Usually, yes. You can use Wi-Fi Calling on an iPhone while waiting for a cellular replacement if the iPhone is usable, its carrier line is still active and provisioned, Wi-Fi Calling is supported and enabled for that line, and the phone has working Wi-Fi. If the carrier has suspended the line or it must be activated on the replacement, Wi-Fi Calling may not work until the carrier restores or transfers service.
Why Wi-Fi Calling may work without cellular signal
Wi-Fi Calling uses your carrier line to make and receive calls over a Wi-Fi network. It is not a separate internet phone service: the carrier line and its Wi-Fi Calling feature still need to be available. Apple describes the feature as a way to call over Wi-Fi when cellular signal is low. Support varies by carrier and country or region.

Check the iPhone and carrier line
- Confirm the line is present: On the iPhone, open Settings > Cellular. If there is more than one line, select the one you want to use.
- Enable Wi-Fi Calling: In that line’s settings, turn on Wi-Fi Calling and follow the prompt to confirm the emergency-services address.
- Connect to working Wi-Fi: Check whether the iPhone indicates Wi-Fi Calling. Some Wi-Fi networks do not support the feature.
- Ask your carrier about replacement activation: Confirm the line will remain active during the replacement and whether the replacement needs a SIM or eSIM transfer, activation, or reactivation. Apple notes that cellular service requires a SIM or eSIM, and eSIM setup depends on carrier support.
If Wi-Fi Calling does not work
Apple recommends checking that your carrier supports Wi-Fi Calling, updating the iPhone software, restarting the phone, and trying another Wi-Fi network. If it still fails, contact the carrier: the line may need attention, or that network may not support Wi-Fi Calling.

Do not assume a dropped Wi-Fi connection will preserve a call. Apple says a call may switch to cellular using VoLTE if VoLTE is available and turned on. If the phone has no usable cellular service, that fallback may not be available.

Use it cautiously for emergencies
When cellular service is unavailable, an emergency call may use Wi-Fi Calling. Emergency routing can rely on the address held by the carrier, so keep that address current. Apple advises using Wi-Fi Calling for emergency calls only as a last resort because location and routing may be less reliable than traditional cellular or fixed-line service.
