Usually, you may be able to use an Account Aggregator (AA) without your bank’s internet-banking username and password, but you still need an internet-connected device for the digital setup and consent process described in available guidance. Government guidance lists both an app and a website for AA registration, so a smartphone is not established as mandatory. However, the sources do not confirm that every AA offers a complete desktop flow or a general offline route.
Can you use an Account Aggregator without internet banking?
Internet banking credentials are not described as a universal requirement for linking an account. Sahamati’s account-linking guidance describes identifying the account with information recognized by the financial institution and verifying ownership with an OTP sent by that institution. This is different from signing in to your bank’s website. The Reserve Bank of India’s rules say an AA must not access a customer’s authentication credentials for accounts held with financial information providers. That supports keeping your bank password separate from AA consent; it does not guarantee that every bank and AA will have identical onboarding steps. Can you use an Account Aggregator without a smartphone?
Not necessarily. The Ministry of Finance says customers can register with an AA through an app or a website. A website route means a smartphone is not identified as the only possible device, but it still requires an internet-connected device. The guidance does not establish that every provider supports full registration and account linking from a desktop computer or tablet. Check the chosen AA’s current onboarding options. Can you use an Account Aggregator with no internet access?
The available guidance describes AA registration, account linking, and consent as digital processes. It does not document a generally available offline way to complete all three. If you have no internet connection at all, you should not assume that you can set up or use AA data sharing.
A feature phone’s ability to make certain UPI payments without internet does not establish offline AA access. RBI’s UPI123Pay announcement describes feature-phone payment methods, including a secured call to an IVR number, for making UPI transactions; it is a separate payment service, not an AA account-linking or data-consent route. What happens when you link an account?
- Choose an AA and register. Government guidance describes registration through an app or website.
- Provide an account identifier. The identifier must be one the financial information provider (FIP) can use to find your account. Sahamati gives examples such as PAN, a Customer Registration Number, or a mobile number; the right option depends on the FIP.
- Verify account ownership. The FIP sends an OTP for verification in the flow Sahamati describes. Bank of India gives one bank-specific example involving the mobile number registered with the bank and a four-digit PIN; that example should not be treated as a universal AA requirement. Bank of India’s FIPs and FIUs guidance describes its implementation.
- Review the consent request. You decide whether to approve data sharing. Consent is explicit and voluntary; government guidance says a customer can reject a request and revoke recurring consent. The Ministry of Finance overview describes customer consent and control.
What can affect whether your account is available?
The relevant institution must participate in the AA network for the account and intended use case. Availability can therefore vary by institution and service. The Department of Financial Services reported, as of March 31, 2026, that 179 financial institutions were live as FIPs and 989 were live as financial information users (FIUs); more than 2.88 billion financial accounts were enabled to share data, and users had linked 284.6 million accounts. These ecosystem totals show scale, not that any particular person or account can be onboarded without a smartphone or internet access. What to check before you start
- Whether the AA you choose provides website registration and whether that route supports the full flow you need.
- Which identifier your bank or other FIP accepts for finding the account.
- Whether the mobile number registered with the FIP can receive its OTP.
- Whether your institution supports the account and data-sharing purpose you want.
- What information the consent request covers and whether it is one-time or recurring.
