.

On Pixel phones, Google says Data Saver generally limits most apps and services to background data over Wi-Fi, while an app that is currently in use can use mobile data. To exempt an app while Data Saver is on, go to Settings > Network & internet > Data Saver > Unrestricted data and enable it for that app. Google notes that some steps apply only to certain Android versions and that customized Android versions may differ. Allow downloads in Netflix
- In Netflix, open My Netflix > profile name > App Settings > Downloads.
- Turn Wi-Fi Only off.
- Return to Downloads and tap Download for the title. Changing the preference alone does not necessarily start a download.
If Netflix shows Waiting for Wi-Fi, select Download Settings or Download Now. On Android, if prompted to always allow downloads over cellular, choose Allow. Netflix says the Wi-Fi Only preference may be unavailable while downloads are pending; wait for them to finish or cancel them before changing it. Allow downloads in Spotify
Tap your profile picture, then open Settings and privacy > Data-saving and offline. Under Downloads and streaming, turn on Downloads over cellular. Spotify uses Wi-Fi by default to save mobile data. If the setting is on but downloading still does not work, check that the phone itself allows Spotify to use cellular data. See Spotify’s offline listening guidance.
If the download still waits for Wi-Fi
- Confirm cellular data is enabled on the phone and permitted for the specific app.
- Look for a Wi-Fi-only preference inside the app; changing the phone permission does not necessarily override it.
- For Android, check whether Data Saver or another device-specific data restriction is affecting the app. The Google Play background-data steps do not cover every app or foreground download.
- If a control is missing or disabled, note the phone model, operating-system version, app, and whether a download is already pending. Those details matter because menu paths and restrictions differ; Netflix specifically identifies pending downloads as a reason its preference may be unavailable.
Check data use before downloading
Cellular downloads count toward your mobile plan and may incur carrier charges. Before downloading large files or traveling, check your plan’s allowance and roaming terms with your carrier. Apple also advises checking international-plan or travel-eSIM arrangements when roaming; charges and terms vary by provider and plan. Low Data Mode may pause automatic updates and background tasks while the iPhone is off Wi-Fi, but it does not replace an app’s own download control.
