Bot protection is a capability that can sit in a CDN, a WAF, or an integrated security service, so the labels are not mutually exclusive. To choose, compare where each control acts, what it detects, and what it can do with suspicious traffic.
What each one does
CDN: delivers content at the edge
A content delivery network serves content through distributed locations, bringing delivery closer to users. Some CDN products also include security features at the edge, including controls for automated traffic. The presence of a CDN alone does not establish that bot detection or application request filtering is enabled.

WAF: inspects requests to an application
A WAF evaluates HTTP and HTTPS requests and applies rules that determine which requests can reach protected application resources. AWS describes AWS WAF as monitoring those requests and controlling access according to specified conditions: AWS WAF overview.
Bot protection: identifies and handles automated traffic
Bot management is a set of capabilities rather than a single placement. It may be bundled with a CDN, built into a WAF, or offered as part of a broader security service. Features vary: some controls handle recognizable or common bots, while more advanced detection may attempt to identify sophisticated automation. Do not assume that every CDN or WAF includes bot controls.

How CDN bot protection and WAF bot controls compare
| Question | CDN and edge bot controls | WAF and application request controls |
|---|---|---|
| Primary role | Deliver content through distributed edge locations; security features may also handle traffic there. | Inspect HTTP(S) requests and enforce rules for protected application resources. |
| Bot coverage | Depends on the CDN’s security offering and configuration. | Depends on the WAF’s bot features, rule sets, and configuration. |
| Where it acts | At the CDN edge when the service and traffic path are configured that way. | At the WAF’s position in the request path, which may be integrated with a CDN or another proxy. |
| Typical decision | Whether the delivery and edge-security product meets the need. | Whether request inspection, rule control, and available bot-specific actions meet the need. |
These are functional distinctions, not a universal product map. Providers combine or separate features differently. Check the actual product configuration and request path rather than treating “CDN” and “WAF” as competing boxes.
Can a CDN replace a WAF, or does a WAF stop bots?
A CDN can replace a separate WAF only if its security features provide the application request inspection and enforcement your application needs, and they are configured to do so. Content delivery by itself does not make a WAF redundant. Conversely, a WAF can include bot-specific detection and actions, but the label “WAF” alone does not guarantee sophisticated bot management.

AWS provides one example of overlapping functions: AWS WAF and Bot Control can be enabled for CloudFront distributions. AWS Bot Control can label bot-related requests so rules can monitor, block, rate-limit, or otherwise customize handling. Its common and targeted levels differ in detection depth; targeted detection includes methods such as browser interrogation, fingerprinting, and behavior heuristics. These are AWS-specific capabilities, not a guarantee about other vendors. See AWS WAF Bot Control and choosing and configuring Bot Control.

When to use them together
Using a CDN and a WAF together can make sense when you want distributed content delivery and edge enforcement alongside request inspection and application security rules. Whether these are separate products or integrated features depends on the provider. AWS documents enabling AWS WAF for CloudFront distributions; its setup is an example, not a universal architecture. See Enable AWS WAF for distributions.

Before deploying combined controls, map the traffic path: identify which service receives the request first, where inspection occurs, and which component is responsible for each decision. Overlapping rules can affect the same traffic, so teams need clear ownership of logging, tuning, and incident response.
What to check before choosing bot protection
- Function: Is the immediate need content delivery, general request filtering, bot identification, or a combination?
- Placement and client IP: Does the control run at the CDN edge, behind another proxy, or closer to the application? Verify that rules receive the actual client IP rather than only a proxy address. AWS Bot Control documents automatic recognition of CloudFront, Cloudflare, and Fastly traffic for its managed rule group; other proxies and other IP-based rules may need forwarded-IP configuration. Do not assume this handling applies to every WAF rule or provider. See AWS WAF Bot Control.
- Detection depth: Does the control identify only common or self-declared bots, or does it offer detection for more sophisticated automation? What labels or evidence can you use to write rules?
- Available responses: Can you monitor, rate-limit, challenge, present CAPTCHA, or block traffic by category? Confirm which actions are supported in the product and configuration you plan to use.
- False-positive management: Can you observe how rules would affect real traffic before enforcing them? Plan for logging, review, rule tuning, and a way to adjust enforcement if legitimate visitors are affected.
- Cost and operations: Check whether bot controls have separate charges, and account for the ongoing work of monitoring, maintaining rules, and responding to incidents. AWS states that Bot Control has additional charges; the cited documentation does not establish a current amount.
How to roll out bot rules safely
- Map the request path. Document the CDN, proxies, WAF, and application in order, and verify how client IP information reaches each rule engine.
- Start in a test environment. Exercise legitimate user flows and expected automated traffic, then review which rules match.
- Observe production traffic before enforcement. AWS recommends using count mode to evaluate Bot Control against production requests before enabling actions that affect visitors. Count mode helps show which requests would match without applying the selected enforcement action.
- Enable enforcement selectively. After reviewing matches, choose the appropriate action and scope. Monitor results and tune rules when legitimate traffic is incorrectly classified.
