Sometimes. A Windows license bought separately may be transferable to another PC, subject to Microsoft’s terms. A license that came preinstalled is generally tied to the PC it came with. Whether Windows can activate on the new hardware is a separate question from whether the license terms allow the move.
Can you move your Windows license to another PC?
First identify how you obtained Windows. Microsoft’s Windows 11 license terms distinguish software that came preinstalled from standalone software acquired separately.

- Preinstalled Windows: The Windows 11 OEM terms say the license may be transferred to another user only together with the licensed device. Moving the installation or removing the old PC from your Microsoft account does not, by itself, transfer that license to a different PC.
- Standalone Windows: Microsoft’s retail terms permit transferring the software to another device that belongs to you. Each time you move it, remove the software from the prior device; one license cannot be used on both devices at once.
The terms also address transfers to another person’s device under stated conditions. Regional rules can differ: Microsoft flags Germany and other listed countries as subject to local-law exceptions. Check the terms that apply to your location rather than treating this as universal legal advice.

A license answers whether you are permitted to use Windows on the new PC. Activation checks whether Windows can verify a valid license for the device. A digital license is associated with device hardware; linking it to a Microsoft account can help with reactivation after a major hardware change, but it does not grant transfer rights that the license terms do not provide.

Microsoft says a significant hardware change, such as replacing a motherboard, can cause Windows to lose its hardware match and require reactivation. That is different from moving Windows to a separate PC. For either situation, the Windows edition must match: for example, a Home license does not reactivate a Pro installation.
Check what license and edition you have
- On the old PC, open Settings > System > Activation. Check whether Windows is activated and whether the page says the digital license is linked to your Microsoft account.
- Note the installed edition, such as Windows Home or Pro. Microsoft requires the edition to match for reactivation.
- Work out whether Windows came preinstalled or was bought separately. Look for the original receipt, retailer confirmation, packaging, or other purchase records if you are unsure.
- Locate any product key you may have. Microsoft says a key can be preinstalled on a new PC, supplied with packaging or a Certificate of Authenticity, or provided on a card, retailer digital locker, or purchase-confirmation email for a separately purchased copy. A free upgrade may use a digital license instead.
Do not post or share your 25-character product key. Treat it as a credential for activating Windows.

Reactivate an eligible digital license after a hardware change
If the license is eligible to use on the new installation and linked to your Microsoft account, Microsoft’s activation guidance provides this route when Windows is not activated:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Sign in to Windows as an administrator using the Microsoft account linked to the digital license.
- Open Settings > System > Activation, then select Troubleshoot. The troubleshooter is available when Windows is not activated.
- Select I changed hardware on this device recently, sign in to the linked Microsoft account if prompted, and choose the device from the list.
- Select Activate. If you used a product key rather than a digital license, enter that same key.
Use the same Windows edition on the new installation. If the troubleshooter does not show the device or activation fails, Microsoft recommends contacting support. The troubleshooter cannot make a nontransferable license transferable.

Do you need to buy Windows again for a new PC?
Not necessarily. If you have a transferable standalone license, follow its transfer conditions, remove Windows from the old PC, and install the matching edition on the new one. If the old PC’s license came preinstalled, expect it to stay with that PC. If you have no applicable license or usable product key, Microsoft says activation requires a digital license or product key; purchasing a new digital license is one option.
For a specific case, the key questions are how Windows was acquired, whether you are moving to a different PC or replacing hardware in the same one, which edition you have, and which regional terms apply. Microsoft’s guidance cannot establish your individual purchase history or guarantee activation eligibility.
