Can You Store Credit Card Numbers in Cookies Securely Using cURL?

cURL can handle HTTP cookies, but cookies and cookie jars are not secure payment-data storage. Keep payment details in a protected server-side payment environment and use an opaque session ID in the cookie.

No. Don’t put credit card numbers or verification codes in cookies, whether you create them in a browser or with cURL. Cookies and cURL’s cookie jar are for handling HTTP cookies, not storing payment data securely. Keep payment data in a protected server-side payment environment and send the client only a random, opaque session identifier.

Why a cookie is the wrong place for payment data

A cookie is sent with matching HTTP requests and may persist on a user’s device or in a cookie file. Putting a card number there exposes it to the client-side environment and to any system or person able to access the cookie or its stored copy. A cookie is not a vault.

OWASP recommends that a session ID be meaningless and contain no sensitive information; the associated application state belongs on the server. For a payment flow, that means the cookie should identify a server-side session, not carry a card number, CVV, or other payment details.

What PCI DSS says about card numbers and CVV

Distinguish the primary account number (PAN) from sensitive authentication data such as the card verification code (CVV, CVC, or CID). PCI Security Standards Council (PCI SSC) states that a verification code cannot be retained after the specific transaction is authorized, even if it is encrypted. Its FAQ 1280 puts it plainly: “No. It is not permitted to retain card verification codes once the specific purchase or transaction for which it was collected has been authorized.” PCI SSC FAQ 1280

The prohibition also applies to card-on-file and recurring transactions. Customer consent does not make retaining a verification code permissible. The cited guidance describes a narrow exception for issuers or companies supporting issuing services with a legitimate issuing business need; it is not a merchant exception for saving a code for later charges. PCI SSC says the data must be completely removed from the entity’s systems. Where a removal process could still allow retrieval, it needs assessment to confirm the data is no longer stored.

FAQ 1533 says the post-authorization restriction applies even when no PAN is present in the environment. PCI SSC FAQ 1533

Do not overgeneralize that rule into a claim that PCI DSS categorically forbids storing every PAN in every circumstance. PCI SSC treats general cardholder-data retention separately: FAQ 1318 says PCI DSS does not set a universal maximum or minimum retention period. Entities need a retention and disposal policy that limits stored data to legal, regulatory, or business need. PCI SSC FAQ 1318 Assessment requirements are set by the organizations managing a compliance program, such as acquirers, payment brands, or other entities, so the applicable assessment obligations depend on the environment.

What cURL’s cookie options actually do

cURL and libcurl can send, receive, and persist HTTP cookies. They do not add payment-data encryption, tokenization, or vaulting.

  • CURLOPT_COOKIE: adds one or more cookies to outgoing requests. The supplied value is not syntax-checked, and this option is separate from libcurl’s internal cookie storage.
  • Cookie engine and jar: cookie-file and cookie-jar options enable cookie handling. The command-line -b/--cookie option can read a cookie file or supply a cookie string; -c/--cookie-jar writes cookies to a jar in Netscape-format text.

A cookie jar is therefore a text file containing cookie values, not an encrypted card-data store. The libcurl CURLOPT_COOKIEJAR documentation warns that writing can fail without an error being reported through the normal return path. It also notes that default file permissions may not be restrictive enough; operators may need to set a restrictive umask, and a directory writable by an attacker creates additional risk. Treat a cookie file as a credential and protect it accordingly—but file permissions do not make retaining a CVV after authorization acceptable.

A safer design for one-time and recurring payments

  1. Keep card data out of cookies. Do not place a PAN or verification code in a cookie string, a cookie jar, or a manually constructed Cookie header.
  2. Use a payment environment designed to handle payment data. For accepting a payment or keeping a card on file, use the payment service’s supported workflow and tokenization where appropriate. Protect the server-side repository and restrict access to it.
  3. Put only a random, opaque session identifier in the cookie. Keep the related application state server-side. OWASP recommends appropriate Secure, HttpOnly, and SameSite protections for session cookies. These attributes help protect cookie transmission and access; they do not make it acceptable to put card data in the cookie.
  4. Never retain a verification code after authorization. That remains true for future recurring charges and even if the code is encrypted. Follow the payment service’s supported process for subsequent payments rather than keeping the code yourself.

Browser cookie attributes and cURL cookie-jar file protections address different risks: the former control how a browser sends or exposes a cookie, while the latter concern a local text file. Neither turns a cookie into an appropriate payment-data store.
