Your internet service provider (ISP) can still see that your device is communicating with a VPN server and observe details of that connection. The VPN changes which intermediary you trust; it does not make you anonymous or hide every kind of metadata.
What your ISP can see through a working VPN
Your ISP still carries your traffic to the VPN server. It can see the connection to that server and network-level details such as when the connection is active and how much data passes through it. The encrypted tunnel prevents the ISP from reading the traffic contents inside it or, ordinarily, identifying the websites you visit through that tunnel. The Electronic Frontier Foundation (EFF) explains that a local network observer can see that you are connected to a VPN and which provider you use, but not the websites you visit: What Should I Know About Encryption?

“See” can mean different things. A VPN hides the contents routed through its tunnel from the ISP, but the ISP can still observe the tunnel itself. After traffic exits the tunnel, the VPN provider is in a position to handle it. Cloudflare describes the distinction this way: “The VPN tunnel between the VPN client and VPN server passes through the ISP, but since all the data is encrypted, the ISP cannot see the user’s activity.” See What is a VPN?
What your ISP may see without a VPN
Without a VPN, some browsing signals may be visible to your ISP. One example is DNS: when your device sends a domain lookup to an ISP-provided resolver using plaintext DNS, parties on the network path can read the requested domain. Cloudflare notes that most devices default to an ISP-provided DNS resolver and explains how plaintext DNS can expose domain lookups: What is DNS over TLS? A domain lookup can indicate which site you are trying to reach; it does not by itself reveal the full contents of an encrypted HTTPS session.

HTTPS and a VPN protect different parts of the connection. HTTPS encrypts web content and the URL path, while the domain may remain visible to network observers. EFF illustrates this with https://ssd.eff.org: an eavesdropper may see the site’s domain but not the specific path or page contents. A VPN instead encrypts the connection between your device and the VPN server. Details vary with DNS and network configuration.
A 2021 Federal Trade Commission (FTC) staff report, What ISPs Know About You: Examining the Privacy Practices of Six Major Internet Service Providers, reported that several of the six major U.S. ISPs studied collected and used consumers’ IP addresses and the URLs entered in their browsers. It also described use of traffic volume and session-detail records for purposes including metering, billing, and data-cap management. The report was published October 21, 2021; its findings describe those providers, not every ISP everywhere.

What a VPN changes—and what it does not
A VPN routes traffic through the VPN operator’s server. When the tunnel works as intended, the ISP sees the encrypted connection to that server rather than the sites and contents carried inside it. The VPN provider becomes a party you must trust because it handles traffic after it exits the tunnel. EFF puts it plainly: “Using a VPN essentially shifts your trust from your ISP to the VPN, so it’s important to make sure you trust your VPN provider to protect your data.”

Websites and services may still identify you through account sign-ins, cookies, or other information you provide, and the VPN provider may be able to handle traffic leaving the tunnel. A VPN’s protection also depends on the app and device actually routing and encrypting the traffic.

When VPN protection may not cover all your traffic
The FTC cautions that VPN apps vary: some may fail to encrypt traffic or encrypt only some of it. If traffic bypasses the tunnel, the ISP may be able to observe it as it would without the VPN. The FTC recommends researching an app, checking requested permissions, and reading its terms and privacy policy; a provider’s own privacy claims alone are not independent evidence. For a specific provider or setup, the available evidence here does not establish whether every connection is routed through its tunnel. Behavior can vary with the VPN implementation, device settings, DNS setup, and network configuration.
