No. Wizards of the Coast’s announced God Pack rollout does not cover every Magic booster box. It starts with Nauctis: The Sunken Realm, the first Magic Multiverse set of 2027. The published odds are per booster pack—not per box—and no box is guaranteed to contain one.
Which Magic booster boxes can contain a God Pack?
Under Wizards’ October 5, 2026 announcement, God Packs begin with Nauctis: The Sunken Realm and continue in Magic Multiverse sets. The announcement does not say that older boxes or every Magic product can contain one. Wizards expects Universes Beyond sets to receive the feature in 2028. WPN says God Packs will be random inclusions among stocked Booster Packs and Collector Boosters, not a separate product retailers order. So an eligible set is the relevant qualification when considering a sealed booster box; an arbitrary or older Magic box is not established as eligible by this policy.
What are the stated odds?
Wizards gives rates for individual packs, not booster boxes. The October 5, 2026 announcement states these odds and contents for the announced rollout:

These are published per-pack rates, not a promise about the contents of a particular box. The official sources do not give box-level odds or say that a particular box will contain a God Pack.
What does “God Pack” mean?
Wizards describes a God Pack as a rare booster in which every nonbasic card is rare or mythic rare. The announced Booster Pack and Collector Booster versions have different card counts and foil treatments, as shown above.

What about older sets and stories of past God Packs?
“God pack” has also been used informally in online accounts about earlier Magic products, including Theros-era stories. The official material cited here does not establish a reliable list of older eligible sets or quantify their distribution. Those historical accounts do not support the claim that any older booster box can produce one; the documented policy is the rollout beginning with Nauctis: The Sunken Realm.
What if a God Pack appears during Limited play?
WPN advises players to stop and call a judge or tournament organizer if they open a God Pack during Limited play. The organizer decides whether the pack remains in the event. This guidance concerns event play, not an ordinary sealed-box purchase.
