A declined card payment should not automatically be sent again on a timer. Check the network response and any accompanying merchant-advice data: Visa uses response categories with explicit reattempt rules, while Mastercard’s cited card-not-present guidance pairs response code DE 39 with advice in DE 48, subelement 84. Depending on that combination, the correct action may be to stop, wait, update payment details, or retry with authentication.
What a card decline code tells you
A decline response is more than an error label: it can determine whether a merchant should stop, try again later, or take a different action. Keep the raw response and any supplementary advice fields together. Reducing them to a generic “declined” status can discard information needed to choose the next step.

Interpret a response using the current scheme reference and the transaction context, including the channel and applicable acquirer rules. Visa’s official response-code reference includes reasons such as invalid account details, issuer or system conditions, authentication needs, stop-payment instructions, and security-code failures. One code alone may not tell a customer the precise remedy.

Visa’s public Visa Core Rules and Visa Product and Service Rules, April 2026 edition, section 7.3.6.3, require issuers to send the decline response that most accurately reflects the reason. The framework groups responses into categories, including Category 1, “Issuer will never approve,” and Category 2, “Issuer cannot approve at this time.”

Category 1: stop with the same payment credential
Visa’s rule is explicit: “After receiving a Category 1 Decline Response code, a Merchant must never resubmit an Authorization Request or Account Verification for the same Payment Credential.” Do not schedule another authorization for that credential. A customer-facing remedy, if appropriate to the response, is different from repeating the same request.
Category 2: a limited reattempt allowance, not a target
For Category 2 responses, the April 2026 rules permit up to 20 attempts in 30 days. This is a Visa rule limit for the category, not a recommended number of retries, an assurance that a later attempt will be approved, or a cross-network limit. Check applicable transaction-specific and regional provisions, and do not configure software to exhaust the allowance mechanically.

Visa’s category approach was described in a 2020 Visa Business News notice as a policy change effective 17 April 2021. That notice is historical context; use the current rules edition for present-day operation.
Mastercard: read DE 39 with merchant advice in DE 48
For the cited card-not-present cases, Mastercard’s Switch Rules dated 27 August 2024 direct merchants to use the DE 39 Authorization Request Response/0110 code together with merchant advice data in DE 48, subelement 84. The advice can change the action for a given response code:

- DE 39 value 83 with advice 03: The table identifies suspected fraud and says not to retry.
- DE 39 value 79, 82, or 83 with advice 02: The cited combination means try again later.
These are examples for the listed combinations, not a complete mapping of Mastercard responses or channels. They do not establish a general Mastercard retry count.

A retry resubmits a payment request, usually without changing its payment details or authentication. Remediation changes what is submitted or how it is authenticated. For example, a merchant might update credentials, request corrected card details, add authentication, or offer another payment method. If the response calls for one of those steps, sending the original request again is not a substitute.

Mastercard Gateway version 85 documentation describes implementation actions including RESUBMIT_LATER, RESUBMIT_WITH_3DS, RESUBMIT_WITH_ALTERNATIVE_PAYMENT_DETAILS, and RESUBMIT_WITH_UPDATED_PAYMENT_DETAILS. It describes RESUBMIT_LATER for cases where the acquirer or issuer indicates a later attempt may succeed, and points implementers to authorizationResponse.merchantAdviceCode for timing information when available. These are gateway integration labels, not network-wide rules; merchants still need to follow applicable network and acquirer requirements. See Mastercard Gateway version 85 payment documentation.

Implementing decline handling safely
- Capture the full response. Store the raw network response and accompanying advice data in the payment event record, rather than retaining only a generic decline status.
- Route to explicit actions. Separate stop, try-later, and remediation outcomes. Block same-credential retries when the applicable scheme instruction prohibits them.
- Apply required remediation first. When a response calls for corrected details or authentication, request or apply that change before resubmitting. Do not log the changed request as an identical retry.
- Scope retry controls correctly. Account for the applicable scheme rules, acquirer behavior, geography, transaction type, and gateway implementation. Use merchant-advice timing when available and applicable.
- Keep rule versions current. The Visa rules cited here are the April 2026 edition; the Mastercard Switch Rules cited here are dated 27 August 2024. Verify the applicable current requirements before deploying retry logic.
