Yes, another person may be able to use a Nintendo Switch 2 upgrade pack, but you cannot move the purchase to their Nintendo Account. The practical options are loading its virtual game card on a console, or temporarily lending an eligible card to someone in your Nintendo Account family group. Which option works depends on whose console they are using and whether the title supports the feature.
Choose the sharing method for your setup

Let another profile play on the same console
Load the upgrade pack’s virtual game card on the console where the other profile will play. Nintendo says other users of that console can play content from a virtual game card loaded there. The Nintendo Account that bought the pack still owns the purchase; sharing access on the console does not change account ownership.

Use the pack on another console tied to your account
Nintendo’s virtual game card feature supports up to two Switch 2 or Switch consoles associated with the purchasing Nintendo Account. Load the card on the console where you want to use the pack. The feature applies to compatible cards, and Nintendo notes that some titles may not support every related feature. Lend an eligible card to a family member
Lending is intended for a different console and account in the same Nintendo Account family group. Nintendo’s guide says the consoles must be nearby and both online to lend a virtual game card. It also sets these limits:

Why error 2819-0032 appears
Nintendo says error 2819-0032 generally means the Nintendo Account was used to play a Switch 2 Edition upgrade pack on another console. The message explains that play is being suspended because the upgrade pack’s virtual game card is being used on another system and its online license and virtual game card cannot be used at the same time. To resume play on the console you want to use, Nintendo’s guidance is to close software using the account on the other console, or load the upgrade pack as a virtual game card on the console where you want to play. If you start the game without the upgrade pack, its extra features and content remain unavailable until you start the software normally with the pack.

Sharing an upgrade pack is not GameShare
Virtual game cards and GameShare are separate features. GameShare is for supported games: Switch 2 can share compatible games with Switch 2 or Switch consoles, while a Switch console can only receive a locally shared game from a Switch 2 console. Those rules do not turn an upgrade pack purchase into a transferable purchase. Consult Nintendo’s GameShare information for supported-game details.
