Carry-On vs. Personal Item: What’s the Difference?

A carry-on is generally meant for the overhead bin; a personal item is meant to fit under the seat. Airlines, fares and aircraft determine the actual rules.

A carry-on is generally the larger cabin bag meant for the overhead bin; a personal item is generally a smaller bag meant to fit beneath the seat in front of you. Whether you can bring one or both—and what size they may be—depends on your airline, fare, itinerary and aircraft. Check the rules for the airline operating each flight and the baggage terms on your ticket before packing.

Carry-on vs. personal item: the main difference

What to compare Carry-on Personal item
Intended storage Overhead bin Under the seat in front of you
Common examples Roll-aboard suitcase or larger cabin bag Purse, laptop bag, small backpack or similar item
What determines whether it fits? The airline’s size rules and available overhead space The airline’s rules and the space beneath your seat
Is the allowance universal? No. Fare and itinerary rules can affect it. No. Definitions and practical fit vary by airline.

The name or shape of a bag does not decide which category it falls into. A backpack, for example, may qualify as a personal item only if it meets the airline’s rules and fits in the intended space. The Federal Aviation Administration (FAA) advises travelers to check their airline’s guidance on the number and size of permitted carry-on items: FAA Carry-On Baggage Tips.

Can you bring both a carry-on and a personal item?

Some tickets allow both, but do not assume that every passenger can bring two bags or that both are included with the fare. Delta, for example, allows one carry-on and one personal item. Other carriers and fares may have different allowances. United says some Basic Economy fares do not include a full-sized carry-on, while American provides separate Basic Economy baggage guidance.

Check the ticket’s baggage terms as well as the airline’s current policy for your route. If a flight is operated by a partner airline, check the operating carrier’s rules too; baggage terms may vary across an itinerary.

What size can a carry-on or personal item be?

There is no single personal-item size that applies to every airline. The FAA says the maximum carry-on size for most airlines is 45 linear inches, but that is general context—not a universal binding limit. Follow your carrier’s published requirements for your specific trip.

Example: Delta’s published carry-on limit

Delta publishes a maximum carry-on size of 22 × 14 × 9 inches (56 × 35 × 23 cm), including handles and wheels, and also specifies a 45-linear-inch maximum. Those figures are Delta’s rules, not industry-wide dimensions. Delta’s examples of personal items include a purse, briefcase, small backpack, belt bag, camera bag or diaper bag; the item must be similar in size and fit beneath the seat. See Delta’s carry-on baggage rules for its current terms.

How to check a personal item

Look for the personal-item definition and any stated dimensions on the airline’s baggage page. If the airline does not publish a dimension, do not substitute a number from a general chart: confirm the requirement with the carrier and make sure the bag can fit under the seat. American’s page covers its carry-on rules, but travelers should use the airline’s guidance for their own itinerary rather than infer a personal-item limit from third-party charts: American Airlines carry-on bags and size limits.

What can change whether a bag is accepted or stowed?

  • Fare: Basic Economy or other fare conditions may limit the number or type of bags included. Check the baggage terms attached to the ticket; see American’s Basic Economy information and United’s fare information for examples of fare-specific guidance.
  • Route and operating airline: International flights, partner-operated segments and different ticket conditions can have different rules. Verify the policy for each operating carrier on your itinerary.
  • Aircraft and cabin storage: Some aircraft have limited overhead-bin space. The FAA notes that a bag may need to fit beneath the seat, and Delta says staff may further limit carry-ons based on cabin storage capacity. If overhead space is unavailable, a bag may be gate-checked or stowed elsewhere; the exact handling depends on the airline and flight.

How to choose and pack the right bags

  1. Check your ticket first. Confirm how many cabin bags your fare permits and whether a full-sized carry-on is included.
  2. Check the operating airline’s current baggage page. Use its exact carry-on dimensions and its personal-item definition for each flight.
  3. Measure the packed bag. Include wheels and handles where the airline’s rule does. A soft-sided bag can still exceed a limit when full.
  4. Plan for the intended storage space. Choose a carry-on suitcase to match the overhead-bin limit and a personal-item backpack or other small bag that fits beneath the seat. Actual space can differ by aircraft and seat.
  5. Recheck before departure. Airline policies and available cabin storage can change, so confirm the rules close to travel.
